When, on Thursday evening, Scoators Frolinghuysen and Conkling had in turn declined the proffered Chairmanship of the Joint Belact Committeo, Mr. Carponter offored it to Senator Morton, and requested him to con- gidor it over might. This morning ho too refused, aud Mr. Carpontor then, without consultation, appointed Senator ~Morrill, of Maine, who likewise asked to bo excused, giving o8 his roagon that ho was alrendy overworked. His wish was complied with. Mr, Sherman, evi- dently desiring to relieve the presiding officer from further humilistion, now camo to his res- cue with A MOTION TO RECONSIDER tho voto by which tho Senato concurred in the House resolution for a Joint Committco.
