G, April 24.—The Cabinet eitustion to-day remains unchanged. Notwith- stinding the exciting and conflicting rumors, thers ia good authority for remowiog the stote- ‘ment tnat the President has not zsked Delaco to resign, snd that Deisno declares that he will not resign. Indeed, Delano has to-day again pos- itively stated that hs does not intend to rosign, or to leave the Cabinot. - There is, how- ever, great outside pressure to compel his with- drawal, and manyof the leading mon in the party are koown fo favorit. -The President has not yet accented the resig- natios of Attorney-General Williama. . YBONTIER CUSIONS REGULATIONS. The- Becretary of the Treasary to-day issmed & circular to Collectors of Conatoms which definitely onds the quarrel that has 80 long existed between certain Custom-honsés oh the narthern fron‘ier, 1elative to the trans- poristion of goods w_bond to, from, and &h tbe Canadas. This quarrel has been ro- newed ander every. Ldmmletm.xon of the Treas- ury Department. it wus expected whal (e régu- Iations of March 80 last, isrued nuder the treatv at Waskingion, would have soitled the question, but it was again broaght up on ac- count of the conflicting fnaucial interests of the Collectors of Fortland, Me., and of Ver- ‘mont. This decition 18 likely to bave some influ- ence upon Wut:rn ccmmerca if the Grand Trunk apy carries out its threat. The Cammm‘ atencd, in the event that the decision should be adverse to Portland, to abandon tho warehoyees of the road at Poit- land, to comiplete the Inter-Colonial Rozd, and make Halirax a port on_English soil cpen at all eéasons of the vear. It in expected that the Tesnit of this would be to transfer to Halifax nll the exportations from Michigan and the intenor States westward and cootiguous to the grest Iakes, by the wsy of Port Huron. ‘The Becrstary has decided =syalust the cleims’ of Portiand. Buch entry, however, need not necessarily include oatry for exportation, but may, st the option of the person daly authorized to make entry, consist culy of an entrs of riation in bond, condit:oned in the tsnal manper. for the delivery of the mercpundice to g.;: Collector &t tie port of exit from the Uuued INTERNAL REVEYUE RECEIPTE. The Commiasioner of Internal Rovennes is of the opivion that the decieate in intarnal rovenus roceipts is due to” the foet that the amount of whisky witbdrawn from bond bas greatly diminished sipce the passage of e mnew law. The statistics of the Bureau for the month of - March show tbat the average producticn throughout the conntry in the same asit htherto has been, but the amount withdrawn from bond is but little mora than 8,000,000 gallous, while the average amount usgally withdrawn for tho mocth is 7,000,000 THZ STNDICATE. ‘The pews from the new Syndicate is very fa- vorable. Thev have ordered auotlier inatallment of bonds. Treasury clerks left lust night with $11,000,000 more. .. THE POST-OFFICE DEPARTMENT BEOOIL The Postmaster-General proposes to correct snother irregularity. in the execation of contracts. Heretofors it has bean the custom for some cooiractor to obtain a large number of contracts, and then sublet them at much lo¥er raes thin are paid by the Government. . It is proposed to 1emedy this beresfter by s'1aw wiuch sbail provide for the publication cf the nnmes of the contract- o8, with their routes, and the price paid by the Governmoat in every case. PRECAUTIONS AGAINST YELLOW mzm According to informstion in officisl quarters, ‘all the Southern cities are rapidly bagiuning to tfake sanitary preventive measures against the sollow fever. - The medical guthoritics here are confident that if the quaractine regula- tions are perly enforced, and the Jocal . hmthpr:nmnihu South are .efli- cieit, it will be poesible to otect the country from a serious epidemic, The sta~ tistics which ate nuw prepared upon the subject of yellow fover show that the cities where un- wusual precautions were takien suifered much less in 1873 than othercities. In New Or- leans itgelf the fever at no time became epi~ dsmic, owing o the extremely careful sanitary meagures. PERSONAL. wyman Bridges is hero. Gov. Bevaridge is expected.
