Spectal Dispatch to Ths Chicago Tribune, Wasninctox, D. ©, Aug. 21—Wade Hampton, by his denial of his Staunton speech, is involving himself in still greater perplexity, and will find additional reason tor despair. There isa Democratic weekly paper published at Staunton, as well as a Re~ publican paper. The publication-day of this Democratic weekly is one: or two days later than that of the Republican weekly, and now comes the Democratic weekly of, the Staun- ton Vindicator with a version of Hampton’s speech very similar to that published by the Republican Valley Virginian, the Democratic paper omitting none of those passages which have excited so much comment in the North, and which Hampton and the Democratic leaders for him. have sought to disavow. Moreover, the Vulley Virginian itself comes out and says that the senior editor of the paper himself made the report of Hampton’s speech, and he offers to-prove its correctness by affidavits from scores of prominent Democrats who heard it, Itis said that there are 40,000 negro voters and 15,000 white voters in Virginia who have not paid their. capitation tax for 1879, and who will consequently be disfranchised this full unless the tax is paid. The amount of the tax in each case is about $1.10. THE SPEECH. The Valley Virginian, Aug. 19. On_the 26th of July the Democrats held a grand rally in Staunton. Speakers were in- vited from abroad, and the most prominent who responded were Gov. Wade Hampton’ of South Carolina, and Goy. Vance, of North Carolina. Both addressed an audience esti- mated at from 1,500 to 2,000 persons, and both speeches were reported in the Virginian. The reports were published far and wide, Gov. Hampton’s speech particularly being re- produced in numbers of Northern and West- ern exchanges. Since that time we have re- ceived scores of letters from persons livingin. twenty-odd different States, asking for the { issue containing thespeech and some of them. | ordering as high asa thousand copies. To : meet this demand, for our regular ition has long since been exhaused, and to serve an- other purpose, which will be apparent here- ; after, we republish our report of Gen. Hamp- ton’s speech, as follows: Geo; Hampton is a man of fine physique ang splendid appearance, and, as he stepped forward to the stage, round after round of applause ! greeted him. He is nota very attractive speaker, though bis earnestness is impressive and claims ‘There was nothing of the statesman, in his speech, no presentation of the issues of rt an ap- peal for harmony in the ranks of the Democratic party in Virginia, and an incoherent arraign- ment of Republicans. After ulluding to the fact that his ancestry were Virginiuns, and bud fought side by side | with the sons of the old State, and to his own servic2s during the Igte War, be sald, so it is that [a.q bound to you by bonds which death alone can sever. So it is that I, like so many veterans of the Confederacy, am jealous of the honor and proud of the glorious heritage be- jucathed to her by her Loe and her Stonewall Jackson. Do not understand that I come here todictate a policy to you, rather am { here to consult with you as a Democrat, a8 a man, and as u Southern soldier; as one who looks buck to tho time when he shared with you privations. and suffering and defeat in the army of North- ern Virginia. Tam here to voice the carnest hope that Ifeel, to utter the ferve... prayer of my beurt, thas Virginia, tho mouuer of States, will not. prove recreant to all her high traditions. We have alway's looked to her to lead, and we know that sbe has the right todo so, We kuow her his- tory, and wo know that, insceking the path of duty, she hasever found the way to. glory. I adjure you by your traditions, by all that, you hold sacred, to lead aguin Virginia 2s you have done heretofore, not always to victory, but al- ways to honor. ‘What is Virginia’s duty now? You hardly real~ ize, wy friends, how much depends on the action of your State. With a uni South casting 138 Electoral vores. we need oaly New York and In- diana, and I believe we shall have them. Will Virginia, when we have success within our very grasp, sacrifice the Democratic party; will she sacrifice the South; will she sucritice the Na~ tional Governinent by aiding, indirectly though it be, to elect a Republican President? I wilt not believe it. I stood four years by the side of Virginians, and I know the stuff of which they are made. ‘in the four years I nover saw then falter. At this crisis I cannot, 1 will not think that you will prove false to your traditious— that you can prove recreant to the éxalted teach~ ings, the ennobling inspirations of your glorious past. Put by everything that can distract your attention from our one great object. i only to that; fight for it.and win the fight. I have nothing to say to you about your local differences, we have them in our own State, but we have resolutely put them bebind us.
