e i« THE GRAND JURY. Its Report on the Food Furhished Jdail Prisoners. gheriff Agnew Called On by the Court for an Explanation. An Interesting Docunent Concerning the Insane Asylum. The Grand Jury reassembled yesterday inora- fnzand put Lhe Haishing tonchis to its labors. Jtrefused tohear auy further complaints, and dovoted itstime principnlly 1o framing u *moral, indictment,” whichis given below. Tt came intoi court about noou, and, beside the morul indict- ment, returned thirty-one others, all for petty offenses. The “moral indictment,” it will be soticed, i5 particalarly severe on the manage- ment of the Jall, and, in view of the language of she statues, providing that the dieting of prison- ers shall not be of pecuniary profit to the Sheriff, glso reflects sumewhat upon the conduct of the County Board fn fixing the allowance for dieting 5135 ceuts per day, while the cost is demonstrat- d to not exceed 10 cents perday for each prison- er. Thereport is as follows, aud is its own com- mentary: The Grand Juryxnspe:t{n\]yn:gort that they have favestizated all matiers hrought before them by the rosccuting attorney, and have dieposed of them gy #nding indictments or by ignoring the same. - In mapy cases we foond thufthe Grand Jury was at- tempted 1o be used for the collection of debts and for the gratification 08 personal epmities. Iu many instances such cuses are those of persony who huve ‘beea botnd over to court by the cxamining uiagis- {ratos, who heve cither been parties 1o these at- tempts 10 nxe the machinery of the law for personal ‘pencht, or have bound over defendants motwith- etanding the case was one more properly in & civil then in a criminal tribunal. SALOON LICENSES. 1 inve-cigtions which, on £ the disficulty of oblaining the enbpeenas :51?&“:" ‘attendance of Witnes<es, e have been - Ve to finich during the session. NNo ofiicial who fias boen myestizated should be prejudiced thereby in the public mind except where the jusy have found au indictment or in some othier Way mude fonpa} charges. We found there had been some very loose man- azement in regard to the issuing of permits in the matwr of llf:un, peddler, billiard, and other Jicenses by the city suthorities, euch us, in our judgvient, should be guarded agufnst, but found nothing which led us to conclude there had been acy very palpsble or intentional omission of duty on the part of any perticuler officer. We found in one cste where a person, carrying on what the po- lice term a mock-auction stord,;has been permitted to run for three months on a permit by paying (the license beiug $200 per year), and the character of 1he plsce wa sach that it beeame necessars to kcep & policeman (whose salary is §1,000 per an- num) during the entire day in front of the place to wamn people of the fact that it was 8 mock-auction cstabligiment, and o that way prevent them from being swindled. It did not, however, appear that the Mayor of the city was cognizant of the charac- ter of the auctioneers in the place kept by him It would scem to be better to abolish such institu- tions, and thas relicve any and sli policemen from specihl daty of this character. We would suggest thet an onder of court be issued requiring that o stutement be furnished by tise Sherll containing a listof the prisoncry, the date of their incarcera- ton where no indictments have been found, and whether or not such cases have been presentéd o any Graed Jury, und if so when. We have visited TIE COUNTY JAIL, and examined into the condition und treatment of the prisoners. The Jail was found to be in a cleanly und healthful condition. Batthe food fur- niched the prisoners was not found to be whole Some, well-cooked, and in_sufficlent quantity It was discovered that the breakfasi supplied to each risoner consisted only of what wis called s alf-pound loaf of b made from cheap tlour, in connection with an insipid cup of coffce. ~ The din- ner for each person was composed of what was en- titled a dish of soup, and the eame quantity of bread s that supplied for breskfast. The soup was composed principally of emall picces of cheap meat. perhaps a tablespoonful of each dish, and a small pezato, or balf of a lurge one. 5 The potatoes were boiled apparently without be- ing washed ot pared, or without having the decayed purts removed. 5 “The supper wis said to be oply one-half ponnd of bread, tlg-%eme ns served for breakfast and dinner, without the nccompaniment of any other food of any kind. A'great many of the prisoners complained of actually suffering from huner. ‘There were 10 conveniences for eating the food, neitber knife, fork, nor spoon being furnished in numy cases, and the prisoucrs were thus forced tn fil thels piceea of meat from their soup Witk their fingers, or pick it 0 picces & best they conld. g We fre of the opinion that woodcn or metald enoons, and _also wouden knives and forks, could be furhlahed prisonens witl perfect sat twat it should be dome. 1t is belicved entire cost of the daily rations 1o each prisoner could not possibly exceed the sum of 10 cents. Tovicw of the fact that the amount paid by the county for the feeding of cach prisoner is 35 cents per day, it would seem that there ix a great wrong perpetrated upon the unfortanate prisoners forthe nefit of some officer or contractor who is attempt- ine to profit by this cruel treatment. We heard. SEVERAL COMPLAINTS from prisoncrs s to the length of time they had Dbeen incarcernted withont having been indicted. Wedo unot kuow whether these complainta are ill or well founded, but sugrest that the Court s- cenain from its officers wlether there is any good cause of complaint in the premises. We fouad in a ccll a boy 10 years old, who had been in juil since the i9th ‘of May last upona charye of vagruncy. The warrant of commitment 2 invalid on its face, inusmuchuns no time for which he is committed J9 specitied therein, Unless the Court inferposes and discharges this boy, the Sherlff can kecp him confined a8 long as he'may deem proper. This cace was not reported by the Sheriff to this Grand Jury, nor has the Sheriif re- orted the cases of prisoncrs who have been com- mitted during the term oS required by Sec. 8, Chap. 45, Revised Statutes. We understand that it has not been the practice to report the cases of persons commatted dnring the term unless on specid! request of the State’s Attor- ney. We think that every person is eatitled to a Bpecdy trial, and that the Conrt should require this castom of violating the statute to be discontinged. A committecof the Jury visited the Insane Awy- lum and County Poor-House, and found everyssng in u etisfactory conditi A committee al40 visitedl the County Tlospital, andmade 8 report, which we attach hercto, and make it a part of 0ur Tepo: GEon TIE COUNTY HOSPITAL. Accompanying the report was the report of & special commitiee, which is produced ver- batim literatim, to convey to the public an idea of the avernge iutellizence of jurors se- Iected by the County Board. It is the out- Em“fl.\ of g visit to the County Hospital, and 13 some richocess in it Its suthoris unknowu. TOR COGRT’S ORDER. - Upon readinz the report, from wwhich it ap- Peared that Sces. 8 and 16, of Chap. 75; of the Revised Statutes of- the State had been violated Dy the Sher#ff and Jailer, the Coaurt, of its own motion, made the following order: That Francis Agmew, Sheriff, and John Dosle, Jaller, of Cook County. how causc before this Conrt at the coming in and opening thercof 6n Sat- urday, July S, 1876, at 10 o'clock a. m., why 1hiey, or cither of them should not be punished for violation of duty in failing to make report of thc number of prisoners in custody as required by said 8, and in failing to provide wholesome food and in suflicient quuntity for the prisoners contined #id Jail us required by Sec. 16, uforesaid. ———— Ingratitade.
