Every Member Hus a Bill, and Some Have More Than a Score, The Speaker’s Desk Hidden Out of Sight by These Rare Doo- uments, Anti-Resumptionists and Sil- ver-Remonetizers Large- ly in the Majority. But Their Methods of Pro- cedure Are Many and Complicated, The House Commitlees Finally Announced by Speaker Randall. Which Is Succeeded by an Area of Low Barometer in Dem- ocratic Quarters. Texas-Pacific Peonle Are Not So Pleased as They Expect- ed to Be. The New York Nominations Re- ferred to the Appropriate § Committce, Some Anxisty to Know What Mr. Conk- ling Will Do About It. IN THE HOUSE, A BUOWEH OF DILLS. Spectal Dispateh to The Chicago Tridune. Wasnnaton, D, C., Oct, 20.—The avalanche of bills wnich has been expected and feared cume to-day, and completely overwhelmod the House, Tlhe consequence was, thut it became necessary to miljourn uuntil Wednesday to en- able the clerks to clear the dockets of this day's business, There were futroduced, placed upon tho records, and ordered to be printed, the cnormous number of ‘845 bills, an_average of almost threo to each miewber. One member futroduced thirty bills, embracing all of the subjeets of lexislation to wiich he expected to give his attention during the scasion. It was'. motieed that tne older members sent up large packages of bills. Their experience has taught that bills which are introduced early 1 the sesslon HAVE OREAT ADVANTAGE in precedenco of timu and ol position ou the calendar over those which are jntroduved at & later perfod. This s the lorgest number of bllle ever fntroduced before in one day In the history of the American Congress, The oldest clerks say the greatest pumber ever before fn- troduced i one day was 600, It wil require almost the continuous work of the clerks until Wednesday to have the journal ready snd the machinery of the House in “order for busliess. ‘These bills represented In inanlfold forms and futinite vailety the viewsof tne ditferent soes tions upon THE GREAT NATIONAL TOPICS of the day, as well a8 the wisnes ol the different parts of the country with regard to the legisla- tlon necessary to thelr own lueality, If system- atized, tho bills would cmbraco somothiug Hke the lollowie classes: Finance, includig the ol silver dollar scheme, and tho repeal of the Resumption act; internal improvement; rellef lnlls, and private Lills without limit, It would require niore than the fesue of yny newspaper to give cven o suminary of theso separato measures, Soveral of the bills cover from forty o sixty manuscript pates. There wers two different bills presented for the COMPLETE REVISION OF TUE TARIPY, one by Willis, of New York, and one by Mor- rison, of Illinols. Tho latter, atthough degraded from his Committee of Ways and Means, futro- duced his tarl modifleation scheme of last wine ter, with possibly o tew modifications, ‘There were no bills Introduced upon the finsuce question from New England, but wearly cvery member from the West and South scemed to think it neccssary to futroduce bills providing In some way for the remonctization of silyer, and for the repcal of all or parts of the Resumptlon act The introduction of these blils scttlea the ques- tlun, if there was any doubt of it before, that the ilouse, by u large majority in the abstract, {avors bath the remunetization ot silver andtho repeal of the date ol resumption varicty of bills ou the dilferent methods of uce complishluis the purpos uggested by the bills foreshdows possibly h & difference of opiu- fon us to detail that a solld upposition may do wmuch to delsy, although it may not hope to prevent, the adoption of both thoss measures, TIE MOUE IMPORTANT BiLLY, ‘The following are the more important West. eru bills; Hamlitow, of Indiaus. wanted the United States Court heldat Fort Wayne, Cobb, of Indlana, bad a Bilver , and wauted the Resumption act repealed and free colnag Fuller, of Indiaus, wants to sepeal the Banl rupt act ond the Resumption uct, e also wished toestablish & Southern District of the United States Court, Hunter, of Indiany, wishud to remonetize the stiver dotlar, correct truuds i clectious, x the rmte of fntcrest on natloval mouey not exceeding G per cent, equallze the bountivs, relssus tho greenbacks suetired under the Hesumption act, aud to au- thorize u North Pole_expedition. Baker, of [n- digna, wished to rensus the old silver dollar, Thu great £ Hprrks, of Itlfuols, bad 8 to pay dutice ou legul-tender uotes aud ons o repeal the Resumption act. Morrison futroduced his Tantl bill of last ses- ston. Carter Hurrison has a blll to rewulate tho count of the Electoral votes, to repeal the Bankrupt act and the Hesumption act, alread, voticed in these dispatetes, Healso futroduces 1103 LAKE-FRONT BiLL, and his L1 to give Chilcago, us 8 port of eutry, the privileges eojoyed by other ports, both of which bills were recently published in Tun TriBUNE. Sprivger proposed o