A conapiracy was hatched among certain of the tribea to massacro tho Govern- ment Commission, and it would probably ‘havo succeeded had it not been for the loyal- ty and bravery of onc or two Chiefs. At this point the Government policy with regard to the Black Hills was practically changed, though the change was not formally tho invasion of miners and speculators, But it was remembered that those Indinns, claim. ing their rights under tho rescrvation, had on- joyed the boanty and actually lived upon the support of the Government long beyond the time when they had stipulated to bacome solf-supporting, The fact also confromted the Government that here was territory sup- posed to bo rich with mineral wealth, and certainly possessing luxurious forests and fine grazing land, which the Indians would neither use for their own advantage nor part with for any rensonable sum, though thoy were already abusing tho Government favor. Under those clrcumstances and with It iw now estimated that there will be from 8,000 to 10,000 whito persons in and about malo an entranco to the Hills ; others go to some point on the Unjon Pacific Railroad like Julesburg or Bushnell, and from there start for the Hilly on foot. The men who under- take these perilous journeys do mot go un- armed, nnd they are of o character to make mills are £9 103, which isequal to $47.60 carry a ton of wheat, 2,240 Ibg, from Chicago to New York), which would make the English stoel cost, Inid down in Chicago, sbout $60 in gold, or 268 in currency, wherens the Chiengo steel can be sold, as the Jour- nal doclares, and which is the fact, for 863 in currency, nnd if tho orderisa Inrge one it can Lo filled here for 260 per ton. Theso prices nccount for the other important fact that Chicngo, Cleveland, Pitisburg, and Troy steel rails can bo shipped to Canada and sold in competition with British rails whera the duty s the same on steel from both countries. The present excessive duty on steel rails is perfectly useless for protection, becauso it is not needed, and for rovenue purposes it is completely prohibitory.
