OF ILLINOIS, bringing togother, in the compuss of & fow pngos, tho facts which aro scattored through the many volumes of Ilawa and logislativa roports. There are mow 18 publie inatitutions in this Btate, divided into tho hends of ‘Correctional,” *‘ Educational,” and ¢ Char- itablo.” Tho first includes the Ponitentiary and the Reform Bohool; tho second, the Normal, In- dustrial, and Bouthern Normal Universitios ; and thie third, the Northorn, Southern, and Jackson- villo Inseno Asylums, tho Institutions for the Education of tho Blind and the Deaf and Dumb, tho Boldiers' Orphans' Home, the School for Feoble-Minded Childron, and the Eyo and Ear Inftmary. ‘Thoso institutions, excluding the Peonitentisry;” have received from the Stato Trensury, sinco 1839,—~that being the timo when the Deaf snd Dunb School, the oldest of them all, was organizod,—tho sum_of ©5,002,008.73. Of' this nmount tho Deaf and_Dumb Institation bas recgived §1,011,389,65, and tho Jacksonville Tussno Hoepital 81,656,170.02, Attontion is cailed to tho holorogencous and contradictory nature of the logislation concern- ing Stato intitutionn, and it ia Buggosted thnk the wholo of it needs thorough and caroful ro- ision. o The systo of publio charity in Illinois Laa own to such proportions that the State institu- gx;m! in making up thoir ostimates for 1878, asled for = AT LEAST ONE-HALF of that part of the rovenue of tho Stato set apart for what are called"rovonue Rurpoflou ; aud tho Board of Charities, which hag to consider tho wholo subject and makoe its recommendations to tho - Legislature, found itself in a porplex- ing situation, it not hoing an ecasy task to decido upon tho relative ‘necossity and impor- thnes of tha wavaral applications, Tho estimates for tho curront oxpeuscs of thoso inslitutions wore $468,705 por. annumj; but, in addition, thoro were roquosts for appropristions for ox- traordinary oxponses, fornow buildings or ou- Inrgoment of old onos, making an aggregato of $1,250,000. Aftor considoration, it was decided to’ rocommend the approprintfon of B447,000 this year to comploto buildings now in process of orootion. Tharo aroother approprintions, to tho amount of $725,000, for new buildings, which will requiro an_ incrosso of the tax lovy for 1873 bofore they can be granted, and otliers, totho amount of 9169,000, which tho Board considor of doubtful oxpedioncy at prosont,— tho chief item being for the completion of tho Bouthorn Insano Asylum. Tho Bye and Ear Infirmary of Uhic:]\sm agks for 328,000 for & new building, and the Board recommends tho appro- priation of that amount,—310,000 for 1873, nnd tho remainder for 1874, Bo far a8 concorns tho spplication for an enlargemont of the Daaf and jumb School, tho Board objects to i, on tho ground that tho demaud ton yoars honoe would not ho met, and that it is unwise to have too many in one place; and, thereforo, favors the mzc,i;hm of & uow msfitution ot somo other point. MANAGEMENT. It is tho opinion of the Board that all the Puhllc institutions are menaged with serupulous nteprity, but the system of accounts and chocks in uso i not sulicient to provent fraud. Excop- tion is taken to the drawing of approprintions m ndvanco, aud depositing the monoy in privato Danks, subjoct to-private oo, until tho end of the (}uu.rter whon it is paid out,—a system by which tho State has boon u losor bofora. Thero 18 also found to bo a local effort to compel tho officors of enoh inatitution to mansge it in local intorests, to muke all his purchases in the lomo market, to doal with all, pay lib- eral . pricos, ond not seck for good measuro. Tho law provides that tho Trustces shall audit all accounts boforo payment, but that provision Tlins boen ovadod in imany ways, and the Doard fools compollod to make various rocomwenda- tions for the bottor sacuring the intorests of the Bteto. While tho sggrogate COBT' OF THI CUARITADLE INSTITUTIONS Is heavy, yet tho Bonrd nsserts that it is very light upon each taxpayer, aud givoe other argu- monts in favor of liborality in this direction. Btato nid is more eflicient than county or privato ' reliof—the Cook County Hoepital for the Insane, the onlly county one in the Stato, rankiug ver Tow, Tho position taken in tlio previous report, that tho pecuniary saving to tho community by theso hon{:ltnlu i8 nbove what they have cost, is otill insisted upon. A fow pages are devoted to the subject of COUNTY ALMB-UOUSES, Tho firat fault in