As tho rates proved to bo sufticient to creato o small surplus fund, and as this dopartmont of tho Btate Governmont {s intended to bo only solf-sustaining, it wos deomod justifiabla to ro- duco tho rates of inspection. Going back to tho Doard of Trade regime, as woll au to the admin- istration of my predeccssor under tho anthority of tho State, whilo o surplus fund was in tho Trensury, and thoroforo tho fluancial depart- ment easy fluancially, the practico of not vigor- ously urging the collection of tees was permitted to croep into the rervice. This practice wes per- mitted to grow until parties representivg about ono-third of the shipments of grain from this port openly contended that they wero obligated topay tho feos. It wan whilo this was going on ihat tho fees wero reduced, sud the eventual re- sult is therofors very apparent. On April 80, 1878, this departmout was 1n debt $2,153.86, as Leforo stated.
