H WALEER'S REPLY TO GOV. EELLOGG- Last Monday morning Tuz TRmoxE published tho result of an interview with C. H. Walker, Ezq., formerly of this city, but for some years a resident of Louisiana. Baturdsy morning it publisied a telegram from the Governor of Louisiana denying the corroctross of the atate- ments made by Mr. Walker, The lagter gentie- man returned to the city yesterdav, and replics to that dispatch in the following comanication Tothe Editor of The Chicace Tribune : Sin: Gorv. Kcllogg does not deny the truth of my statercents, I charged thut the debt of the Siate had been mereased §20,000,000 aince the War. He says that « large portioz of it was incurrod undér Democratic suspices. A suficient refutation of this s that the Democritic party bave nut been in power I Louisiana since the War. The £2,500,000 fraudulent bonds wers issued by Gov. Warmouth, ' I did not state otherwice, but expressed tha fears of the peoplc that the Funding Comsuision~ ers under the K:llogg Guvernment would legitie Tuate them, as_they Lave the power to do, and thus make the people pay them. Gov, Kellogg does not deny this, nor Le give any swsurauce that Lis Conimissioners will ot do so. zaxEs, 1 said the Kellogg taxes were yery much larger than before the War, but not larger thau under the previous Government. Gov. Kellogg doos not deny thix, but trics 0 ide his 14-mill tax, which is _very 2 larger than the legitinu, requirements of the State, buzind tho larger stesl of 215 mills by his pre- deceasor, Warmouth, Tiex LEVERS. 1 will mention one reduction in Btate taxation. At the lawt_seweion of tha Legivlature s bill was pasted re- ducing the tax for levee purposes from 4 mills to 3 mills, but at the eame time relieving the Company from'any lability whatever, thua perpesuating to the Comypany more than double the cost of the work, au uishing them from all responsiility for the of the couniry lisble o ovesow, Is not thats reduction with a vengeance 7 Tu St. Mary's Perish, where I reside, when the pre- vious ofiicers vacated to Kellogg's appoinuces, there /00 left in the treasury. New Onveans, La., Sept. 26.—The publica- tion of the letters of Messrs. Butler, Billings, and Cushing to-day, was, I am assazed by a cou- findential adviser and a prominent member of the McEpery movement, unauthorized so far as Mr. McEnery and his prominent supporters ure concerned. While the letters published were of minor importance, it had been the inten- tion to withhold all the correspondence from the press for the present at least. The originals were all returned when the State-House was surrendered to Gen. Brooke, and postibly may not now be in existence. During the occu- pation clerks were employed in copying the more important documents, and it was suppcsed that only one copy a8 taken, but the publica- tions of to-day lead to the belief that two copies wero mado of at least u portion of them. 3Ly informant stated as the publicatior of private corrospondence was rather a delicate matter, snd as it might result in antagonizing some very infiuential men to the McEnerycause, it had been fully decid® not to publish, and that they were surpri<ed to sco these lotters in print. THE CONFERENCE BUSINESS bas fallen through, the Republicans refusing to treat any further.
