1877 FOREIGN INMIGRATION. Its Rapid Decline for the Past Three Years, Nearly Ten Millions of Alions Arrived Bince 1783, e York Times, The rapld decline In Immigration for the past three years, a decline that scems to grow mare and more with every month, naturally attracts the attention of social scfentists, political ccono- mists, and the great capitalists and companics employing the coarser forms ol 1atior. This de« cline, furthermore, very seriously concerns the City of Now York, for it is at this port that the country hns recejved 5,604,073 of the 7,016,002 aliens who have reached our shores aince the gpring of 1847, when we_eatablished our Board of Comminsloners of Emigratlun, New York City, therefore, has taken in more than 70 per centol the people of other natlons who have chosen tho United States for their home. THN TOTAL IMMIGRATION, It was not until 1810 that actual records of arrivals were made, but since then 1t has been the duty of the Collectors at scaports and on the land frontlers to make returns of the urriv- als of aliens, with particulars about age, sox, and natlonality. 1t I estimated that about 250,- 000 fmmigrants came before 1810, After that there was a gradual fncrease of three to five or #ix thousand a year until 1832, when the cholera In Eitrope brought 0,482 instead of 22,0%3, as in the yoar before, and they brought thecholera, ton, ‘The next year, 1833, the number fell from 60,483 10 45,374, Thenceforward (except a great deciine In the panle year of 1837) the Incrensc was variable, until tho sum total in 1842 wns 104,565; then a falling off fu 1841 of onc-halt, then ariso the next year of a third, nna two years after that the Irish famine lef loose tho flood in earnest. In the five ycars, 1849-'54 in- clurive, 024,210 Irish arrived at New York, and many thousands ot other ports. The so-called Irish revolution, tozetii- cr with famine caused by asudden fallure of the potato crop In 1848 and afterward, brought many thousands of Irish people who, under or- dinary cireumstances, would have rematned in their own country. Ricmtoxn, Sept. 12.—The Moffett reglster 1n now in operation i all the principal saloons of Richmond, and will socon be placed In every licensed bar-room and llqnor-store in Virginia. It 1a intended to keep an account of all Hquor sold, and to’afford the Commissoners of the Revenue the basls of taxing the tradc in accord- ance with the act of tho Assembly, From it much fs expected. There 1 now not a doliar In the Treasury; the talk about “compulsory ad- Justment and repudldtion” has already greatly wenkened the publie credit, and though tho Insane Asylums, and the Institution for the Deaf, Dumb, and Blind arc suffering for the funds payablo and overdme to them by the Stote, ths Richmond banks are 1ittle fnclined toloan the armall sum of $10,000 asked to relieve these pressing necessities, In addition, the Interest to the bondholders is mlitions In arrears, and the General Asscnbly to meet tn December will find no funds (nuless in the meantime borrowed) to pay thelr salariea, In antieipation of auch a state of afMulrs the Moffctt law was planned and passed, 1t s ex- peeted to prodace $500,000 per aunum, - It revolutionizes the liguor trade and appiies to the business of tax-colleetlng an automnthe machine, essentially the sume os the Now York Third avente car fure reglster, Nearly every lquor-dealer in Virginia abhors Dr. Mollett, “The very name is odious Lo them, Every timu it 1s attercd lhuy hrenthe a carse.
