The Democracy, which hos been for the past three weeks ou trlal before the country on the charge of the attempted larceny of the Government of the Stato of Loutslana and of the Unlted States, by the process known as “bulldozing,” has been found gullty, und the property placed Inthe hands of its rightful owners by the court which had lawlul jurledie- tlon over that species of crimo—the Loulsiana Returniug Board, Tho verdict s & most right- cous one. Itcould mot love been rendered aiflerently without the judges had confessed themselves flatly gullty of perjury and false to the oath ‘they took to uphold the Election law under which thoy wers created, No thief caught in the act ever had his gullt fastened upon him more clearly than have the Loulsinua Democrats fmthis great case. The Returning Board has vefused to compile the votes of certain polls throughout tha Btate, but it has not doue so except upon the most clear and undisputable evi- dence that thevolco of thepeople has been sup- pressed at such polls and the election thereat vitlated by intimidation, tumult, riot, or acta of violence. Clayton Hale, Bixtcenth United States Infantry, who since Sept. 24 was the commanding officer of Mouroe and Ouachita Parlshes, s most damaging to the Democracy of that scction, who scarcely attempt a defense in the attempted murder of Ben Junes, Eaton Log- wood, and George Bhelton, who were shot and left for dead, Cupt. Hall details the complaints made to him of the lawlessness of tho rifle clubs, and in- stances over a dozen cases, of whipplng and other outrages committes inthe Pinkston nelgh- borbood upon colored people on the Saturday night previous to the clection, the same night Uenry Pinkston and his child and Merriman Rhiodes wers murdered, and Eliza Pinkston so terribly mangled, and those making the complaints all named the same narty us belog guilty—the rifo club under the command of W, J, Theobald, and among the members of which were Dr. Young, James Roberts, Walter Logan, Frank Durbam, and Lanc Lyons. A number of Democratic members of Congress have to-night received dispatches saying that the Canvaesing Board in Florida, before mid- night, will fssue certificates to the Tilden Elec- tors. The Board consists of but three mem- bers. Of these, one (the Attorney-General) is an earncst Democrat. The Comptroller is ex- pected to vote with the Attorney-General for Tilden. Wasmssron, D. C., Doe. H.—Senator Ed- munds has given notice that he will to-morrow call up his joint resolution proposing an amend- ment to the Constitution of the United States. Along debate upon some of its provisions may be expected. This resolution was originally in- troduced on the 224 of March laat, and referred to the Senate Judiclary Committee, That Com- mittee considescd it and reported it back favor- ably. The resolution provides for the abolitlon of the twelfth article of the Conetitution of the United Btates, and the adoption of a new one providing that the Electors shall make dlatinct lsts of all persons voted for, and of tne Electors voting for the same, and sent to the Bupremo Court of the United States; that the persons having the greatest number of the votes for President considered by the Court to be lawful and certified shall be Presidenty, and that the Court shall alsreczrd ‘errors of form 804 be governed by the substantial right of the matter: that if no person have such majority, that state of facts ahall be certified tothe Houss of Heprerentatives, which shall elect a Presl- dent trow the three person: standing highest on the list by o viva-voce vote.
