Tho Corporation Cown¥dl sout in an eclaborate opinion to the effect that the joint committees of the Council and Board of County Commis- sioners had power givon them to award tho pro- miwms for the plaus, and that their action was fully authorized, and bound the Council so far as the premiums wero concorned, without, how- ever, bindlng it in any way 50 far a8 the sclec~ tion of nawlnu to build the Court-House by. Tho nct that the report was s:}.:nnd by the Board of Public Works made no differonco. Bubsequontly, Ald. The Corporation Counsel in roply to a resolu- tion naking whether the Council could confor au- thority on tho Mayor, by ordinance, to rovoke Jicenses, to snloon-koopors, und for what ‘causg, if nny, he may revoko them ; stated as to tho first question that tho charter gavo the <Council powor to regulato the salo of ardont apirita, and to authorizo the proper officers to graot licenses and tako bonds for tho good ob- servaneo of all tho ordinances and regulations of tho Council.
