THE CHICAGO DAILY TRIBUNE: HURSDAY, OCTOBER 2, 187 MONEY AND COMMERCE. MONETARY. WeDNESDAY BvENING, Oct, 1, "To-dny is tho firat thuo sluco the beginning of tho panlo that we have vontured Lo write **T'ho worst i ovor | ** and wo bellove It is tho first day forn wook that tho persons who kuow the most nbout tlo cavses of tho panie n this part of the country hayo dared to thwk it possiblo, Many peoplo Lavo snld from timo to timo that the worst was over, but in most cnsos they eaid 80 efthor bocnuso they hopod it might bo so or beeauso it would have tho effect to put a littlo backbono into womebody oleo. DBut now tho goneral bolief s that mno iucle Ient that 48 likely to bLmppen wil .bo ablo to unsettlo poople’s minds and creato any suoh feollug of distrust as has oxisted on sevoral of tho last fow daya, It is an important fact that, ns far as this com- munity i concerned, wo .linve got rid of an olo- ment of wenknoss, bocause we have got rid of the Union Natlonal Banl, with its gront mass of country bank accounts, This is not intonded ay any roflection on tho busiuese charactor or mau- egoment of tho ofticers of the Union Bank, but simply with roferonco Lo tho fact that tho Union National Bauk hold probably nearly ono-third of nll the country bank doposits In this city, The Buspension of tho bauk hos, thorefors, put o «quictus ou ono-third of tho possible country do- mand for currency. Thore is ovidouce to-dny that tho bauks that remain open ara doing business with more confl- dence in cach other, from the faet that inatead of recelving checks on othor banks only for col- cction, thoy are taking chocks on all but o fow elty bauks and crediting thom up to thoncconnts of the dopositors, Itis not at all improbablo that oue or twwo small bauks, of which the shaky charactera ara wellknown, may fail within thonoxt fow wocks, but their failure will not make a rip- plo in the business community, and it will bo a good thing whon they are out of the way. Tho cighteen largost commorcinl banks and all the important savinge banks aro now cortain to re- main unharmed, The udvance to-day in the prices of wheat and corn is significant of roturning confidenco. ‘Wheat is nearly up to the price before the panic, and as prices riso tho chances for speculation in buying at panio prices will disappear, and the currency will flow into the Lanks,—if our banks hiad out a groat amouut of loan-cortifleates, liko those of tho Now York banks, it wouldn't, Chi- cago may congratulato horself on the fuot that her bauks, now doing business, aro 28 o rule on n sounder bnsig than {ho bauks of nny other city Enst or Wost. Thoro is, of course, not much New York ox- shango sold hore yet, but shippers are selling somoe, and tho rate charged ranges from 8 to 4 per cont discount for exchango payable in cer- tifled checks in Now York. At this prico, bauk- ers liere can afford to buy the bills, and, after gotting thom cortified in New York, sell thom for curroncy, which will be sent horo by exprees, This, wo know, is being done, and it will probably continue to bo the rule. This will obvinta the necossity of keoping any ‘Dbalance in the New Yorls banks until they get id of their loan-cortifieatos, The tendency will algo be to draw currency from the open marlot in New York to tho West., Thus the curroncy will como West, instead of tho doubtful credit of tho New Yorl banks, in exchange for wheat and corn. Monoy was loaned in tho opon market in this “ity to-day at 10 per cent per avnum on primo collnterals such us city railway stocks, ete. The banks are, of courso, discounting scarcely anything, but thoy aro making loans on any marketable collaterals, spariug~ ly, of coures, but it i bolicved that they will now bo ablo to gradunlly relnx. ‘Thero hus been an immonse amount of an:r maturcd and gone to protest since tho panic be- goo. This indobtednoss will have to be worked down grndunllfi. The merchants cannot pay these matured linbilities very rapidly until trade revives, and trado will rovive here in proportion to the nbundanco of currency in tho Northwest. The banks here cen bring the currency from the Enst by taking Now York exchango at the 3 per ceut discount and selling it in New York for currency to Dbring West by ox- pross. 'Tho speedy liquidation of this matured and protested ~ indobtedness can therefore Lo greatly facilitated by the policy of the bauks in regard to New York oxchange. There is no doubt that tho country banks in tho Northwest hold an immenso amouiit of curroncy. At least if it i8 not in the country banks it is in tie Liands of conntry peoplo and the conntry merchauts, This curroucy will not flow freely from tho conntry banks to Chiengo until tho country bauks are convinced that thoro is abune dnnce of curroncy inthe banks of thiseity ; when they nare convinced it will come like ‘a_flood, but the recupeiation must begin hore. During the five weeks provious to tho panic there were probably 815,000,000 of eurrency scut from this city into the country, west and northwest, Dur- ing the pauic nearly all the currency that was in the cities fled into the country, and 1t is from that dircetion that tho great 1eturn wavo must come. Its coming will be an evidence of royival of buainess, and concurront with this will be o re-c.ablishment of mercantile credit in the West. It is not improbable that the panio caught n grent many morchants in all parts of tho country with their business romuch expand- 8d tunt they will bo unable to *tide over." It is therofaro reasonablo to ox[lloct that, dur- ing the noxt month or two, wo ehall honr of o good many mercantilo failures in all the Inrgoe cities, and rnmnululy in tho East. 'These, how- naver, should nol bo regarded as tho precnrsors of any new flnancial atorm, but ouly the deferred effects of tho one that hay consed. "Thero is but one bad foature now in the whole finauciul outlook; thet is the losn-cortificato nurrcnc(y of the New Yorlk bauks, ‘I'hoy hiave got themselves into an infernal mess, and, wich their well-known chronic habit of ealling upon the Government to lelp thom out of all their stock-gambling scrapes, it will not be surprising if they nre soou calling for au issuo of more reenbacks, or somothing of tho kind, Now ork Clearing-Houee Loan cortiiicates wero sold in New York to-dny, for account of some Chi- cago bauks, us lugh ns 9814 ceuts In curroncy, e REAL ESTATE. But in both these respocts the facts were so complotely at varinuco sith the expoctation that tho well-wishers wore most agreeably disap- pointed.
