Throughout the evening dispatches of the most enconraging character have been recoived from Louisiana, Bouth Carollna, and Florida, and the large crowd present was kept in excetlent spirits, At all places whero the Democrats have gathered for returns thers bas been incrensing despond- ency. No dispatches of a reassuring charmter reached them, and at 10 o'clock the crowds in attendance had become very thin and quiet. Spacial Dispaich o The Triduns, New Onvxans, La, Nov. 910 p. m.—Tho returns from tho country parishcs come in slowly, and are of such a naturo that the votes of tho flve parishes which havo becn the worst Ku-Kluxed during tho prcsont campalgm may affect the result here, and become a matter of very great natfonal importance. It is, thero- fore, doemed proper by your correspondent to enter loto a somewhat lengthy history of the Democratic campaign in this Statc, as it bas acted to some extent wupon ncarly all the parishes, but particularly upon the five referrcd to, wiz.s Ouachits, Marehouse, Fast Felidans, West Feliciana, aud Esst Baton Rouge, "The Btate of Xoulsionsa. sluce ths 10, 1876. emancipationand enfranchisement of the blacks, bas been 7 A STRONGLY AND AS SOLIDLY REFUDLICAN 8 Massachusetts, Tllinals, or Maine. In 1803, under military auspices, It cast an overwhelming Republican vote for Governor, and the Demoe- racy dld not even venture to put {n nomination one of thelr own party, but concentrated thefr votes upon the laty Judge Tallaferro, whose chief clalm to prominence was o bold, unswerving lostility to secession. In the Presidentfal election of that year a aystematic course of murder and Intimidation disfranchiscd nearly every colored man in the Btate, and Uongress promptly set asido that election and placed on record a report of facts which should causc a biush of shame to mantle the brow of every son of Louistana. IN 1872 AxD 1874, In 1873 tho colored voters were disfranchised by fraud—to what extent the vote cast this year in untrammeled parishes abundantly shows. In 1874 Inttmidation was again attempted, and was again defeated by tho action of Congress and the President. But It has been left to the Cen- tennial year to develop TUB CHOWNING AGT OF PERFIDY, CRUELTY, AND FRAUD on the part of tho Louistana Democracy. The record discloses crimos committed fn the name of Democracy nnd Reform which searcely falls short of the hfdeous Mountaln Mendow inasea- cre. The census and reglstration statisties of tho State showed a clear majority of colored avor whites of over 40,000. It was notorious that the colored men were a unit m favor of the party which had glven them freedom, civll and political rights, and the means of educa- tion. When the Demoeratic numinating Con- vention met iu Baton Rough on the 27th of June lust, a confidential circular, slzned by the Chalr- man of the Uemocratle State Central Comnit- tee, was circulated among the delegates, which contained, among other insidious advice, thesa BIGNIFICANT PATAGRAPHS: 2. Weo recommend that, in conversations with each other, no gloomy forebodings snail e indaleed in, and that the muu(tul the coming election wall spoken of a6 a foregone conclusion, os ue hdre medn of carrying the election, anit intend to usethem, Tut bo careful to suy and do nothing that can he construed intoa_threat or inthnidution of any character. ) ou cannot convince & negro's reason, but yon can impress him by positive state- ments continunlly repeated, 4. TIIIS PROGRAMSE, these five strongly Republian parishes, which in 1874 gave on ageregate Republican malority of 8,770 for tho Republican ticket, and in 1872, even secordivg to the count of the foreman of the Democratic Returning Board, went still more strongly Repablican, were dellberately se- lected for tho application of * the means of car- rying the cleczion * which the Democratic party® hud in thelr posscesion. Three of them—East Feliciann, West Feliclana, and East Baton Rouge—wero close to the Mississippl line. The successful adoption of what is now universally known as TIE MISSISSIPFI PLAN in the neighboring State gave an impetus to the prospects of the Democratie leaders, and, with the ready ald of Mlsslsslppt desperadocs, rendered thelr tusk an easy one. Nuachitaand Morchouse Parishes were the st ighold of John McEncry, the representative par excel- {ence of the extreme, uncompromising Bourbon sentiment of the Democratie party, aud at the same tinic the chosen chomplon of Gen, Nich- ols, the Democratic candidate for Gov- ernor. . The still unsctticd controversy ns to whether Mr, McEnery, in a public speech at Mouroe, the parish-seat of Ouachita, did or dfd nat openly mdvise, In tho presence of Gen. Nichols, the assassination of Mr. Packard and other prominent Republicans, will be fresh in recollection, TRE POLLOWING PACT3, at Jeast, arc undisputed: Within o few weeks of Mr. McEnery's speecly, Dr. W, I1. Dinkgrave, the most active white Republlean of the parlsh, was assassinated in broad daylight, in the pres- ence of at least one prominent Democrat, aud the whole Democratic community tacitly concurred {n shielding the murderer from ar- rest. Btill later, two prominent colored leaders were ehot down'on their own thresholds by dis- gulsed white men, under clreumstances recent- 1y so graphically nurrated by the United Statea army oflicer commanding the post. The shoot- ingof a United States Deputy-Marshal while conveving a ballot-bux to une of the strongest Republican precinets of tho parish, and the con- sequent prevention of nui- vote at that poll, was recorded In these disputehies yesterduy, 1N MOREHOUSE, the adjoining [)urllh. the proveedings under the Democratie clreular were equally direst ana effective. It s perhaps necessary tu add, for the information of readers vutside the State of Luuisiana, that theso five parishcs, so bhrutally overriden and terrorized h&tho Democracy, wiich claims to be the negro's best frlend, were tho only parishes in which, ut the last elcetion, any appreciable colored Democratic vote was cast, ‘Gon, Nichiola did not command twenty colored votes in his own parsh. .
