Both Parties Marshaling ‘Their Forees for Tues- day’s Battle. A Serious Condition of Affairs on the Maxican Frontiers. It Ts Thought the Governorof Texas Tt Spoiling for a Fight. THE SENATE CONTEST. 4 FACTS AND SPECULATION. Suecial Dispateh to The Chicuayo Tribine. WASHINGTON, D. C., Nov. 24.—There is much speculation and anxiety about the politiczl situation here. Al eyes are still upon Seuator Conover, of Florida. It is understood “that Sharon will not leave his morey gods long enough to comeghere to save the supremacy of his party. Asall the otierabseutees sre paired, the ouly person, therefore, whose voie can give the Republicans a majority is Conover. Toe first issue will undoubtedly be made on the question of precedence between the report in the Kellogz case and the vote to scat Ham- burg Butler, for there is no longer any doubt that Conover and Patterson will vote With The apprebension is that Conover will go the Democrats so far on,the questiou of preced- ence as to vote to CONSIDER BUTLER LEFORE KELLOGG. It may be, also, that he will go so far asto vote to ceat Eustis before Kelioga. Inthat event, Kellogg could scarcely be seated. ‘T'he best opinion to-night is, however, that Butler, Kellogg, and Eustis will be seated. Spofford does not secm to have been sharp enough or corrupt enough (for an ultimate anulyeis of the preseat situation may prove that “corrupt? is the proper word to use) to have secured @ chance in this pool for Sena- torial seats. - Kellog and Butler scem pericctly contident. Kellorg personally may well rejofce at the situation, for itis certain that if what is called party necessity had not united . tbe Re- publicans there wowid bave been at least half 3 dozen Republican votes cast ugaiust him on the merits of his case. There now, however, aj pears to be no doubt that EVERY REPUELICAN VOTE P will be cast for Keliogg, including the two votes of the apostates, Comover and Pat- terson. ‘There are many indicptions that the present situation in the Senate is the result of o deliberate political conspiracy. The Democrats seem to have been playios o double game. They at the sume time sought to divide the Republican party, and by politieal or other means to obtain Republican votes for cer- tain Democratic measures. The first indication of this was the reports started by Democrats, and reiterated With the greatest positivenuss upon Democratic authority, that Coukling bad agrecd with certain Democrats that both he and a few fricnds SHOULD YOTE TO SEAT SPOFFORD iC'a number of Democrats would unite with Lim to defeat certain nominations. These stories undoubtedly had tieir eflect to aid in creating dissensions among the Republic- ans, and at the same time the jufluences which ~sere so potent and £o often exposed in the “lilden campaign were at_work to sccure the two Renublican votes which have been obtained, and the ena is not yet. Conover very freely expresses his opinion, and says that it has been his purpose from the first to ¢ VOTE TO SEAT BUTLER, and that he shall also vote for Kellogg. He persists in sayinz that he is as good s Republican s mnybody. It is quite certalu that the pair of Senator Blaine with Grover Is a binding one for the remainderof the seasion. Blaine is reported as haviog telegraphed Lers to-day that no friend of his would circulate any stories that he fntended to seek to break it ONE FEATURE of the present poiitical excitcment may assist the Administration to the contirmation of some of its appomtments. Senator Patterson Is 2 member of the Commerce Committee, and may possil bave -the casting vote. He does not like the indirect accusations made against him by Conklin in the Senate, and it may bappen that he will not_be disposed longer to follow Coukling’s lead in upposing the New York nom- ipations. CONOVER is reported to have sent 2 confidential messeze to Gov. Kelloge stating that he (Conover) is the best friend Kellogie has in the world. and that had he (Conover) not voted with the Dentocrat: and oceasioned_this excitement amont the mblicans, the Election Committee would never Pave reported the Kellozg cuse in time to have seated the Jaster. It is quite certain that the Administration will not_interrerc, and that the President considers that it is a matter with ‘hich the Senate alone can deal. It is known, however, that the President is alive to the Zrav- ity of the situation, and strongly desires the maintenance of Republican supremacy in the Seuate. = The Republican this _mornine, notwithstand- . ine the denial made by Patterson that Hamburg Butler had eracked the sluve-hotders’ whip over * the lztter and dnven him to vote in the Scoate, reiterates in sabstance its former assertion, and certs that its statement Was based upon in- formation from L ‘ENTIRELY TRCSTWORTHY PERSONS. Evers moment until the meetive of the Sen- ate on Monday Wil be oucupied in the concentration of forces for the final contest for purty supremacy in the Senate. Pite president Wheeler will not be unpregared in the event of the Democrats attempting to Contest bis right to give the casting vote in case of a tie. ‘The authorities have all” becn cexawm- ined, and the constrection of the Constitution was SETTLED LONG AGO. The Democrats will make.the point under the elause 1n the Constitution which declares that the Senate must be the judge of tne qualitica- tions of its own members, but the Vice-Presie
