Servian officers of the reserve bave received orders to start for the frontler immediately. A VERY PEACRFUL VIEW. LoxDON, Dec. 20,—The Vienna correspondent of the Z¥mes says that Russia desires that the understanding arrived at fn theprellminary con- ference should be embodied {n an identival note 1o be presented by each Ambassador to the Porte, snd that the Forts should be pyited to negotlate on tho polnts mentloned fu thenote, The object of thls proceeding is to make Turkey, 1f sic s obstinate, place hersel? Inopposition to the will of united Europe. The course proposed will probably be adopted with wme moditication. It is QUITE BURPRISING tow the preliminary Conferenco hiag reconclled confifcting opinfons. There i8 no longer any question of forming tributary Btates, Lut only aue of the reforms which arc limited to ad- minfstrative uutonomy, Even In this respect the extreme views which have prevalled havo gndually moderated. Thus the impracticability of a gencral disarmament of Mahometans has teen recognized, and o prohibition agalnst wearing arms in publie substituted. The propo- sition to hand the administration entirely over tothe natives of the various dlstricts has been ALSO CONBIDERABLY MODIFIRD. Thero secms cvery probability not only of an agreement in the Cunferenco anong the Euro- peans, but that the Turks may be even brought sequicsce in the reform scheme with slight ttleatlons, - [t -1s thought that the question of guarantces must have been only touched upoty ina very gencral way at the pre- liminary Conference, 8o 08 not to bocome an ob- acle, there having been throughout the tnost REMARKABLE AND GROWING DISPOSITION on all stdes to avold, a8 wuch s posslble, every- thing which might cause a difference. Tho Russian Telographic Ageucy reports that the results of the preliminary slitings will be commuuicated to the representatives of the Torte in_full conference before the end of the week, The agrcement cemented between En- {lunl and Russis will have a firm and conetlla- ory character, FRANCE.
