Secretary Sherman Deprecates the Recent Action of the New York Banks. And Thinks They Had Better Abandon Their Proposed Demonetiza- tion Scheme. The President Again Declares His Intention to Protect the Southern Blacks, - Congressmen Arriving at the Capital in Large Num- bers Daily. Inflationists of Last Winter Great- ly Moderating Their Tone. Greenbacks Now Being Used for the Purchase of Gold Bullion, THY SILVER DOLLAR. SECRETARY SHERMAN AND THE NOW YORK RANKS. Snectal Dispatch to The Tridune. ‘WasmINGTON, D. C., Nov. 16.—Secretary Sher- man says the ‘Lreasury Department is not at all respovsible for the action just taken by tho New Yorkand Boston banks concerning the standard stiver dollar. The propositions sug- cested to the New York Clearing-Honse Asso~ ciation by the Secretary of the Treasury retated only to the mode of exchanwing checks and Treasury drafts, together with a request that the banks should accept greenbacks in payment for Treasury drafts after the Ist of January. The banks have decided that after the st of January they will wnot receive sllver dollars except as special deposits, and expect that their action wiil be followed by a suflicient number of similar institutions to drive the silver dollar out of cir- culation. This demonetization by the banks of a lezal-tender of the United States finds no favor with the Treasury Deparcment. Secrc- tary Sherman says they have at least been premature fn taking such action. They scem to have made no ailowance whatever for any action the President, or Secretary of the Treasury, or Congress may take; whereas, before taking the matter into their own bands, and saying that a legal-tender shall not be legal- tender, because if the amomnt of sil- ver coined each month be not sufficicntly limited it might in tiwecbecome of vatue only 2s 50 much bullion, they sbould have considered that steps may be taken by the Governmen: to avert such au evil. Secretary Sherman jntimates very distinetly that be and the President will recommend legisiation either to limit the monthly silver-dollar coinage to an amount whichwould leave no daner ot its depreciating, orthat its weleht be increased.isufliciently to Leep it at.par value. He is very sanzuine that the clear exposition of the advisability of some such action will inauce Con- pgress to enact measures 1o obyiale the danger of the virtual demonctization of thesilver dollar, and, although there is evi- dently a backiardness throughous the whole country in_taking silver, and the law remon- etizing it has beéen completely successful i practical operation, he still belicves it will be of material aid iu making the resumption of specie payments possible and permaneat, and the banks, in deciding to igmore silver dollars on and after the day fixed for resumpsfon, thoueh using silver meanwhile to pay customs duties, not oniy put themselves at war with the silver element of the country, but in conllict with the ‘Treasury Department. EXPLAINS. PRESIDENT TLAYES' POLICY TOWARD THE SOUTH. NEw YORK, Nov. 16.—A corresoonaent, tele- graphing from Washington, says President Hayes when appealed to for an zuthorized an- nouncewent regarding his positiop toward the South, and his intentions with reference to the violation of Iaw at the recent efection, went to his desk and, taking a pampllet copy of his last message to Congress, turned to the fourth page aud said: *My position has not chauged toward the South. 1t is the same now as when I wrote my letter of acceptance, my inaugural address, and my message to Congress a year ago. In my_message 1 sald”—— and the President read as foilows: *‘It shoutd be our fixed and unalterable determination to protect by all available and proper weans under the Constitution and laws the Jately emaucipated in the enjoyment of their rizhts avd privi- lL es. Whatever authority rests with we to thls end 1 shall not hesitate to put forth.” The President read the last sentence with em- phasis. THE TREBASURY. GREENBACKS FOR BULLION. Speciat Dispatch to The Tritune. Wasnmaroy, D. C., Nov. 16.—The Treasury Department bas commenced its purchase of bullion with greenbaciis at Denver. During this week a quautity bas beeun purchased, and it is expected that the bullion transactions of the Government will extend throughout the Terri- tory. The bullion purchased is shipped East through the mails. The Government deals directly with the mfuers. The Department ex- pects to buy at least $20.000 a week for some time, and to extend its purchase to all the gold of the Black Iills country. The Treasury De- partment will pay the miners the fall vaiue of their gold, charging only the cost of assaying and-scuding it to Philadelphia to be coined, at the transportation rate of 55 cents per $1,000, or as toird-class mail-matter. ‘The Treasury will pay for whatever silver may be found with the gold when the value is over 50 cents in the amount offered for sale. Prrrssuro, Pa., Nov. 16.—Considerable ex- citement wasoccasioned at Little Washington, a few miles below this city, to-day, on thi receipt of a telegram from New York makinz inquirics of Dr. Le Moyue as to whether the body of Charies B. Smith, formerly of Baitimore, but later of Asbury Park, N. J., was to be cremat- ed by bim. Subsequently the Doctor was called on by a ladyand gentleman who represeuted themselves as relutives of the deceased;and who made special inquiries as to when the cere- mony would come off. The conduct of these persons confirmed the Doctor in the belfet that Smith had died suddenly. and that his friceds had shipped the body to Little Wasbiuzton for cremation without giving notice. Dr. Le Mogne accordingly began making preparations far the event., but before e had proceeded far he was notified by a telegram of the true state of the case. ltappears that this wan, in orcer to create the fmpression that he was dead, sent the. following commuaication to a New York paper: Aspeny Pank, Nov. 12.—Charles IS, Smith, wealthy young Lammorenn. arrived here yesteniay moming and to-day of hemorrhage of thu langs. The budy, by direction of the de- ceased, will be forwarded toDr. Le \lu,nouur- nace in Washington, Pa., for cremation.” . An investigation of the case by a report tcr who was sent to Asbury Park, resulted fa the discovery. that the handwriting of the cotmu- nication, which was siencd A. S. P rine, M. D., was that of Smith hiu- setf. ~ While at Asbury Pask, - Smah bad passed under the name. of Bennet:, aud under this name had been very attentive to u Miss Emma C. Avers. The sensationat report . that he had died and left a larze sum of monev to Miss Ayers was circalated; but, pes contra, -the facts proved that he had réristered at the botel .where he.stopped under an assumed name, and had wone off without paying his bill. Why he started the cremation story, and whers he ig now, are mysteries which, perhaps, umu will solve. The disanpointment experienced Ly the good people of l(xtle Washington, facluii- ing the veneradle Dr. Le Moyue hlmul!. is very great.
