Feb. 19.—The House Com- ittee on Appropriations spent the day at the Sreseary Department, in consultation with Sec- seary Bristow and other officials relative to jhe socalled permanent appropriations. Those pejade amonats required for the interest on the sanonal debt, the. sinking fund, the support of the atoms service, and 0 forth. The Committee nil come to the conclasion that some of the ex- prsea which ara DOW provided for by perma- sent appropriation ought to be classed with tho pinary expenses of the Government, and an- gully revised by Congress. The Legislative, Judicial, and Execative Ap- propristion bull will be reported to the House by tho Appropriations Committee next week. It will bo st least $3,000,000 lesa than the appro- pristions for the present fiscal year. It will go through withont mach objection in its reduced ‘shape. THE OTHER APPROPRIATION BILLS are coming ou slowly in;Committtee. A sub- committee of the Committee on Commerce has xearlr finished the River and Harbor Appropria~ tion bill, and proposes to authorize an expendi- tare of about $5,000,000 daring the next fiscal year. ‘The estimates snbmitted by the War Depart- ment amount to $14,130,100, and it will be eaimed that a reduction of nearly two- thirds of the estimates ia = very large reduction. Tho appropriations for the present year, however, are only $6,293,000, 80 thet the reduction as compared with the Re- yublican Sgures will amount to bat little. The Committee on Commerce does not scem to have thecourage to makes radical reduction in this elass of expenditures, but the Committee on Ap- ptopriations has the power of revising the figures of the Committee on Commerce, and will be lixely todo so. The Democratic members cer tainly will not sustain in the House 9 very se- Yere economy in river aod harbor appropriations, Yor there is scarcely one of them who has not some scbeme of public improvement in Ls district which ho wants the Government to nake hiberal provision for. The River‘and Harbor Lil will be ready for action by the House about the middle of March. Scme Democratic clerks have now been reach- ed in the Legislative Appropnation bill, and the Committee on Appropriations is in a dilemma. ‘The Clerk of the House thinss he is unsble to make any reduction in his force. Probsbly one or two clerks in his office will cot off, bat the important ques- tion .is one of salaries. There are several clerka of the House receiving betwoen $2,000 and £3,000 salary, and rauk in pay along with the Chiefs of Divisions of the Treasury Department. ‘These Chiefs have received £2,540, but, with the exception of three or four, they have been reduced to fourth-class clerks by the bill as drawn in committee, and then sub- fected to. the 10 per cent redaction, which ap- Biles, to ‘all salaries. Arrangements are being perfected at the Ia- ternal Revenuo office to-day for the refunding of the tax psid by the foreign stockholders of the Illinois Central Railroad Company on the bonds of that Company held bythem. The Supreme Court has decided that such stock- holders were cot required to submit to tho tax, and the Attorney-General having given an opinion recently tothe effect that the refund should be ‘paid to the corporation tor the benefit of its non-resident alien stock- holders, and not to the stockholders themselves, The amount of the tax collected, which ap- proaches nearly $180,000, will consequently be paid to the Company’s authorized agent A Jarge amount of evidence bas been produced at the Internal Revenue Office with regard to the non-resident alien stockholders, all of which is found satisfactory. There are over 1,700 of these stockholders, forming a large proportion of the corporation, all of whom are entitled to the re- fond. ‘THR STOCK OF CURRENCY. There are indications of s currency famine among the National Banks. The officers in charge of the Redemption Agenoy say that owing tothe suspension of operations in the Currency and Printing Bureau it is impossible io fill the orders for redeeming National Bsnk notes that have been roceived. Tne ‘Treasury owes some banks as much as $60,000 on the re~ demption acccunt, but itis utterly impossible to reimburee the banks, as their own notes aro all destroged, and there are no new ones to take their places. THE DEMOCRATIC CAUCUS FINANCE COMMITTEE met to-day and discussed several of the plaus that have been presented. The attendance was: unusually large for debate day. The first speech was made by ‘Mr. Chittenden in favor of specio currency. Mr. Chittenden's speech was somewhat long, and, upon its conclusion, Mr. Kelley (Pa.) made his speech. Other speeches were made by Mr. Pierce, of Massachusetts. on tho Presidential term of Office, in favor of six years and immediate in- eligibifity, and by Bir. Townsond, of Pennsyl- yania, in favor of the resumption of specie- payments. ‘The House then adjourned. Speetal Dispatch to The Chicago Tribune. Orrawa, Ont. Feb. 19.—The estimates for the year ending June 30. 1877, were brought down by the Finaaco Minister last evening. They show a decrease of $5,869,156 as compared with last year, the reduction being made by the decrease on consolidated fund charges of $2,- 490,768, and on capital expenture of $3,398,388. The local estimates for 1875 and 1876 were $23,- 253,388, and for the ensuing fiscal year $22,882,- 819, Thechief cutting down is on the Pacific Railway and militia. : ; j It ie expected that Mr. Cartwrite will bring down his budget to-day.
