As only Qilatory motions are neeessary to consume the worning bour from day to day, and as the rules allow no more than two such motions, it is en- tirely within the power of onc-fifth of the House to call aroll to PREVENT A DIRECT VOTE upon any bill to répeal the Resumption act. This would require less than sixty votes, but a little more than halt the number that was put down as under all circumstances opposed to the repeal of the Resumption act, or any portion of it. One thing appears pretty certain. The re- pealers cannot now contidently expect during tne present session to pass a bill repealing the Resumption act, or avy part of it under a suspemsion of the rules, which requires a two-thirds vote. That was made ‘mauifest yesterday. It is still clearer to-day. Tae great hope is now that on Monday next the repealers will have strenzzth enough to sccure A SUSPENSION OF TIE RULES to bring the bill out of the morniug hour, the parliamentary nine-hole. and bave it fixed for consideration in the House, with un arrange- .ment for calling a vote at 3 certain time. This would take the bill out of the sizty-minute straizht-jacket, and leave ic open for unlimized amendment and debate up to the time that the previous question was ordered. But it s mot certaln . that the Tepealers will bave strength enough to suspend the rule on Monday even to have a day fixed for the final dispusition of the bul. Some of the Banking aod Curreucy Committee have appa- rently ABANDONED HOPES OF THIS, and believe to-night that a final vote upon their measure cannot be reached at this session. Failing to obtain the two-thirds for the purpose of fixing a time, tho bill will rewain indetlnitely in the morning hour, if the opposition is united and resolute. Nothing can take it out of the morning hour except a change of votes or a change in the rules of the House. So long as the bill remains in the morning hour, it will be impossibie for any committee to report any business, except the three Committees which, under the rales, have authority at any time, subject to 3 vote of the House, to mtroduce orizival business, namely : the Ways and Means, Appropriations, and Elec- tions Committegs. The leaders of the repealers threaten if the House on Monday refuses to fic a time for dousideration, thut they will COMBINE TO PREVENT ANY ACTION upon apprupriation bills. The House would thus be ut 3 dead-lock. Gen. Ewing feels the opposition to his bill very keenty, and is embarrassed with the awk- wardaess of bis parliamentary situation. Itis due in part to his owp blunders, and in part to the inexorable rules of the ilouse, which now troubte the friends of repeal as muchas in former Congres: hey have troubled the sup~ porters of the Civil-Rights bill aod the Silver bill.
