Tatnzzi, tho famous Italian statesman, who died yestorday, was tho moat learnod and ono of tho most eloquont of Italian lawyers. Tho policy which ho promulgated, and which regard- cd Franco and England as *the natural allies of Ttaly,"” and disrogarded the sanctity of tho Papal Boo by declering that Rome was tho true Capltal of Ttaly, was not accoptable to Parliament, and ‘his resignation followed., In 1867 Ratnzzi again Docamo Promior, but relired in o fow months, To has sinco hold no ofiicial position, but has ‘boon an eloquent cxponent of tho views of tho Opflosition to thorenctionary party in the Itallan Parlisment. THE DEFEAT OF JUDGE LAWRENCE. . Wo Lavo characterized tho dofeat of Judge Lawrenco a8 the most brutal outroge over per- potrated in the State of Illinols under the aus- pices of univorsal suffrage. Ono such transag- tion is enough to sot overy reflecting person to musing on the probable .outcome of an clective Judiolary. Upons full survoy of-the United Btates wo caunot discorn any istrict, of equal population and territory, moro lilely to reach an intelligent aud eafo conclusion, upon s glvon stato of facts, than the Fifth Judloinl District of Illinois. It is full of echools, and nowspa~ pers, and pulpits, and thrifty, breozy villages, and reasonably prosperous farms, with com- paratively fow persous of .forcign birth, and theso of an excoptionslly clonr-headed end vir- tuous ort, And yot, with all theso promising matorlals, tho Lifth Judicial District has porpo- trated through the ballot-box n flagrant and in- oxcusablo outrage—no less than rejecting with contumoly a Judgo who has deolared the law to ‘Do what it is—rejecting him for the renson that Lio has so declared it. It Is not nocossary, in or- dor to charnctorize this provceding, to rocount that Judge Lawronoo is tho foromost jurlst of the Btate and ono of tho foromoat in tho nation ; that In the docision for which ho has'boen oust- ed all tho mombors eof tho Hupromo Court codourrad with bim; that oust- ing Judge Iawrenco will not mako the law difforout from what 4 is; and that pusting all tho othor Judgos will not mako it differont., Thoso things soarcely nggravate tho offonge, Rojooting & Judgo bocause ho ia honost, couragoous, and uncompromising as to tho clalms of truth is a practico which noeds only to Lo gonorally adopted in the United Bintes in order to plungo tho poople into the boiling wator of anarchy, to osonpo thence to the moro tolora- blo climato of dospotism, as Franco s dono throo or four times within two gonorations. The causcs which conlributod to Judge Lnw- ronco's: dofont woro thrdo or feur-fold, but sl hod their orlgin nnd atarting-polnt in tho Alton Tallway deolsion, . 1. Tho firat causo was that compound of igno- ranco and fraud_ falsoly donominated * Farmors' Couvention." It ia a8 woll sottlod na anything can bo that the Princoton Convontion, at which Mr. Cralg was nominatod, was not o farmors’ convention in the senso of boing roprosontative ©f tho farmors of tho District, It wan a hnatily- nesombled conclavo of farmors, loafors, ond rail- rond omployes, in which tho two firat-namod clasacs propondorated in numbors a8 much 08 .tho Inat proponderated in sngnclty, It was pro- sidod over by o railrond omployo, and it nomi~ nated o roffrond . attornoy ns its candidato for Judgo of tho ‘Supromo Court. It was spoodily ropudiated by tho Formors' Assooiation of La Ballo, tho lnrgest county in tho distriot, and by tho officors of tho Farmors' Assoclation of Knox, and by tho Secrotary of tho Stato Farmors' Asso- olation, Novortholoss, it was horalded abrond as tho Farmors' Convention, and Mr, Oraig wont into tho contest with tho prestigo ot tho * Farmors' candidato " in an agricultural district; sud mul- titudos of farmers, with only the most hgzy no- tion of what wero tho roal facts in,tho caso, gavo thoir votes for tho toket so labeled. II. Tho Chicago, Durlington & Quinocy Rail- road Company, tho corporation ngainst which tho Princoton Convention waa ostenaibly assom- blod, supported Cralg, justifying thomsclves upon this ground,—that horo is n movoment avowedly designed to mako and unmake Judges, nccording a8 thoy will decido this wayor that way, o movemont to turn lnwand the adminie- tration of law upside down, a movemont spocially intendod to injure us, Wo did not inaugurate this gamo, but wa,can play at it.