The Sultan has taken the only course consistent swith acalm review of what the war has already done, and what it must do if it should Lsst much longer. Tt proposed terms which would no doubt HAVE BEEN INADMISSABLE even before the war, and which would not bear discussion after the terrible battles of the last six mouths, but the Porte did not intend the circalar to be taken at its word. Now that all the Powers have courteouely, but firmly, de- clivea to approach Russia with the impossivle conditions, the Sultan has wiselv asked this country to use Its good oflices to bring sbout negotiations for peace. It is important that the Government should conduct the negotiations in u spirit absolutely free from partisanship. We are not parties to the present contest. As mediators our essential dutyis toconvey a message from one Power with whichwe have no quarrel to another Power with whick we have mo quarrel. We have doubtless great interests at stake, political os well as commercial, and they will be urzed at the proper moment. But, meanwhile, it is our duty to actas s friendly intermediary, and not a8 rulers of the lndian Empire. To take a side with oneof the two Powers which we must bring into contact, would simply be to make our mission useless and destroy the prospect of peace. Our Government will have 10 ascertain whether Russia s willing to open negotiations, and WHAT ARE HER CONDITIONS OF PEACE, Tt will then have to offer Turkey such advice as may seem proper. and to present her answer. It may bave to reason in earnest spirit with bott belligerents in order to sccure a common ground. It may be abliged to urge the Porte, on the one hand, to be wise in time. and Russfa, on the other, not to demand such terms as wonld goad the Turks to desperate courses, and thus multiply the perils of Europe. Whilea mediator may scem to act as advocate now of one Power and now of another, the arguments must be dictated purely by a spirit of coneilia- tion. No doubt the Government would have to con- sider the Interests of England, put the pre- sentation of them would come in good time, The streets and tiouses look like those in ail other Turkish towns,—the former bems crooked, marrow, and wretchedly paved, while the latter are dingy, tile-covered, and comtort- less in their general appearance.
