ENGLISR AND RUSSIAN TORPEDO VESSELS. Loxpon, March 23.—The order for the new torpedo vessels for the navy bas been distribut~ ed among various ship-builders, princivally those on the Thames. Two firms have under- taken a contract for 8,000 torpedo sinkers, aver- age weight 1,100 pounds. They are being stowed away in various parts of the Royal Ar- senal at Woolwich, convenient for shipment to stations at home and abroad. The Kussians are having 100 torpedo boats built on the model of one purchased in England, but no part of the order has come to this country, as tae. in- ternational complications might hinder its ful- fillment. MOBE ARMAMENTS. Loxpox, March 23.—The Government has purchased from Sir Willaa Armstrong four 100-ton guus, ut a cost of $30,000 each, and is nepotiatin for 8 number of smaller weapous, identical with those already in the service. Kailwsy materals, to be laid on a par- allel liue with the Bosphorus, have been pur clissed. ENGLAND. THE TIMES ON THE NEW BOLGARIAX BOUNDARY. LospoN, March 23.—The ZTimes, in an editorial, says: *‘The treaty vurposes tbe creation of a new State in the Balkan Peninsula swhich woula dwarf all others, and which, sap- ported by exterpal influence, would inevitably strangle all other intercsts. ‘fhe new Bulgaria would extend considerably beyond the limits within which the Sclav population s pre- ponderant. Whereverthe presumed timits ofsuch preponderance were not coincident with agood geographical boundary, the boundary has been pushed forward to the injury of the other popu- lations and States. The general resolt is, that the new Principality would occupy the whole central mass of the peninsula, forming 3 Stats in comparison with which Servia and Moute- negro would be insignificant, and reduclag the remaining possessions of Turkey to absurdity. Europe cannot avoid very graye doubts whether sucts an arrangement would be cither just or exempt from danger of great future disturb- anees. THE ANGLO-RUSSTAN DIFFERENCE.
