Last year's fizures loom up largely on sccount of thererecord of a $£1,310,000-mortaare. Of course this was not a new Joan, and ouxht, to be deducted in order to make a fair comparison be- tween the corresponding weeks. It appears that borrowers have cither become tired of waiting for sumething to turn up, or bave come to the conclusion that the winter of our discon- tent cannot fast much longer. The law i% approved by the leading Philudelphin asso- ciations, and has received the editol sunction of the Pimiladelphia Ledger : The first scction provides for the payment of premiums in weekly, monthly, or quarterly install- mente, The second section provides that upon the repay- ment of 2 loan made on the /installment plan, no premium shall be returned ot credited 10 the vor- rower, fur the obvious rezson that no premium is advanced, as onder the old plan. ‘The third section comes 1o the relief of the plan where preminma are deducted in_sdvance, and where, under the provision just quotea respecting return of preminms, ull avcociations are required toreturn one-eighth as though they would expire in eizht years, when ten, eleven, and, in the raral dietricts, sowetimes twelve years inthe lifeof a series of stock. RENTS IN BROOKLTX. ‘The landlords of Brooklyn refused last year to vield to the necossitics of tenants, and, as & consequence, had 5,000 vacant _houses on their hands during the year. The lesson they bave learned they are puiting into practice now, and competition for tenants is the order of the day. Houses with all the modern improvewents, ‘within half an hour of the ferries, cuu be had for $450 to $650 a year. LIFE-INSURANCE. How Some New York City Companfes Are Managed—The Salaries and Commissions Pald to Ofiicers and Agents-—Testimony from the Globe, the Mutual, and the New YorkLife Companies. ALBANY, March 2L.—The Insurance Commit- tee met to-day at 9:30 a. m., Mr. Cowdin in the chair, aud resumed the examination of witnesses tuudtln%sahn‘es and other compeasaticn of of- ficers of life-insurance companies. Mr. James M. Freeman, Seerctary of the Globe Company, was recalled, and said that it was the custom of his and other life compauies to allow their attorneys to charge about 1 per cent be- gides the usual fees for all loans made and legal Imterest, and that the companies did not thin! was usurious to do so. The Finauce Comumitte of his and many other companies had acted as appraisers, and the loans had uever excecded 50 er cent of the value of approved property. ¢ admitted, however, that his Company held about $700,000 worth of real estate, bought in within the last year or two under joreclosures at about threc-fourths of the face of the mort- are, intercst, and legal expenses, and that his Company rented the Eropt:n‘,‘ §0 bought in, be- ing dwellings, for_about 5 or 6 per cent of the mortgages.” Mr. Freeman mentioned on case where ¢ valueof the pmgcrty, in his opinion, was $6,000% Fet it was bought in for $1,000. He €aid his Company,during the present staguation of the market, deemed it nseless to try and scll all of their real estate, and therefore held it. It was rented, and secured by fire insurance. The commissions paid by his Company ou insurance secured was 30 and 7h{ for sevén years, which was the usual price paid. Geng agents get 85 and 10, out of which local solicitors are paid. For collections from 1to 23¢ per cent is paid. The salaries received by him and the President were §2,500 each, with $10,000 each for allowances of 2 per cent on the net in- come. His was a mixed company, part stock and routual. The capital was $100,000, on which the stockholders draw 7 per cent, and & like amount on the guarantee fund, made up out of dividends on the surplus fund. The amount of the guarantee fund was now $100,~ 000. It may be increased to $500,000. The counsel of the Company are Sewell & Pierce, and Fullerton, Knox & Co., to whoin the com- pany pay a salary. The Company also have at- torneys, who ure paid for ep services and receive commissions on loans. The costs of foreclosures brought in are paid by the Com- pany. The Company had not obtained judg- mentson the bonds for loans made on property ot in. Mr. Willlam Sturges, Mnuu.g;:fig of $6,560. bor Dix"lcgctor of the Compauny, Zets a sal Sixty-seven thonsand dollars would cover all the salaries of the Company. The terminations during 1876 would equal about 2,500 policies, or about the amonnt of mew business, on which ‘was paid about $32,000 for losses, aud some sur- render values. The balance wus forfeited. The Companylitigated onlya small number, some of ‘which were compromised. A $20,000 risk in St. Louis was compromised for $16,000, The death occurred three months & uf- fer the policy was issued. The fire jusurance was in the hands of Mr., Wright, a clerk who receives a salary of $1,000 and com- nission on the fire insurance placed. The rein- surance is small; not over §150,000. The rein- surance of all companics when made is about 15 er cent less than the usual premijums charged. 'he Globe reinsured the risks on the Merchants’ Life to the extent of about $2,000,000, for which his Compuny received a reserve of 43¢ per cent, amounting to about $100,000. His Company pald no one anything for securing this relusur- ance. Mr. Lloyd, Secretary of the Mutual Life, said he had only been Secretary for a year., The President left about three weeks ago, and when last heard from was in California, and was ex- pected back in May next. Mr. McCurdy was the Vice-President and principal manager in the absence of the President, and was fully con- versant with_the practices ‘of 'the Company. The salary of the Solicitor of the Company,Mr, Patmer, was $14,000. Other compensation of the attorney or attorneys is charged to the ex- pense sccount. Witness could mnot name ihe counsel or attorncys employed: outside of the city; that would come under the law department, of which 3ir. Palmer was the head. All legal matters are referred to. the Law, De- partment. " These fecs are the usual charges for gearches and commissions over I interest. Messrs. Fullerton, Knox & Crosby are- em- ployed; also Mr. Bogert and some thirty or foriy other law frms throughout the United States. The Company reinsure part of some of its risks;- but nome in New York companics. The Trustees are elected by the policy-Lolders by proxy, mostly, except a few who appear in person—not over thirty or forty. These proxies run indetinitely, aind are used by the officers to elect the Trustees annually, who elect tie ofticers and Finunce Cowmmitite.. In the buildiug of the Compuny loans are maide on vroperty worth ai. least double the amount ol the loup. A considerable amount of mort- gaged property had been bought in under fore- closure, as there were mo_ bidders over the mortgages. This property the Company still held and rented. Of the 4,000 or 5,000 lapsed and surrendered policics iv 1576, %000 or 4,000 were forfeited and marked off. About 150 were restored sinve Jauuary last. The average age of these terminated policies wns probably five years. We have agents in the South buying upour Southern risks, as our expericuce is that they are not us zood as our Northern risk: We puy an cquitable price for them.
