Tho aggriovedimportors could not underatand how that could be, and proceoded to investigato tho matter. Examin- ing two boxos of cigars purchased on Randolph streot, they found that tho cigars wer o domos- tic product, but that they were stamped with the Government stamp aa if thoy had been importod. One of the boxes purported to con- tain what is known as the *‘Rosa” brand, and tho other what is known as tho * Accopelon™ brand. The Randolph street mon woro selling the ‘“Rosas” at 8110 por thousand, and * Ao- copefons” at €160 por thousand, while rogular importers could not sell them loss than 9180 per thousand for ** Rosas,” and $190 for “ Accopeions,” How Randolph street could afford to undoracll them tho importers could not comprehond, so they wont to tho Oustom-Houso for an explanation. They saw tho gentleman who bag chorge of tho inspoction, and le re- tained possocssion of the two boxes for a day or two, but the complainants got no satisfaction until the Inspector roturned the cigars and make some unsatisfactory excuse, to the effect that Lo could not legally proceed against the Randolph streot firm. The complainants oxpeetod thnt ho would have immediately soized and closed up the Randolph stroet house, but noth- ing of tho kind was dono. Suddenly, sud this s the suspicious part of the case, tho Randalph stroet paople stoppod selliug the alleged countorteit cigars., The quostion i how did they know complaint was mado if they did not learn it from tho Custom-House, and if they learned it from tho Custom-Houso who told them, and why woro thoy fold. Anyway tho illloit traftic has censed, and that much good has Dboon dono, but it is legitimato to inquire if sny of tho Custom-Housa Inspectors were friends of tho Randolph stroot folks, and in caloots with them. Genuing denlors intimato that any firm &0 disposod could afford to pay well to curry on the illigitimate trade for some time. * A visit to the Custom-Tiouse revealed very lit- tlo. It scems, from what was stated, that tho Inspector admittod he wns a friend of the Ruu- dolph street firm, but he claims to Liave done hia wholo duty to the Governmout; that ho con- sulted the District Attornoy, whocould not find a law to moot the cave, and the conclusion ar- rived ab was that a fraud had been porpotrated on the trade and the public but none on the Gov- ornment. It is somewhat dificult tounderutand how tho public and tho trade counld be cheated and tho Govornment go acot free. Ify the public is imposed upon by tho eale of do- mestio cigars on which thero isno duty, for im- ported cigars on which thoro is a heavy duty, the Govarnment must certainly loso. A plausible theory ia that thuy wero stenmed off gouuino boxes bofore beinj torn and cancelled, and anothor theory 18 tha the domestic cigars wero exported to Havans and importod back sgein, wssing tho Custom- Houeo and receiving the oflicial indorsement of their gonuineness. It is not impossible that somo employe of the Govornment suppliod tho stamps, and in that way abotted the fraud.
