TIE PRESENT VALUE OF THE PROPERTY. A reporter of 'I'ne 'Crtpuse ealled upon Mr. James I Rocs yeaterday aftornoon to ascertain his viows with regard to tho value of that por- tion of tho lake front which the railrond com- panies dosire to secure. As lio is n man of large experienco and thorough information in the husiness, his opinfons will possoss more thou ;mlilmr_v weight. Tho conversation wns as fol- ows : The Roporter—What Is your opinion as to tho prosont real valuo of that part of the lake front which the railrond companios want ? JIr, Rocs—Well, it {8 pretty hurd to dispose of ranl catato just now, but, it that property was sold on_ ordinary torms, it would bring about 81,200,000, or half what 16 was worth when times woro better, The arop of the ground and its location would help tho salo » good deal. Tho Reportor—What is the area ? r, Roos—About 1,200 feet front by 300 deep. Tho Roportor—Would_tha property be wortl more If it was subdivided into lots? Mr. Rees—No: that would make no particular differonco in $hio price, s tho onst and vost streets do not run through. The property, as you know, has only one front. I have a lot for sale in that vieinity, which is much botter situ-~ ated than the lake front ground, for which I wanted 81,000 a foot, but I cannot get more than 2000 for it. This will givo you an iden of the genoral condition of the ronl estato murkot. The Roporter—Would it increaso the value of the lake front if, says Raudolph, Washington, and Madison stroots woro run through to the railrond track ? . Mr. Roor—I think 8o, ng it would tlien bo- comomora dosirable business property than it is now, The Roportor—H ow much would tho property be worth if sold in a lmmp, to be paid for, say, in threo months? ¥ Mr. Roes—You cannot digposo of renl estato on thoeo terms now. When I snid it was worth 21,200,000, I meant that it was worth that with ono-quartor cash and the balance in ono, two, and throo yonrs, Thoso torms would bo very advantageous in stringent times, like tho present. ‘Tho Reporter—It is your ogln[nn thon, that tho city would make monoy by selling out for 2800,000 cash, Mr. Roes—Most decidedly,” considering tha nature of tho titla which the city has got to tho property. FEELING OF TIIE PROPERTY-OWNERS, Al Jesso Spaulding etatea that he has seen noarly nll the proporty-owners on tho Lake front, and, with tho oxception of Mr. Scammon, they have expresscd thomeelves in favor of tho immediate salo of tho three northern blecks of the Lake Front Park to the railrond companics for a grand centrnl dopot, tho proporty to bo sold at n fair market price, and the proceeds to fo into the City Treasury, It is bollovad that ho monoy ean bo paid in within ninety daya af- tor tho terms aro agreed to. It is nlso gonerally considered bost to sell all city {n'opum‘ ‘which is not paying any revenno, and thus_obtain funds to puy off tho flosting debt and reduco taxation. A correspondent, in deseribing the natural facilities possossed by the Town of Lako for securing pure water, saya that botween Ashland ond Blue Teland avenues and Thirty-third and Fifty-ninth streots, thore hnve boen n scoro or two of wells dug, above the level of the lake, which afford an abundance of clear and cold wator.” One of theso wells, situated at tho corner of Blue Island avonuoe and Fifty-flvst stroot, was sunk to the dopth of 43 feot, at which point & reck was struck, Thorock was bored into about two feet, and there immedintely gushed forth n vol- une of water that xoso forty feet in 8o muny minutes, filling a well four Toet in diumotor, and rising ton feet alove the lovel of the lake, The correupoudent wants to know why the town au- thorities do not take ndvantage of this natural blessing, Io asks: *If a two-inoh lolo can afford such & large quantity of wator in so short & timo, why can there not bo f lurge resorvoir dug there, m-‘.i 100 or 200 fect in diameter and 21 in depth, wolled up with brick and bydraulic coment, and then porforated with s gcoro or moro of six-inch holea ? Dr, Miltor iutroduced tho following lottor from Dr. Danforth, of Chicago, which tho jury took clinrgo of : Cutoaco, Dec, 20, 1670, Dr, B, C, Miller: DEaik 81 Your note requesting me to furnisha stutement a0 to tho conditivn of the heurt shown {o mo Dy Dr. Powell did not reach mo U}l thia evenfug, I commotced prepariug o fow microscople pecimen: tho day ofter I saw Dr, Powell, but was interrupted by Leing auddenly called vut of town. Up to this even- ing, therefore, I had douo nothing at all, Since recoiving your wmote, I have glunced ut four or five Bections, hauflly mounted, and scarcely 4t for exandnation yet, and am inclined to think ihat if thero Is any doparture from tha normal ndition of tho Leurt-tisauo, it s cxceedingly slight, The muscular tissuo of the left ventriclo sestus quite healthy ; possibly tho counective subatance of theright ventriclo showa a little moro than the normal smount of fat,but Tam not yot preparcd to ussert that flis in tho, case. A re-oxaminition of tho sections after they huve been soaked in glycerino twelve lours louger, snd Tayo bocono suMisicitly transparcnt, saay chsige my opinion entirely, Yours, J. N, DanvonTi, Tho jury ndfourncd at 4:15, to reassomblo on Mouday at the privon. The Inquest is oxciting u great deal of attontion. 1t will .doubtless come to n close ahout noon Monday. ANOTIHEI CONVICT-DATIL, Tn my dispatch of 'harsday 1 stafed that Maj. Wham, Warden, was 1 possossion of the aflidn; it of Dr. Mason to tho effect that he (Muson) ordored tho bathing of, Williams. To-day Maj, Whatn vory kindly showed mo tho affidavit, 1 oxtract from the afildavit the following olaus “1 coneulted the Commirsioners in this caso sud others to which m; at- tention had beon called, ad ik was docided that the bath might be used undor directton.” The partioulor case referred to in the nbovoe extract 18 that of a convict whom Dr. Magon found in tho bull-rings. The poor f low’s foet wore frozen off, and the stubs of his logs woro resting on cushions. 1Io was being punished for somo offense Lo bud com- mitted. Tho Doctor thought n cold bath would do the conviet in question great good; so ho askod Commissloners’ Bano und Canislus for nuthority to apply the bath to him and certain other cases, Tho demand mot their approval, as it npRnnrs from the Doctor's affi- dav It was under this vorbal authority that tho Doctor ordered Willlams bathed for * feign- ing sickness,” At the timo this vorbal authority wis givon by the Commissionors, an order againgt bathing for * punishmont " was on the records of the Doard, and rocognizod ad the rute of the prison. It will be seen, then, that thero are two ordors of the Board,—tho first apponr- ing on tho rocords, and forbidding bnthing for *¢ punishment ;" while the sccond is simply » vorbal ordor, admitting of cold baths for * foign= ed sicknoss " und othor caunes, « under tho di- roction™ of tho phyricinu.
