C., Dec. 14.—The resolution of Senator Beck, of Kentucky, directing the Secretary of the Treasury to inform the Senate what amount of silver coin has been received in payment of castoms since the beginoing of the current fiscal year, and whether he bas appliedt- any of thesilver coln so received to the payment of interest on the bouds or notes of the United States, and if not what has become of it, has & very deep purpose. 1t is a part of the macbinery which those who believe Secretary Sherman has not [faithfully executed the Siiver law are putting in operation to discover the facts The following is sald to be the outline of Beck’s plan: Since the passage of the Silver law it has been the interest of importers to pay customs in silver. The law, Sec. 3,694 Re- vised Statutes, requires that all coin recelved for duties shall be set part as a special fund, and apolied to the payment of interest on bonds and united_States notes, or be paid juto the Treasury. It is charged that fn order tode- grade cilver, and_virtually to demooetize it, Sccretary Sherman exchanged the silver receipts at the Custom-House: for zold in the Sub-Treas- ury, and pald the bondholders with the superior coin, without regard to the law cited, which re< quires the setting apart of the mouey paid fur daties as a special fund. 4 THE INDICTED. . John F, Farasworth, of Chicago, formerly Congressman, has been retained by Clarkson Potter as attor- ney to defend his brother, ex-Supervising-Archi- tect Potter, in the- Custom-House indictment matter. Clarkson Potter, who has had the :navazement of his brother's case, thought that. the latter should be represented by s Demo- cratic attorney, ingsmuch s _the other fndicted' Jersons so far as is known here have secured’ Republican attorneys. As Clarkson Potter puts it, it is better to have some Democracy in the defense. It is a misde- meanor for a Cabinet officer to spend any money or to pledge the faith of the Government for cny money in the absence of appropriation. Accordingly Judge Key notitied the House that he should withdraw the postal cars unless an appropriation was forthcoming. The Democrats did not dare to interrupt the business of the country by refusing the sppropriation, and this’ morning decided to favorably report the aporo- printion. C., Dec. 14. of the bill to rezulate Inter-State commerce say that, while it appears to be a sort of Granger bitl, and is generally supposed to bein the ju- terest of producers, it really is favored by 3 railroads, and will ingre to their benefit, while if it should be enacted into luw it would greatly injure, if not entirely rufn, the producers. The bili does not prescribe rates of freight. It only declares they shati be uniform, and tbat there shall be no discrimination against smaller places \which arc not terminal. This, it is claimed, will ensble the rallroads to fix their own rates bowever extravagaot, and to maintain them, provided that the extortionate charge i3 uni- form.
