C., Nov: 30.—The fizht over the transfer of the Indian Bureau to the War Department has berun in carnest, and promiscs to be one of the liveliest of the session. The Congressional Committee will give both sides a chance, nud the Interior Department and the War Department will have an cqual opportuni- ty. The music is espected to begin when the ormy oflicers sit by and listen to the testimony of Sceretary Schurz and Commissfoner Hayt. Gens. Sherman, Sheridan, Terry, and Crook have already been summoned, and they will not be slow to tell what they think of Fayt. The taking of testimooy will begin on Monday. SCHURZ TO SOERIDAN. Secretary Schurz has replied to the last letter of Gen. Sheridan. The reply is in the nature of an additional challenge. Hear this. Secretary ' Schurz concludes: While protesting 2gainst unjust criticism a3 to perzons, T desire to be distinctly understood that in the conduct of Indian aflairs T do not repel but invite inspection and obsersation on’the part of military oficers. 1 have always done so since I entercd upon my present datics. It serves my parpose by giving me information which enables me to imorove the mervice. But I want fair play. You will therefore, - oblize me by callnz onco. more upom Gen. Sheridan for detailed apecifications of the sweep- foy charges made in bis annual report that at all the Agencies in the Military Division of the is- souri, except the Red Clond and Spotted Tail Sioux ‘Agencies, the appropriations made by Cougress for the support of the Indians. which, in Gen. Sheri- dan’s opiuton, were sufiicient. had been, duriog the * past year, cither not applied at sllorpartly diverted : from their purpose. If Gen. Sheridan has any such specific knowledge, it Is very much to be re- gretted tnat he ¢id not prodnce it Lefore, 80 that The information could have peen.acted mpon. I make tais demand in good faith, and in the interest of the service, in order that abuses which have not - vet been corrected may be corrected promptly. - T hope Gen. Sheridan will make his reselations with- ot - delay. which .he . must.be able to do, for it." raust not Je sssumed that he is under the necessl— ty. after having pronounced the verdict first, to Tuok for the evidence afterwards. Very respect= fally, ¥ C. Scuunz, Secretary. The letter is addressed to George W. McCrary, Secretary of War. TIE PROVOCATION. - Secretary Schurz says this correspondence erew out of the followine facts: Aug. 27, 1878, F. B. Hunt, Indian Agent, informed Maj.-Gen. - Pope that on Dec. 1 the Kiowa and Comanche Agzency would be consolidated with the Wichiia ‘Azency, and requested that a company of cav- alry be stationed at the latter Agency to keep the more turbulent Indians in place, adding * that to such an arrangement the oflicers sta- tioned there can make the- inspections of beef . and flour, thereby avoiding the weekly ride from Fort. Sill to the Wichita Agency.~ Gen. Pope forwarded this request to Lieat.-Gen. Sheridan, with his disapproval, and Lieat.-Gen. * Sheridan made the tollowing indorsement : = tulty indorsc.the views of Gen. Pope,‘and am well satwfed, after an experience of more than twenty years, that the principal objection to the troops at the Indfan Agencles and the removal of Incian Agencies away from military posts has for its main motive a desire to cheat and aefrand the Indians by avolding the presence of ofiicers who woula natarally ece and report it. Against these indorsements SECRETARY SCHURZ OBIECTED, and now Lieut.-Gen. Sneridan and Gen. Sker- 1nan declare that froia personal knowledee the Tort Sill site is excellent; that the cousolida- tion would cost $100,u00; and that the President und Secretary of the Interfor must- have been Jeceived by an Indian Agent. Secretary Schurz says: Without takinz notice of that personal point, tha present Indlan Agent at the consolidated Kiows, Comanche, and Wichita Azency had nothinz to do with the consolidation. e was apoointed after it had been determined upon. That mensure \was or- dered, not as Gen. Sherman and Licat. -Gen. Shec- 1don seemed disposed 1o think, at the request of an Indian Ageat, for that i notthe way business 1 donc in this Department. In fact, ithad hezen un- | der considcration for years. Ociuber, 1872, Capt. Iiency Alvord, Commissioner to the Kiowa and other tribes, urged the change on variods gronnds, amonz others because no Indians “of tne reservation were_located within a day's march atthe Agency. No other Agency, he said. nad ‘een 80 misplsced. In the xanle year Superintend- ent Hoag had_expresscd himself in % similar man- + ner, Fating that no Iadian Agency should be per- Jnitted at or near a forc. and that the demoralizing inflnence_uhon the Indians itsclf is suficient for © their eeparation. Tn 1578 Tauric Tatum, who had been one of the first and worthicst Azents under the peace polics, said that **from four years’ experience it ia decid- edly injurions to an effective working of the Agency to have it nearfFort SHL" The proximity to’ the camp, thought very injurions to- the In- dians, aod counteracted the good the Aventls likely to exert. He said the ollicers, while not gmilty of irregularities themselves, could not con- * trol their soldiers.
