Mr. Binger moved that they be recommitted to the Committec. Mr. Miller opposed. The Committee worked six months and mado & report, which every membor signed, Ho moved to adopt it, but the Commissioners who signed it treated it like s bestard child, and tried to strangle it. Mr. Binger’ had steadily voted to_have the majority report adopted, but the Dbard had dodged. To make another offort to got the thing in shapo accoptablo to tho Board, he had made tho motion ho had, Mr. Olough said the Council had recommitted.
