Assuming the averago amount to ba $3,000,000of cértificates, nnd the rate 7 cent, and the tima two years and o holf, thero hias been an expenditure of over $500,000 for interest on those temporary loans, How much of this has been approprinted and for how much of it there has beon a tax lovied we cannot say; but that there hns been a defl- ciency thus created is beyond all doubt, Our city debt, thereforo, is of o three-foid char- acter: 1, The funded debt, which is legal; 2, Tho losn cortificates in excess of the con- stitutional limit; and 3.
