Speciat Dispatch to The Chicago Tribune. WASHINGTON, day’s debate in the House upon the Funding, Dill has not resulted technically in the ad- vancement of the measure beyond tha par- liamentary stage: which it occupied before the recess. But the discussion has served to make it pretty clear that when the vote is taken the‘House will pass a Refunding bill fixing the rate at -3!g per cent It is less. ‘clear what term will. be ‘prescribed for the. bond. Indeed, if the “doctrines -.of --some of the statesmen of thé House ‘are true it Is a mat- ‘ter of no consequence whether the bonds shall be long or short, as they say the United ‘States can. carry any 3 per cent bond... The drift of the discussion, -was . evidently in op- position:to the Sts pertent rate. andtavored D. C., Jan. 8—Another . -thé'S per cent bill,: as“ originally reported by the Ways and.Means Committee. The dis- cussion was conducted in a disjointed, con- fused, and illogical manner, the House having “declined to proceed, first, to fix the rate; next -to determine * ‘ THE LENGTIC oF one: “BOND, * which of course {sin great measure’ de- -pendent on the rate. ‘So far as there was any -division between’ the seetions, the Eastern men generally were inclined to a higher, the Western men to a lower rate. There were, of course, notable exceptions, Fernando ‘Wood and Speaker Randall. demanding 3 per cent, while Newberry, Cannon, and Keifer thought a higher rate ‘necessary to float the ~ -| bonds, or at least believed that discretion should. be given to the Secretary of the Treasury. The greater portion of the day’s arguments were directed to the rate. The Eastern opponents of the3 per cent rate who seemed to be TUE IMMEDIATE REPRESENTATIVES OF TH BANK ‘INTERESTS, commenced their opposition to 8 per. cent: at the outset, under tne lead of Gov. Clafiin, of Massachusetts. They adopted very ingen- ious tactics. . The bill reported by the Com- mittee last session, which wason the calen- dar, provided for 33f per cent, It was not until this session that tne Ways and Means Committee concluded that it would be practi- cable to reduce the rate to 3 per cent, and "the Committee so voted, and instracted the Chairman when the: bill should be reached upon the calenjlar to move to amend {the Dill so as to'strike out tho 34 and insert 3% It. is usual. when Committees have changed .their mind to permit them to permit them.to make . any modifications in their bills which they desire when it is reached without any vote or ob- jection, it being held by common consent that — Committees have a right TO PERFECT THEIR OWN BILLS, and are not to be expected ‘to’ father ‘meas- ures which they do not approve. But tech- nically the rales require that even amend- ments of thatsort. must standon the same footing. as any other amendments, and cannot be made except by the approval of the House. -It was at this point that the op~ ponents of the 3 per. cent rate assailed the bill. They resisted the proposition of the Committee to. amend their owz-bill, and re- fused the unanimous consent: which was necessary. ‘Their theory evidently was that cjg |-4iwould be much easier. to prevent the 33¢ ‘rate from being inserted in the old bill than it would be to strike. it out if once inserted,. This position, itis true, gives them some par- liamentary advantage. % ‘THY CHIEF ARGUMENT . against the 3 ‘percent, rate was, that such a bond conld not be foated without @ contrac- ‘tion of National-bank ‘circulation, for no ons seriously. entertains. the belief that this House will. take. off even one-half of 1 per cent from the taxation on circulation. The most influential opposition to the 3 per cent ‘rate was by Frye, of Maine, who is himself a njember of the Ways and Means Committee, and early in the sessicn , voted for the 2 per cent amendment... He sait,, however, . thas daring’ the ‘Noliday recess he had consiilted with many, bankers, and. financiaJ men,,aud.’ was couviced that a 3 per dent short bond 2. .