- Bolf-proserva- tion ia tho first law of naturo. If wo'nrenot to havo Judgos olected to docide tho law to bo what it i if tho Supromo Courtis toboa put- up job; if woere to havo hirod mon on the Boneh, wo will have our own hired man there rathor than anothor. Mixed with this spocles of golt-justification was probably a strong undor- current of ill-foeling against Judgoe Lawrenoo, for 'and on nccount of tho Alton Railway doclslon, which, a3 wo have horotofors shown, wadg veally inimical to railway protonsions ond “in favor of tho peoplo. That this Ratlrond Company did support Oraig in tho rocont olection, wo have not tho slightest doubt. Tho ronsoning by which thoy justified themsolveswas spocious, short-sighted, and im- moral. They should havo said rather, Wo will slnk or ewim, livo or dio, survive or perish, with tho'intelligont, fair-minded, law-abiding portion of tho community. Thoroe, and not clsewhoro, i our snfoty. ThatMr. Oraigis under pledgos to tho Chicago, Burlington & Quinoy Railroad, wo do not affirm. But thot ho {6 under strongor obli- gations to them than to any supposed Farmors' Convontion is apparent to overy discorning mind, If any porson supposos that the railroads aro likely to got moro unpalatablo deolsions from Oraig than from Lawronco, ho i grandly mis- taken. Tho probabilities aro largely tho othor way. I, Enox County has been torn for years with asort of Modoo war on the county-scat quostion. Judge Lawrencoresides at Galesburg, and Mr. Craig ot Eunoxvitlo—the two towns so long disputing possossion of the county Court~ House. Accordingly, Galesburg gives 1,600 ma~ Jority for Lawrence, and Knoxville gives 500 majority for Cralg, while tho towna affiliated with Knoxville furnish 88 many more,—most of theso votes boing given without tho slightest reforenca to the legal qualifications, attainments, lenrning, dignity, or character of the candidates voted for. Apart from this county-scat issue Enox County would have given noarly its entire vote for Judge Lawrence, and would have olected him. 1V. Thofourth influonce working ngainst Judge Lawrence consisted of two nowspapors published in Obicago, ono of whiol roprosonts malice, and tho othor mediocrity, The formor had takon offense at a decision of tho Bupremo Court ina libel suit in which it was defendant, and whero THE CHICAGO DAILY mmtfi\m TFRIDAY, JUNE 6, 1874. soquoncos, Thoy hinvo o right to soo tho Donoh domoralizod, and justioo mado a gamo of grab, Thoy bavo n right to soo decisions sold to tho Dhighest bidder. Tho dsy of Jubileo hos come, and with it our Country Conslu and his wifo, ruddy and radiant, litho of stop, honost of purposo, aud eroot of form, Thoro is nobody whom: we nll sco 80 gladly, whoso freshness wo €0 uniformly onvy, whoso fdreo wo rospoct 80 much, and upon whom wo go gonorally dopond. It is o who sonds us onr food, buys our goods, reads our noWspapors, oloots our Prosidonts, and makes our lawa. Bo wa give him hoarty welcomo. It anybody supposcs that onr Country Cous- ins havo turned out in such forco ns they pro- sontad yostorday, snd will prosont to-day, on our atroots, morely for tho purposs of hearing tha Star-Spangled Bannor and the Anvil Ohorus, in the Michigan Bouthern Dopot, ho 18 vory much mistaken, Our country friond can sco na far into & millstono as tho next ono, and Lo Las un- doratood all along that tho Jublloo was playing the part tho big drum plays in tho travoling show, that it hns moroly beon tho means of an- nouncing to the outsido world that Robuilt Ohi~ eago s now n propor trim to rocoivo it frionds. o has known all along that thero was no pro- tonsion to groat musleal gymunstics, and that, if thoro had beon such protonsion, it could not have boon roalized in tho briof time set apart for proparation, Tho Jubiloo, thongh fully up to tho mensuro of any rongonablo ox~ poctation, i the occasion of drawing au oudi- onco which hns como to aco tho most wonderful growth of modern times, Itis o littlo proma- ture, perhaps, and & would havo boon botter to dostpono tho gathoring tll tho sutumn Exposi- tion, whon another summor sonson's application will have finishod up and rounded off tho onor- mous work which has beon dono within oighteon months and with only ono building sonson. But this was tho timo fixed for tho oponing of one of tho largost railrond dopots in tho coun, try, ond tho most ologant and spaolous hotel in tho world,—the Grand Pacific. Tho dedication of tho Pacific Hotel is woll worth tho attontion that has boon drawn to it Itis anough to ropay the visitof the crowds that have gathored at half-faro ratos, and ag our Country Cousin looks it ovor, whilo Gilmoro's band is play- ing acrosa tho atreot, ho may confidontly assure ‘himself that Lo is inepecting the moat gorgoous hostolry