THE LOCAL SITUATION. LaSails sireet is itee!f again. The insurance 2gencies abounding on that resnvered from _the excitem: tboroughfare have ent occasioned by the withdrawal of tho National Board companies, and eversthicg in going on again aa Tegularly a3 clock-work. A+ stated yesterday, nearly every azency = the city has retaine d two or more good companics, and all of them are doing now & very good business, ~ In fact, they are doing a better b Lozr iness toan they did before the National Cowpanies left the city. Catherine, Market, Water, and other streeta of unsavory odors and namos, is a maes ot dangerous noighborhood,—not nearly so val- unble, bowever, 83 to probable losass as the ather section bsyoud Broadway. Taking the weat side of Broadway, from blurray strect up to Cabal, and from Lroaaway to Hudson and Weat Broadwag, & section known a8 TIE DRY-GOODS QUARTER, and we have tho one on which the auxiety of in- surance companies and fire and police depart- ments is mostly concentrated. The streets aro mainly narrow, having been formerly the abode of Lhe poorer people who were employed *down town.” One causs of the comparative mmuni- ty of thia ares from destructive fires i coneid- ered to be the fact that it has coased to have auy large resident population. With the excep- tion of the smaller etrects that fringe it, like the trayed ends of a lady's ekirts that havo seen service, and the comparatively insiguificant num- ber of jamitors’ famulies, ete., Who sleep in it, thie lower end of New York is fast becoming a8 the City of London is—a place deserted at night—devoted to trade, but bot to living. THE FIZE DIPARTMENT cf this city consists of & Chief Engineer, who ia the bead of the Department, an Assistant Chief, ten battalion commanders or engineers, forty-ons steam engine snd eizhteen hook and ladder companies—in, all fifty-zine companies ; each cousisting of tvelve men, or 6S¢in all. The en- gine companies consist of & foroman and assist- ant, an engipesr end driver, and eight men. The hook and ladder comrantes consis: of foreman and driverand ten men. Each of the latter com- panies carry two Babceock extinguishers to oxch truck. There are two chemical engince in use in the annoxed towns, sud two kept in the city proper. Thexe are served in dotails from the reg- ular companies. Thoe Department now bas fifty- one steam-engines, of which ten are held in re- rerve. Tuera ara twerty fully equipped hook and ladder trucks, of which two are beld in re- serve, Your Iire Departmeut is cilicised, I find, by the Now Yorkera for not being btter supplied by this arm of the servize. All the en- gines are from one marufastory, ke but are of five differcnt patterns. Tiere nte tive self-propellers in nse,—the inst of which is re- garded 23 a great success. THE FIRE-ALARN TELEGEAPI seems to be mple for ail purposes, there being 533 boxes in operation within the 23 sqasre miles contained in the aity proper. These are divided into forty-one circuits. sounded here. Throe signals are given. At the first alarm, in the territors south of Canul, aa well as that north up to Fifty-ninth street, five enginea and threa hook and lsdder companios ars concentrated. Tlus can be done inside of five minutes, and generally within thres. Onthe second alarm, two more eugines arrive ; and on the third alarm cleven engihes and five hook ana Indder trucks, 8 total working force of nearly two hundred 1nen are concentrated. After that the Chief Engineer seuds for such enzines. &c., a5 he may deem necessary. In thus concentrat- ing their forces the Department endeavors to arrange it 8o that the companics are gathered from alteroate districts. In tho territors north of Fifty-ninth street the force is reduced 8o that on the first alarm three ongines 2ad two hogk " and ladder trucks generally assemble, and atter- wards in proportion. THE AREA SOUTH OF CANAL STREET is divided into threo fire battaions, with ton en- gines and six hook-and-ladder companios. Bat. for administrative purposes, the Firat (or chief) Distnct runs up to Youriceuth strear. Ib is '| founa that thie bulk of all fires, 28 well as have ns much business on hand as they can | alarms, occur within the area between Clianbers possibly attend to, and they sre still under- wriuing at the old rates. THE UTMOST GOOD prevailed in insurance circles FEELING yesterday, aud DOE & single insurance agent could be found who felt diecouraged in tho lesst. Tnere was need of it. The engineer in Churge norured wo that, &3 & iulo, ibe camo thing could be done at any time within the sce- tion below Canal, while at night the w..rk would be even more rapid. The most imporiant feat- ure of this subject is, of course, THE WAIER SUTPLY. R The smount of water consumed daily in N York reaches the astounding aggregats_ of 103 000.000 gullons. This is the marximum so far, and is, 28 & rule, oniy obtzined in the summor tune. It will run down, during continued rain, £0 90,000,000, and will average about 97,000,000 gallons. = Tné average increass per angum has ‘been for severnl years past at the rate of 5,000,- 000 gallous daily. The Water Department at City-Hall can double the supply down-town on an emergency, and upen ' teiegraphic order, within & very brief space. The engineers in charge, with whom T couversed, complain of the laxity of the law as to waste of ater, and as- sert that thero are no effectual’ meaus to check thia. Of course tho water voluma Jozes much of its force by the tue it gets to Canal street and below, and the chief purpose of the Croton Board, and of tusir ongincenng, is to Leep vol- ume, if not force, always svailable. All of these were put out by the use of tho _fire-extinguishers, The same patrol attended ninctecn fires where no alarm was given by bell or telegraph. | It also sounded the alarm at nincteon other fires, making a total of 8fty-thres, making s service at fires of 243.45 Lours, whora 1talso spread 2,106 covors. The waste of water i8 less, thio Parks Department aro obliged to use their water over again, aud very fow small mains are laid in the city. Although the last laws of the lass session of the Legla.ure bave already given rise to a large amount of Ltigation, the coming season will probably be quite fruitfal in misunderstand- ings. Many obscurely-drawn statutes remain to be construed, particularly thosa relating to hus- band and wife, aud their as yot undetormined and undetermiozble rolations. The State courts expect to call in aid from the Judges of tho neighboring coumies, if any room can be found for their accommocaticn; and certainly, judging from tho number of suits ‘begun in the psst three months, it scoms that five or six extra Judges could be accommodated with busivess for the next ten mon:bs. ‘Tue character of the litigation, however, will not be mo heavy o8 it was last yeur, for the recenf changes in the Baukrupt law have driven a largo nonmber of small assnwmpsit claims into court. 1t was expected that Judge Buros would be bero thus mouth, in the Supcrior Court, but he caupot come. = Arrangewents are, however, makiog for extra Judyes in the Bupertor Court for November.
