Keeping the River Dredged by Assess- ments on Wharf Property. ‘The following are points of interest connected with the 1879 report of the Commissioner of Public Works which have not yet been made public: THE WATER-WORKS. ‘At the Pumping-Works on the North Side the total quantity of water pumped during 1879 was 11,153,102,981 gallons, being a dally average of 30,500,000 gallons. At the West Side Pumping- Works the total quantity pumped was 9,04,558,- 00) gallons, being a daily average of nearly 25,750,000 gallons. The coal used. at the North works during the year amounted to 19,983,140 pounds; at the West Pump- ing-Works to 1%132051 pounds; tho ex- pense of running the former amounted to $75.239; that of the latter to $59,715. ‘The cost of punpios water at the North Pumping-Works wis been reduced from $1131 per milion gal- Jons in 1871 to $5.65 in 1879. ‘The whole amount collected by the Water De- partment during 1879 was $922,011. in collectts whieh a new system was inaugurated whi seems to have some merit. ‘A matter to which the Public-Works Commis- sioner gives particular attention in his report is STREET PAVING. Upon this point he sai The question 1s to the best and most desira- ble mode of puving streets is recognized to be of so much importence that it is attracting not ouly considerable attention in Chicago, put also dn most of the other large cities of the Union. The cheap and short-lived wooden pavements of the city are u species of shoddy that should not be enooura; Cheap only inthe first pay- ment, in thelong run theyare the dearest and most unsatisfactory pavement the city has ever used. The business centre of a city like Chica- go, where the use and the wenr of the streets ure so excessive, should certainly be paved with solid and durable material. I think the best quality of stone blocks that are obtainable at a reasonable expense, skillfully laid upon a thor- oughly-prepared and compacted road-bed, pav- iug the gutters with select copble-stones of sinall and uniform size, would make the best and cleanest streets for our business centre, and certainly the most durable. The paving must be general, however, or it will be impossible to Keep wWem clean in muddy weather with any kind of pavement. The expense of doing this, lam satistied, would be cheerfully borne by the owners of lots abutting on suid ‘streets, provided the laws be so changed as to release them, after doing this, trom all future expense for repairs or improvements of said streets. ‘he great sauxiety lately shown by property-owners to have the Streets in which they were interested selected as park boulevands, and their willingness to pay for ueuperior and costly pavement, provided they were reieased trom ull expense_ on this uc~ count in future, pas demonstrated what tho feelings of a large mufority of the lot-owners are in this regard. As tho district 1 have named is the business centre of the city, used in com- mon by the residents of all parts of the city. it ds especially reasonable and just that after said subsinntial improvements shall have been made ‘on said streets, and paid for by the owners of lots abutting thereon, all future improvements ‘and repairs of same should be paid for out of the General Fund of the city. The streets in each division of the city over which the princi- pal driving is done, and which are as arteries tbrough which the great daily current of travel passes toand from the heart of the city, are next in importance to be selected for the laying of smovuth und durable pavements. CONSTRUCTED AS FOL- LOWS: “Prepare the road-bed 5o.as to be éven and compact throughout with a fifteen-ton steam- roller; let the lirst covering be rubble-stoue, carefully placed by hand, broadest surface dewn; cover this with twelve inches of macad- am, six inches at atime, thoroughly rolied to bond itwell; then top it with four inches of crushed granit trap rock, or some other equally. bard stone, accessible and not too expeusive, that will not disintegrate through the action of the weather nor pulverize into dust under the piessure and weur of vebicles upon it; roll this down thoroughly so as to compact and bond it well, nud it will give not only #« dur- able, but pleasa st strect to drive over. ‘The ex- pense will probably not be exceeding 5) per ceut more than our best wooden-block pave- ments, while there is scarcely uny limit to the durability of such a street with proper and timely repairs. If such repairs are looked after tuithfully and attended to promptly. filling in with the hard stone topping wherever a street commences to wear into holes, the an- nual expense of doing this will not exccea 5 per cent of the original cost, which expense can be sily met and should be by a light tax upon vehicles, discriminating largely in favor of ‘brid tires for all manner of wheeled convey- anees which oy. heavy loads. It will be read- dly seen that it & very important to keep such a Pavement intact, and not aliow it to be opened up or broken into. There f& an ordinunce now that requires sewers, water-pipes, and gas-pipes, ‘logether with the several service counec- tious for each lot, all to be put in before astrectis paved; but experience has proved that, even with this precaution, there will come afterwards frequent and urgent necessities for openmg a paved street. With the block-stone pavement it can easily be dono and replaced, but With the macadam such opening should be avoided. Wherever it is practicable the Sewers, water-pipes, gas-pipes, ete, should ve carried through the alleys of tho city instead of under the paved streets. I think the difticulty may be further met and ov ne in this way. Most of our streets are thirty-eight feet from curb to curb; Ict the mucadam road- way be twenty feet wide only, leaving nine feet on each side next the curb, and pave the two sides with Medina stone, or something equal to it. This will allow tho opening of this part of the street, at any timc, to put in pipes, etc., and paving can be replaced, making it as. good as ever, if carefully done; and if it be necessary to cross the street, then let it be done only by tunneling under the macadam so as not to disturb it. One of the greatest draw- backs to the durability and preserva- don of our strects is the continual - interference with them, for the purpose of lay- ing pipes of the various kinds for water, mis, sewerage connections, etc., and for setting teic- ph and telephone poles, derrick