The practico has boon chiofly confined to New York City, and to one or two of the baukas thero, There is nothing in tho Danking not which pro- bibits tho loaning of curroncy upon the basia of gold. A Governmont legal official, who has recontly thoroughly examined the documents and law in tho case of the Government against the Credit Mobilier corporation, oxpresses tho opinion that the T'rensury Dopartment may not properly with- hold one-half tho cost of the Government trans- portation over the Union Paciflo finitrond toward the interost of tho bouds of that road, pond- ing suit agalnst the Credit Mobilier. Ho states that tho Government has mani- festly no uuthorlegu for collocting annual intorest upon theeo bonds. To the Editor of The Chicago T'ribune : Bm: Tho complaint arisos from overy house- hold and ovory consumer of milk in the city, *Why doos all the milk we buy so strikingly ro- somblo Lako Michigan? Tho anawer is not dif- flcult, nor would tho quostion bo nsked, could the inquirers bo permitied to seo tho milk from the timo it loaves the cow to tho timo it ontors tho mouth of tho consumer. Each dairyman—focling confident that the mille from his cows, owing to their good condition aud oxcellont keeping, is superior to that from other cows, and will boar a little water and then bo cqual to othor dairymon's milk ; and fooling al- go that it will bo roduced a littleby somo one bofore it roachos tho consumer, and ho might s woll—indeed botter—introduco n little of his pura woll-water, as for another to add impuro, unwholesome wator, adda water enough, in lus judfmune. to make the quality only equal to the milk of othora, In this, howaver, he ofton, owing to the ox~ altod opinion ho ontertains of the supoeriority of bis own milk, over that of his neighbors, and not baving a sampla of his neighbor’s at hand, odds o little more water than lio really intends to. Tho millt is thon, in its reduced condition, sold to tho middlemun, who takes it from the country station to tho city, Tho middloman not know- ing that tho milk bears a stronger rosomblance to tho well than tho cow, by reason of the farm- er's water ; and boing woll eatisled that the milk he gots from tho farmers {8 vastly superior to that sold by others in the cit{‘; and knowing that thero i nothing purer than the wator of Lako Michigan, odds to tho already reduced fluid & further supply of water. Tho fluid is thon taken by the city-dealors, who distribato it among the consumers through- out tho city. Beforo delivery, however, mnot knowing that tho milk has alroady beon swollen by its own 1\mxmy of water, but supposing it to bo frosh as it comos from the cow, and having lonrned that the stomachg of his customors are not sufficiontly strong to bear milk of full strongth, the city-dealers give it nnother copi- ous draft of water, Thus the milk, by the time it is ready to bo delivered to the consumers, has boon so diluted that It ceasos to bo milk, hut has become water with a littlo milk in it. Often times, to avoid dutu.}i?nh tn little chalk or othor substanceis od to it. Of this white waten, bordering largely upon the bluo, the peoplo of &olicngv are daily uu“l’:g, ond paying o bighost prico auked for tho purd article.’ ot only aro tho people paying for what they do mnot receive, but the various ngrodients ~ mixed with the mllk]m'n positivoly Injurious to the health of the peoplo, What'can be done? Can nn(lhlng bo done? is tho inquh—{ of tho wholo peoplo. Yos, something can and ought to be dono to prevont this univorsal cheat aud fraud. I would suggost, as a remedy for,tho evil, that anow ofiico bo croatod, known aa ¢ Milk Ine spoctor,” and filled by a compotent person, whose duty it shall be to analyze a portion of any milk brought to him for that purpose, and give to the porson buying the same, for s roason~ ible componsation, o gortificato 0f tho com- ponent parts of the milk, This would place it within tho reach of all to have thoir milk analyzod. 5 If, then, any consumer had resson to beliove that adultoratod milk was boing sold to Lim, ho could have that fact dotermined without tho sualyzer knowing who sold the milk, and no collusion botwoen the analyzer and tho vendor of the milk could poesibly exist. Then the vendor of tho milk should bo by Inw held strictly rosponsible for all such adultera- tion, by fine, and, if necossary, imprisonment, By this means, I am satisfied, the great abuse of ‘which tho people mnow #o justly complain would be entirely doue away with, A MiLg-CoNsUMES, Cu1caao, Aug, 41, 1873, —_————— i Fatal Chineso Duel Arkansas.
