Later atill a farger body extending from the fobt of tho falamt to the Illinols ehore broke Joase and flonted away. The river scems to be open for along distance below that point. The gorge between Arsenal Island and the Miesourd shore, extending avove the Arscnal, fs still firm. Bowen, Thomas H. Jolinson, and John Grahamn, civil cngincers cmployed by tho Leglslative Committes to estl- mate the Ashtabula Ratiroad disaster, have sub- mitted n sworn astatement of facts sscertained by them. After referring to thelr calculation on the relative strength of different parts of thy bridge, and thelr observations at tho wreck, they submit the following concluslons: First—That all tho tension members had very In?;c factors of safcty, and wera abundantly ablc to sustaln oll the straln that could possibly come upon them in this bridge. Second—That all the comprosslon members, except the ocounterbraces, were doficiont in capacity, hoving very small factors of safoty. Third—Cousidercil with referonce to tho loca. tion of the break, it appears that the weakust hoint In tho braces was at and_near the break, and that the weakest polnt in tho top chord was at the centre. Though the top chord at tho polut of fallure does mnot show n state of sccurity much greater than that of tho Dbraces, tho probability s that the braces falled first, and_theroby (nvolved the falture of the top chord also, but inssmuch ns both members wern weak, and wers involved In the break, it is ot little importance which mem- ber took precedenco fn the failures, The factors of safety thronghout the compression members wero 8o low that falluro must Lave followed sogner or later. At this rolnt the enpincors proceed to say how tne fallure might have been prevonted ot a mnodernto cost. The remaiuder of tho sworn statoment of tha engineers s devoted to o consideration of other detucts I the bridge. Whilc theso defects wero not directly the cauao of fallure, they wero such as might fn themselves have led to fallure, They further add that the materiul, £o far as the! were able to judge, was of o superior quality, and, with fow exceptions, the workmanship wis very superior, Iis conclusion, they nn{ they find nothing In this caso to justify ronu lar apprehonsfon that thera may bo: sonio inbierent detect fn fron as o materlal for bridges, Thnr find no evidence of anv weakness in this brldge which could not lave been discovered and pruvented.
