The belief that Prince Bismarck has contrived a form of invitation removing all objections nod soothing all susceptibilitics seemed to be cot roborated by news from Vienna that the p: lamentary business of the Austro-Huoga Government was being pushed forward in order to set Count Andrassy ai liberty to attend the Congress, and in the suggestion that the Powers shouid —meet to consider how, in consequence of the facts which occasioned the Treaty of Sun Stefano, the treatfes of 1856 and 1871 should be mudi- fied had, it was boped, been found—a recogni- tion at ouce of the subsisting authority of the treaties for which Euglaud coutended, ava the claim of Russia that her achievements in the late war should be respected. But, as the Times states, however hopeful such suggestions may appear, eversthing depenas ON TILE SPECIFIC FORM in which they arc preseoted, and it scems this has not borne the test ol strict consideration. 1t is possible that, us the Times Berlin corre- spondent states, Russia attaches sdme reserve to hier copsent to discuss all the clauses of the treaty of Sau Stefano, and that she cannot be brought to recognize distinctly the claim of the great Powers to a voice in ull the new arrange- ments which affect the Eastern question. ‘The situation in and around Constantinople attracts much.attention. A Vienoa dispatch sars the mnisterial crisis 13 viewed with mis- givings us capable of introducing a disturbing | clement into the ncgotiations. Whatever may be the course of the erisis, and whatever may bave so suddenly determinad its final issue, the removal of Abmed Vefik Effendi is suflicient to 1indicate the churacter of the change. It would pevertheless perhaps be premature to say that Russian in- fluence has now become paramount in the Cab- inet. It rather looks as if the object of the change had been to CHECK THE TWO EXTREME TENDENCIES, and at the sawe time the friction thercoy caused between them in the Cabinet. The decision of the struggle between England and Russia for influence in Constantinople has thus apparently becn postponed. The relative position of the two can scarcely be said to rematn unaltered, sinco with Ahmed Vefik Etfendi as Premier Evgland had the key of the fofluence in the Cabioet, ana were thus as it were in possession. Now, how- ,ever, this secarity is in a ¢reat measure one, while there there 1s some danger that 1f in their endeavor to prevent a collision the new Minis- try shonla make some concessions to Russia, the British Embassy may be the last to know thercof. A far wider field is thus opened to suspicion and misunderstandings, and conse- quently to accidents. A Pera correspondent, writing on the military situation at the Turkish Capital, says although many things warraut tic supposition that the Turks would fight to keep the Russians out of Constantinople, they have not distinctly made up thefr minds to do £o, but, admitting the theoretical intention an the part of the Turks to resist Russfau occupation, it does not appear that the 90,000 Ottoman soldiers around the Capital are an iusuperable barrier to surprise. The Russians know very well that if they wait to make a coup de main until war is declared, the chances azatnst them WILL BE NUCH NEAVIER than if they wmake it beforeband. They have cverytbing at their command, force, money, diplomacy, aod iotrigues. It docs not require a very lively imagination to conceive how, when Russia has made up her mind that it is neces- sary tocome into Constantimople, she wilisecure her prize. The restlessness in the Russian camp is io- creasing every dav. The temper of the wholo camp is one of almost irrepressible fretfulncss. Avytbing is better than to sit still rotting in filth, dreaming, vainly of home, and watching death sowiog and reaping, and, according to re- ports which I believe to be true, the peaceful spirit bas fled from the camp, and the idea of waris agan welcome. With this spiritabroad, and as far as I can learn 1t is ot contined to the less reflective or irresponsible ranksof the army, it must not be overlovked that the tenptations 10 a coup de main are very ereat.
