Tho fate of the Bouthwestern Rallway As- socintion, which ling existed In astate of In- antmato suspension slnca July, 1830, will soon be decldod, A moeting of the Associa- tlon has been ealied, and will be held t the roms of the Association In the Lakeskla Building, May 81, ‘The Iast mecting was held 1n July, 1880, nnd aince that time it hins beon found cither Impossible or impracticable to hold another meeting, And yet, strange as 1t may seem, alt the roads continued untll a few weeks ago Lo report all their business to tho Comtnissioner, and allowed thelr balanee to be ndjusted. ‘The rates have been toler- ably well maintained, and on the surface there wus no serions conflict or difference of opinfon nmong the varlous roads. Thoy wore nit convinced that some such assoclation was mecessarry in or- der to prevent the rates on Missour! River business from going to pleces. When the Assuciatlon was forued soma three or four years ago thore were threelines running direct to Missourl river pulnts and two from St. Louls, and the competition wus 5q strong between theso varlous roads that an nctual loss was lneurred on that business by tho ronds, 1t waus found necessary to puol the business ln order to provent the further con- tinuanee of wars and dififeultics. The Asso- clation or pool was therefore forinad, and up toabout n year or two ago proved guite satlsfactory and profitable to tho Mlssourl River ronds, ‘o entrance of Jay Uould into the Southwestern arena wits the lirst serlous suag which the. Association en- countered, Gould purchased and extended one Southwestern Ine after another, and thus compelied vther ronds to ulso extend their lines and territory. ‘s the original Hmits of the pool were obliterated, and com- plieatlons arose regurding the division of the business, ‘The original pooling arrangument only took in theterritory between Chicago and St. Louis and Missourl River polnis. But the amalumution of the Centrul Branch Unlon Preltie, the Denver & St. Joe, aud other lines west of the Missours River with Gould's Wabash und Missonrl Pacilie roads, and, later, the amalgumation of the Missourl, Kunsas & Toxas with the Missourl Pacitic, upset all the ealeulntlons that had been mado when the poul was formed. = Defors these wmalgamations and consulidations took place tho business from the fonus west of the Missouri wus equudly divided awoug the yvarious pool lines, but after Gould acquired most of mmu‘lm clulmed that the bLusinesy from those s did hotbelong to the pool, but had to higpwn lhnes vast of the J\llssuurl. The Burifugton, which nlso consollduted with tho Missour] River Roud Ih Nevraskn, thon took the sume position and clalmed all the business from that line to itself, Thus tho other rouds were placed atu disadvant- uge, und, of course, protested. Numberless elforts were made to arrange this nuatter sat- fsfuctority, but without uvall, Yet nungot tho roads would take the inlthitlve iy with- drawing from the pool, fearing thet such actlun would lead to serious consequences. Liven Gould scemed relunctant to tuke any steps that would tend to bresk up tha pool und disrupt the rates. The lust fow meet- ings of the Association were so stormy that it was thought vest not to hold any mors meetings untll the rearrangentents of ronds and Jines hind taken such shape thnt some in- tolligene actlon for o renrrangement o the pool on n different and more satisfuctory basls could by had, and Lhy menn- time report to the Commissioner the bustners, und allow him to onforee the rulos und «ruted 18 fur us peacticable. ‘Iols bua been dono until now, bul things have intely bueewine so mixed and cutunglod by.alo fursintion of stil more new lines uud extenslons and consolldu- tions of atkiers that furtbor action can no longer Lo stiavod oif, and sumetbing hus to bo done to provent a generul and disustrous wur on West- ern frelght uu-mgss. 1t 18 wonernliy concuded that # pool an the Missuurl River business alony will e of no further vulue, Nat only hnve the roads vust of the Missouri tnken in most of tho lines wost of the Missourl and oxtended in ail directions, but tho lines comprisiug tho lows pool butwoeen l.‘hlcl:lmu and Oniihy buyo been 80 ovxtended that hag become jinpussiblo 10 keep tha Iown und Southwostern pools distiuct, 'To roarrungo @ new pool that will huve tho ofloct of domy suy good asfar us the mininteunnco of rates i3 concerned, 1L 18 nuwum};y thut tot ouly ull the Hnes butween Chicngo, St. Louls, ang tho Mis- sourl iiver polnts be taken in, hut nlsd tho lines butwoen Chicuga, St Louls, und Counctl Blutls, nnd tho lines butween Missouri Rivor and Mis- alsalopl itiver pulnts uud the Hocky Mountaing would ulso huve to come n.
