Chicago Has Plenty of Water ond Can Afford to-Keep Clean—Neediess and Justifiable Waste. The subject of the water-supply of Chicago and the waste thereof is one that.has long en- gaged the attention alfke ot officials and private citizens, and yet seems today to be, as far from acatisfactory solution as ever. - ‘That a city of 600,000 people, situated upon the bank of a nat- ura) reservoir capable of furnishing aa unlim- ited supply for ten times that. number,: shouid- ‘be threatened with shortage of water seems in- credible. Yetthe fact remains that there are certain seasong—the depth of winter and the neated term—in which the demands made upon the present .-Water-Works very nearly equal the maximum capacity, of those works. in such case,: the brenking ofa main pipe orthe temporary disability .of a pumping-engine might -lead to the most dis- astrous results, and at the very least would rob a portion of thecity of its needful supply of water. Everybody knows the source from which Chi- cago derives its water-supply, and knows, also, what the supply, if sufficient mechanical. means are used, is practically inexhausnble. Lake Michigan couid furnish water to every city from thejAJleghenies to the Mississippi and from Cairo to Bt Paul if sufficient? conducting-pipes and umping-works were provided. Chicago has ut is doors the’ most magnincent supply of pure drinking water in the world. THE QUESTION UNDEL DISCUSSION TODAY, however, is not that of supply, but of wastage, ana remedies: therefor, and on this point @ re- porter of THE TRIBUNE yesterday sought infor- mation from Mr. De Witt C. Cregier, the City Engineer. ‘The attention of Mr. Cregior was directed toa statement published in regard to the ere ‘cused in Liverpool, England, to determine wast- age and the Bese means of checking it. Mr. Gregier sald that he was perfectly familiar with tho Liverpool sxstem, m, and had received several letters from that cl oy ‘on the subject. Mr. Dea- con, an eminent civil ensincer, had & plan which tres tried in Pvernoot ‘with much success. ‘his plan was as follows: ‘Liverpool was formerly suppiled with water on the “intermittent System"—that fs, the cisterns wero filled during one hour of the twenty-four. ‘The capacity of the-water-works -was limited, and this was believed to be the-best -way of checking consumption. At this time the daity consumption was forty gallons per head— one-third ors a that of Chicago. Mr. Deacon. showed that the greatest waste of water oc- curred in the stili hours of the night, and dem- onstrated thatthis waste could be stopped. He put into operation a system by which the city was divided into 230}districts.. Each district was supplied with water by asingie main. A meter Yas placed in the street where the water was taken for any one of the districts, and this meter REGISTERED AUTOMATICALLY. the flow of water per minute. Thus, if there ‘waSan extraordinary tlow of water between midnight and 6 a. m., ittollowed thatthe meter would show the extra consumption.
