If Con- gress should then choose to adjourn without mak- ing any appropriation for this purpose ‘the Pres- ident would consider that his duty had ended, and in that event be would not issue a call for another extra session. Some of the leading House Democrats, to whom this statement of the President was made, say that the programme of the Democrats will be to remain bere in the event of an extra scssion, and then to immediately adjourn with- out any action, and to finally adjourn the same day if possible. C., June 28—There was another contest in the Senate over the Vest sil- yer resolution, which resulted only in postpon- ing the subject until another morning hour, and: the Indications are that nothing will be accom- plished at this session. Morrill, of Vermont, one of the most radical of the single-standard men, talked against time to consume the morn- ing hour so that no action could be taken. It will be remembered that, during the passage of the Army Appropriation bill, the Democrats de- clined to correct two verbal mistakes which made nonsense of two important Sppropr ate clauses. APPROPRIATIONS FOR MARSHALS. The House und Sevate were compelled to-day to pass a bill correcting these errors. The Ju- dicial bill No. 2, appropriating money for Mar- shals, passed the Senate late in the afternoon by astrictly party vote. Mr. Conkling: made his expected attack upon the bill, which was, of course, without effect. Mr. Windom maintained. that, while it does not repeal any statute, it renders void a certain proviso of the lay in op- eration and is stark nullification. Geo. ‘Logan took similar ground, and cbaracterized the Democratic position in nullifying” unrepealed laws as indefensible and revolutionary. Eighteen Demo- cratic Senators signed a paper urging Bayard to withdraw his resignation. Sixteen other Demo- cratic ‘Senators to sign it, ozmely: Beck, Cockrell, Coke, Garland, Grover, Here- ford, Houston, Jonas, Maxey, Morgan, Pendle- ton, Slater, Vest, Voorhees, Walker, and Will- jams.