posts, and the ike. As soonasa strectis newly paved, this ‘vandal work of pulling it to pieces commences, and through the careless ane imperfect manuer in which the replacing is done, the uniformity of the original work is broken up,—the wear is un- equal, and thus the paving, especially if of wood, isspeedily destroyed; to have the replacing as ‘well done as possible and with uniform care, it should be done in all cases by the city, and every ‘one who desires toopen a paved street should De required by ordinance to deposit a sum suf- ficient tocover the expense of replacing it in the best possible manner before a permitto ‘open or displace it is granted him.” ‘The city's duty iu regard to ‘THE PRESERVATION OF THE RIVER CHANNEL ig alluded to as follows: “The question of keeping the river and its branches in compicte nuviguble order, so as to provide the most ample facilities to vesscls of all sizes coming to our harbor, is worthy of earn- est consideration and action. The custom for miny years with the City Government bas been to walt until the complaints of low water and the dully grounding of vessels were so great, thit a temponury relicf bad to be granted, and then to credge a single channel in the river, where most needed, and pay for it outof the weneral fund. As this meagre channel quickly jilled up again from each side, the ‘remedy bas not only been dilatory to a very unsatisfactory degree, but ineffectual. The river should be dredged to the full depth needed from sbore to shore; if this was done whenever dredged, once in five years would be amply suflicient, and the expense, if properly distributed; would comparatively light; while the ben- elit to. the city, and especially to whart- owners, and tw all establishments requiring wharts, receiving and dispatching heavy cargoes on the river, would be very grent, continuously so, Such a system reaching the whole evil, and providing a thoruugh and permanent remedy, is ‘one of the great needs of our city. In the city charter full power is given to the Common Council. to widen and deepen the Chicagp River and to make local assessments therefor. Such Jocal assessments are being constantly made upon the owners of lots abutting on streets, which nced improvement as thoroughfares; the ‘owners of lots abutting on the river should be assessed in like manner, to assist in keeping it navigable. The principle which governs is pre- cisely the same, except thatthe necessity for the improvement, and the benefit derived from. ty r to the owner of wharf lot than to the owner of a lot on an ordinary street: for if the river be not navigable, ‘the wharf-lot is comparatively valucless, while the owner of a stivet lot is not near so dependent upon the improvement of the strect in front of his lot, because it is available and protitable to a very considerable extent without such improvement. In view of the facts thus brietly set forth, I re- gpectfully suggest that it would be in accord- nce with law and equity, 2s conforming to the principle of other assessments in the city, to re~ quire by ordinance that an assessment shail be fhade for the thorough dredging of the Chicago river and its branches from shore to. shore; placing one-third of the expense thereof on the wbutting lots on one side of the river, and one- [3 third on the abutting lots on the other side of the river. and let the remaining third of said expense be paid out of the General Fund of the city. Such an arrangement, in my opinion, would be just, equitable. and effectual, and would prove a great benefit to the city.” Attention {fs called to the growing evil caused by the multiplication of telegraph andtelephone poles throughout the city. The paved streets are constontiy being injured by their insertion, and the unsightly network of wires isa great drawback in time of fire, asit binders the firemen froui placing ladders against the tall buildings. The suggestion is made that in the neur future the cit} will be compelied toorder all these poles removed and the lines to be laid under ground. A STATISTICAL RESUME of the extent of Chicago's public works shows that the city covers an urea of nearly thirty-six square miles, or 2,0 acres, of which 1,780 are in the public parks; 385 in the river, its branches, the slips, and the Illinois & Micbigan Canal. The strects of the elty measure 65) miles, are known by 907 names, and cover 5, acres. About i miles of the streets are paved, principally with wooden blocks. Tuere ure 716 miles of side- walks, 324 miles of public sewers, and 443 miles of water-pipes (innins). There are bout twen ty-nine miles of river frontage and twelve miles x, basins, making forty-one miles of of slipsand basins, making ualies of railroads are cro: cighteen viaducts, which cost from $5,000 to $150,000 cach. ‘A recapitulation of the various park drives and the boulevards connecting them shows that when completed Chicago will have a total of 513 miles of pleasure drives. ‘he average of regular employés in the De- partment of Public Works is over 1,009 men. The recommendation is made thata considerable portion of these should be SELECT TRAINED AND RELIABLE OFFICIALS to protect the interest of the city dguinst mis- takes, illegal ucts, inferior work, confusion of accounts, and imposition. Experienced en- gineers, competent bookkecpers and clerks, and skilled mechanies, which it is dificult to secure where a change is Hable to occur in the Depurt- ment every two years, are greatly needed. If the employés were selected with a view’ only to securing the competent and honest, as much could be accomplished for the solid improvement of the city with $1,000,000 ns otherwise could be done with $2,000.00. while the improvement to public morals enused by the chunge would be of more enduring benefit to the people than even the money saved. It willbe the part of wisdom for anybody who has not done so to call at the Col- lector’s oilice in the Government Building and settle up. CONGRESSMAN ALDRICH called upon the Col- Jeetor of Customs yesterday, and there was a season of mutuul congratulation over the pas- sage of the L.-T. bill and the uppropriation for the improvement of the outerharbor. The Con- gressman also met a number of importers dur- ing the day and recetved their bearty thanks for his endeavors to put through the bill which Iny sonear their hearts, to sty nothing of certain assurances of hearty support in case he should be called upon to run again.