cunstitutional amendment relative to Presidential clections: Towusbend vue to remove cuscd from State to_Umted Btatea courts. Kuaop wished o public bullding at Quivey. He ulso had 8 dllver-Dollar bill. Hurtzell desired to con- tinue the Obio and Mississivpl River luprove- ments fn the vivioity of Calro, aud alsv bud & bLHl to pay dutics on jwports fu legale tenders. Hendersdh introduced bis Heunepiu- Canal blll. Burchard desired to muodily the lo- ternal Heveoue lawa, aud to relleve the Biller beirs, ol Sterlivg. Canuon iutroduced bls Bwamp-Laud bill, before referred to, eud pro- posed to repeal the Resumption wct. Hays de- sired relicf for coustltuests for spirits lust by fire, to equalize the bountlus, aud to establiab u natlunal savings baok. Breutano bad a bill to redlevo E. A, Ciltfurd, the latces Postmaster of Evanston, fur stanps stolen, aud 1o recall spe- clal taxes ot Internal Revenve. Judge Tipton deslred to repeal the Baukrupt sct. Heulso had a bill to create postal savings banks, Fort had a Silver-Daliar biil. THE BILVER MEN SNUENED: At the close of the sesston of the Ifouse the frieuds of the Sitver bill. who had been very tertive throuwh the six hours’ tadious session, Insiated upon being recogoized by the Bpeaker to present thetr favurite rcasure, Mr. Bland, ol Mmsnurl, appeased, as he did last Congress, us the speciat champton of the ill. e wished 1o suspend the ritles and pass s bill sathorizing the remonctization of the uld mitver dollar, [t was then a quarter past 6§ o'clock, and most of the members had been fo thele seats sinceconshd- erahly belore 12 u'clock, They were thoroughly tired out, and, knowing thut a silver bill coula puss herenfter, refused 10 sustain Bland, and HE WAS VOTED BOWN, Ne could not even muster force enouit to have nrolleall, but the friends of the silver dollar need no! e hope or Ita enctules pgaiy courare fromn this adjournment and non Blaf's proposition involved at the tin L wus made, the foas of dinner, st foresnadowed the bey of a lum‘ and complieated Blibus- tertng movement, so that a very targe propor- tiun of those who really tnlorse the bill did not ‘ficilu take up the question after 6 o'dock to- nlght. e TIHK COMMITTEES. OENERAL DISWATISPACTION. Scecial Inepateh tn The Chteagn Tribuna, Wasminatoxn, D. C., Oct. 20.—~There is a good tleal of dissatisfaction with the Committces on all hands. The leading Committees are gen- erally characterized a6 much weaker than the character of the members of the House war- rants. The Republican. members scern to be rdther better pleased than the Deocrats, The ‘West complalns that that scction is not falrly represented. The East says It has twenty-five Chairmanshivs, while New England has not a single one, ‘The South is greatly dissatisficd be- canse the Chalrmanship of the Texas Paclfle Rullway Committee was not usslzned to that section, apd they clalm that they should bave hiad some more distin:tive representation upon the Mississippl Levees. Speaker Randall did not announce the Com- mittees until 8 o'clock this evening, six hours alter the commencement of the ression, They were evidently intentionslly withheld to permit a few chanyes to be made, which were arranged durlng the day, ‘This was noticeably true of the Facifle Railroads Committee. The'change of the Chairmanship, at least, of this Committee is quite dramatle. Alex H. Btephens, a noted friend of the Texas Pacific Jub, who had been assigned to i, takes his old Committee of Colne are, Welghts, and Measures, while Clarkson Potter, of New York, @& radical ant- subsidy man, s made Chulrman of the Padfic Railroads Committee. But this change realls dogs not make the Committee an anti-subsidy Committee. A carcful canvass of the known opinions ot the scveral members shows that, notwithstanding it has an ant!-sub- sldy chicf, the Texas Pavitic has EXACTLY ONE MAJOMITY on the Committee. To all practical purposes, therefore, it is the smnc ns if it was u subsidy one, _Randall's fricnds, however, malutain that the Comsnittee s not In favor of the Texas Paciie, and it fs not Randall's intentlon it should be. Some of the changes in the Committees were made ten minutes before tho flual announcement of the nmmnes. Bpeaker Randall made at least changes in o manuscript trom which the Clerk read withih o few moments befuro the names were given. The following are the positions of niost of TIE WESTERN MEMBERS: Bpringer, of linuls, and Cobb, of Indiana, are on the Elections Committee. Burchard, of f1h- nuois, claiins bis old place on the Ways and Means, This Committes s emphatically in favur of o revision of tho tarlfl. Morrison says, however, that so long ns Wel Is Chafrman it will be o plecemeal and not systemotierevision, Bparks, of Illinols, who was the constaut friend ot Randalland opposed Morrison from the start, recelveaun fmportant position as member of the Apprepriation Committee.
