That railroads cannot exact more than a fair rate of interest on the capital actually invested in them, and that whon, in addition to this, they claim dividends on watered stock and fraudulont bonds, the State may rightfully interfore for the protection of the people ; that unjust discriminstions between different locolities are in violation of law and should be prohibited. 4th, That subsidies or bounties of monoy, land, or public credit, to railway, stoamship, or other corpo- rations, are flagrant abuses of the powers of government, fraught with the gravest dangers to the people, and tending to promote corruption, oxtravagance, speculation, and financiel disaster.