undor tho sun. Having dono this, ho will start out in soarch of tho placo whero the firo was, and find himsolf as perplexed as tho Irlshman, on his fireb visit to London, who couldn't soo tho tovn for the houses. To properly appreciato tho. difficutly e hasin discovoring tho burnt-district, ho must romombor that tho fl xo covored an aren of about 9,500 negos of donsoly-sottlad torritory. During tho ehort soason of oightosn months, tho work he finds comploted ropresonts, not only tho building of the houses which’ ho straing Lis oyo to monsuro, but the dlesring away of the debris: of tho old city. This work has beon deno, not by now-comers, but by the mon whoso fortunes wero Bwopt away and whoso lifo-work was Iaid low whon the firo camo. Tho marvel of onorgy which las produced it s mearcoly groator then tho marvel of -physical forco that has beon exponded in gath- cring togathior and putting'in sbapo the' wood, and brick, and mortar, and stono, and iron, and marble that make up Now Chicago. Bohind both theso marvels is tho gront support of our Couutry Cousing who .are visiting us to.dsy ‘who demanded nn immediate resmrreotion, and promisad to give it more vitality than thoy in- fused into tho old life, Thoy havo kept their promise, and thoy may look upon Chicago as ‘mainly their own production. Xt is not impossiblo that our country frionds now in Olicago fondly imagine that they have ‘brought with them the busy rush and turmoil which thoy 6co overywhero about thom in our crowdod streots. This is o mistake. It is prob- ably a largo estimato to eay that thore ave 25,000 moro strangers than usual in Chicago of this time. Thoro aro always onough of them to koop tho hotels full. Such a numbor, in a city of the opinion hod beon written by Judge Law- renco, ‘ThoIattorhad boon fined by thoSupreme Conrt for imbocility. The Chicago Times fur- nished tho idoas, by which tho Craig fght was kopt going, and tho OChicago’ Jowr nal fumishod the lsck of idons—both being equally important. DBoth theso pa- pors lied with tonacity and lavishness throughout the campoign—thoe Times ably and the Journal stupidly, but both with effect. Another Ohicago newspapor, which claims to bo the farmors' friend par excellenco, took o noutral position, lest it should scom to be in- depondent in something,—~it boing tho standing boast of ‘this newspaper that it is ¢ Independ- ont in nothing.” Wo do not know how far the tempor of thed Bupreme Court may bo affectod by tho defeat of Judge Lawrenco, but we can vory easily translate the lnnguage addressed to thom in the vacont oloction. It impllea that unloss the Judges -aro smart onough and bnso enough to spy out popular sontiment in advance and pandor to iti—wiless thoy aro willing to declare the law to bo what it is nof, in obo- dienco to s tomporary prejudico bogotton by low prices and hard tlmes upon the body of igno- rance,—thoy are to basupersedod in their turnby thoso who will. That if, in o moloo of this kind, thoy offend o powerful corporation by holding tho acalos of juatico evon®anded, then ite influ- onco will bo turned against thom also. That if thoy offend & nowspaper they aroto bo lam- pooned and dragooned to the ond of tho chiap- tor. And gonerally, that if thoy perform impar- tially tho high dutios belonging to their position, thoy aro to bo driven from tho Bonch with ignominy, This I8 tho lapguage addrossod to thom by ono of tho most intelligont conutit- ucncios in the Btato, or in tho United Btatos. Vory likoly it will have no offect upon them ox- copt to stir their indignation. Wo beliove that overy one of them would rathor go to tho poor- house than prove false to the oath thioy took when thoey assumed .thelr ofMces. Thoro is not ono of $hem who would not kick out of doors betweon 800,000 and 400,000 inhabitants, acous- tomod to crowded thoroughfares and a rushing community, would make but o small improssion on tho gonoral aspect of tho city. Thoro may bo ono or two more hanging on to tho back stop of overy horao-car, o littlo moro clbowing on tho sidewalks, busior clorks in the dry-goods storos, and an oxtra, effort on the part of Chica- go people to koep thoir places in tho stroots; but our Country Cousin may faly upon it that Chica~ go is always protty much es ho finds it to-day,— tho samo turmoil of people, attire, and nolsos; _courtosios and discourtesios, workers and loaf- ors, magazines, ropositorics and hostelrlos, mag~ nificent stores and hetorogenoous junk-shops, marble monuments, and dirty stroots,—aud that ho can partako of it in welcomo at his good pleasuro.