tho managoment of county farms {8 tho excesslve quentity of land,—so larga us to mako it unprofitable to work it,—and the second is often obsorvable in tho selection of a kooper, and tho nature of thoe contraot mado with him. In many cages, men huye beon soloot- ad who woro littlo” above tho grado of {mupuru‘ simply beeauso thoy wore tho cheapest. Death of Harrle G. Grifiith. Tho announcomont in another column of tho doath of Harrio Gardner Grifith will awakon sadness in many hearts among thoeo knew him 08 an netlve, brilliant, and at ono timo most promising young journalist. His connection ‘with tho daily press of this city is quito rocent, and the recolleotion of his labors and himself {s siill fresh in tho minds of his many frionds. Harrio Griffith was o Welshman; born in Wales, and educated st & collego in Bristol, England, where chemistry, geoology, mining, and kindred scioncos woro special studies, and whero in other branchos, a8 well na in these, he received as thorough an education as can be acquired in England without a university course, Even at school he displayed unusual ability, which pocured for him & larger shajo of school-prizos than usually falls to tholotof ovon tho clover boys, 1o came to this conti- nont with his parents, the eldest son of a family of sons, and settled in Canada, whore, a8 ho do- lighted to relate, ho was golo clerk, bookkeeper, and confidential adviser in n country dry-goods storo. Hoe was not long in Canads, for, in 1864, o followed his parents to Ohicago, and, though only 10 years of ago, raw and inexporionced in anything but scientiflo studios, he obtained a situation ns roportor onTne Trinuxe. It neoded: only o short time to demonstratein him tho pos- sossion of extraordinary powers of mind and facility of exprossion. His unususl aequire- ments in an uncommon rango of topics, and tho largo scopo of his intolligence, qualified him admirably for the position of xcporter, and it was not long beforo ho was reputed to be the bost ““long-hand” roporter in the West, Ho had abundant wit, skill in lavguage, [a fondness for faithful research, aud often gave, to whatin other hands would havo been & dronty presonte ment of facts, o brilliancy and valuo that attract- od attontion and won praido. Ono of the most memorable of his reportorial achiovemonts was his report of the courl-mar- tinlinvestigation at Cincinnati into the Camp Douglas Conspiracy, which our readers of that dny will remember, To those who are not famil- jar with that period of our national history wo muy state that it was of such accuracy, and pro- sonted with such graphic descriptive power, that 1t won for Mr. Grifith a ready rocognition of his unsual power, During the oxcitoment incident to the boring of tho ertesian’ well on tho West Blde, in tho hopo of finding oil in the potroloum rook of which the Sccond Presbyterian Church was built, Mr. Grifith's technical knowlodgo stood Ium 1 good stead, From sn examination of the rock, Harrio concluded that no oil would bo found. Ho statod publicly that in his opinion plenty of water would bo reached, but no oil. This opinion, coming from a very young man, was not heeded,” but the event proved him right in lis prediotion, After ostablish- ing for himself n reputation for bril- linioy on Tue Tnmune, ho lofé this apol in 1800, and wont over totho Republican in rho capacity of roporter, aud that papoer being then in the springtimo of oxistonce, Harrio sus- tained tho immnuluu ho had alrondy made, Ho could ngx'ly himaolf, it wns found, to almogt overy branch of journalism, Ile frequent wroto oditorials, ndled the solesors, and, finally, was promotod to the position of olty odi- tor, whore ho remainod for somo timo, During his reportorial earcer on the Republican hia dxnmat‘zu notices woro looked for expectantly, for thufilwom celoulated to display pro-emiunently the brillancy of his style of writing, and many of them aro still prosorved by his assoclates ns specimons of Iarrie's genius, On lenving the Republican he becamo law-re- {mrtur ou tho Times, of this city. In the fall of 871, Mr. Grifilth went to Boston, and nccoptod o situation on tho Journal of that city, whore, a8 in overy other place, ho was a genoral favor- ite, na well s an odmired edftor, 1Nis social ualitios wora as Lright as his intellectual abili- ties, and it wos no wondor that the versatilo and gonerous young runn was cagorly sought for a3 o compnnion. lonco his ruin.
