Needy Packard Employes to Be Fed from Nicholls’ Table. Departure of the Commissioners, Having Declined an Ovation. The President Satisfied that They Have ¥ Dons a Good Thing. DISINTEGRATION. ‘ONE BY ONE,” ETC. Special Dispatch to The Tridune. New ORLEANS, April 21.—To-day witnessed thie' complete disintegration of the Pack: Legislature. A caucus wus held in the morning, and after discussing the matter a resolution was adopted setting forth that it was impossible to further keep up the semblance of a Legislature. Shortly after the members, singly and in groups of three and four, took their way up to Odd- Fellows' Hall and were sworn in, Warmoth be ing amongthe members. All but three Senators and about half a dozen Representatives who, under the resolution of the Nicholls Legislatare. are entitled to take their scats, did so. . Gov. Packard, with a force of about 130 Met- ropolitan police, continues to occupy the State- House. Notwithstanding the disasters of thic past week, he continucs as cool and collected ds usual, and in his customary good spirits. Sey- eral members of the Legislature applied to him for advice to-day, as to whether they should 2o to Odd-Fellows’ Hall, and his advice to them was, under the circumstances, to go. some of the colored members completelr gave way, and CRIED LIKE CHILDREX, ¢ and some, as noted above, would not go. They will, however, probably alter their inteation by Monday. " The question as to the manuer in which the State-House ehall go into the posscssion of Gor. Nicholls has been under discussion this \evening, and has not yet been dectded. It is ‘probable that Mr. Packsrd will spend Sunday as wsual at home with his family, and may not re- turn Monday marning. The Mectropolitans will -then be- withdrawa' fromn the building, and it will be locked up. Gor. Nicholls® officers will _then be obliged to make a forcible entrance. It not this piau, then onc similar to it, will prob- ably be adopted. In remard to Mr. Packard's subsequent quent action, he will provably disapooint every- body by quictly accepting the lnevitavle, with- out evea following Chamberlain’s example of sending forth a fiery Ietter. SPEECIL DY PACKIRD. A committee of Mctropolitan policc and mili- tiamen, who have been guarding the State- House, waited on Gov. Packard to-night, asking ‘that he mect thcm and advise them what to do. He made them quite an affectiog speach of about twenty minutes’ duration, i which he said taas from the first he had been scruphlous’ to avoil the unnccessary sacrifice of life, but that, if the necessity had come, bhe would bave led them and shared their danger. The possibility of such a ncvessity bad now passed. A Comnmissicn had been seut here by the Presideut for the-parpose of disintezmting the Legislature, and thut. porpose had been ar- complished, and there was now no hope of suc- cessful resistance to the illexul Government ot Gen. Nicholls. Arrangements were deing mads for their payment, and all he asked of them w38 to remain untit he gave * . . THE ORDER TO LEAVE. P His remarks were reccived with frequent manifestations of approbation. From his speech it is evident that Gov. Packard ‘mntends 10 retain possession of the State-House until forcibly ejected. The Democratic legislative caucus broke up to-night without coming ‘to any conclusion on the Senatorial questfon. A new candidate was sprung in the person of Licut.-Gov. Wiltz, who way be regarded as the head of ‘the Bourbon elemeut, and he developed A GREATER STRENGTH thao any other candidate. The advent of tho Republicans in the Lezislature puts quite a dis- ferent face on affairs. As they lack hut ten ofa wajority on joint bailot, they will make thic chofce themselves or compel the Demu- crats. to iuake a regular caucus nomb nation, which seems ' now ajmost —an finpossibility on zecount of the rivilry of the different notninecs. 1f, however, tliey do so, rc- Spoffuid will probably be their choice. The Republicans have already organized theie caucus, but have not made any choice for Senators E TIE ORDER OF EEMOVAL.
