'THE CHICAGO DAILY TRIBUNE: FRIDAY, FEBRUARY [ 1873. PROTESTING MECHARICS. The Tin-Plate afld Metal-Workers oa Cozviet Labor Protest Against the Competition of Penitentiary-Birds. A They Will Hot Put Up Cornices Hanu- factured at Jdiiet. ¢ The members of the Sheet Metal Workers' Protec! and Benevolent Society beld their *. regular weekly moeting in tho hall of the Globe Theatre building, lest evening. The nesociation was organized oa the 4th of December last, with 89 members, and has now 73. The following are the officers of the Socicty: President, James ‘Walters; Vico President, Richard Willis; Re- cording Socretary, George Chambers ; Financial Becretary, William Conror; Treasurer, A. Burk-. bort; Sergeant-at-Arms, L. Gallagher; Trus- teos: Charles Gross, David Ladigsn, Frak _Sokap. *The organization is composed of tin-plate,: sheet-iron, sheet-copper, and sheet-zine work- ers, who have combined for the advancement of the art of working sheet metsl in the DUnited - States, and for benevolent purposos. The members wish it to be distinctly nnder- stood that their Union is not for the purpose of organizing strikes, but mainly for benevolent objocts, and to abolish convict labor, % least so far 88 their tradoisconcerned. - ‘The special order of businees last evening was tho coreidaration of the following protest, which was read and subsequently discussed : We, the tin plete and metal workers of Chicago, en- %4 in the manufacturo cf metal cornicer, have 850 that n cerlain frm named “Emery & Co,” Rave entcred into o contract with the Commiesioners of the Iliinois Siuto Penitentiary for the manufsctura o givanized ixon cornlezs, tursets, epure, quoln, zcles, window cape, and il kinds of metal Yok, tho same fo 'bo dome by the com- “vicls' in the Institution, After very mature and delibersto consideration, we lave con- __ clnded that this, if_pormitted to' goon, would have & Sy disastrous effect upon our trade therefore, wo ‘sppes] to & generous and discriminating -public to Judge oL our appesl. If they condemn it as unjuat, wo Aresstisfied to abide by their decision; should they slould deem it of sufliclent importarcs to command Inelr atteation, we hope they will give a fair and im- invostigation, and decide upon its merits o8 es honest-minded citizens, regardless of friends or foes. Our trade fa comparutively in its infancy in this city, and the dernand for our labor limited ; we have de- -voted ourtime 2nd taxed our intellect £o perfoct our- selves in onr calling ; our wages cannot_be considered excrbitant, 8s they rango from §2.75 to S3per day; our work i8 altke laborious and hazardous, and we aro ex- yosed to all kinds of weather. Tko largest proportion of our craft cro married men, with fumilics depend- ing upon us for s living; aud eociety looks tous to bring onx children up &3 good and honest citizens, and perform all the obligations imposed upon _ - us by its laws and regulations, Yet wo sco the initia- tory steps taken 1o deprive us of the means of malsing so honest livelihood. We see our trade introduce into the Tllinois State Penitentisry, and, judging the furare by the past, under this iniquitous competitive system, we shall doubtless be compelled to compete with convicts’ wages., Aye, more; we, 100, &3 ofhers have dote, will be compellod to walk tho etreets idle, our families wanting, while the work we ought to be engaged on is being peformed by the convict in the Penitentiary ; and yot 10 volce save our own has been raised sguinst' it. Wo zow place our grievence before the public. We are swaro that tho cost of maintsining the Penitentiary s 8 heary burden upon the State, ond one which should be cheerfally borne by its citizens, sccording to their means, and, 83 wealth producing citizens of the State, e see'willing to bear our proportion of that. burden ; neifter do we object to tho effort on the part of tho Ccmmissioners to moke the institution seXf-sustaining ; but we do believe that it is both wis- dom and policy on the part of the State to refrain from &terfering with tho logitimate trades and calling of itaatizens, If tho Penitentiary is 10 be mode self- eusteining,—If the State i3 determined o make the coavict Izbor a eource of revenue,—it should intro- duce, or Lave introduced, labor which would Dot in- terfore or confiet with tho labor of outside mechanics. There are many branches of industry which hive mot as yet been introduced into this country, and for which we are depending upon foreign countries, Why not, then, if our law ‘makers and law givera aro sincere in their professions for the convict, introducs some of theae industries ; this would mot'only benefit the convict, but it would also_enrich the State. But the prescat yetom of hir- ing the labor of the convict 1o contrectors and mann- Cacturer, ot from thirty-five o Alty conts per da, not only does not benefit the State, but, on the con trary, worksa positive injury to its industris] popula- tion, and the only party benefited by it is thecon- tractor who hires the Iabor of the convict, Fellot-citizens, were we to enumerate the meny {ndustrial pursnits which are novw carried on in the iustitntions of the State, we would find them ranging zmong the most impartint branches of aur industries. And we now solemnly enter our protest against our trade being ndded to the ist, We' protest against it, ‘ecause, 38 Americen citizens, who uphold and obeerve fhelaws of our common country, we object to being flaced upon leval with, the outlaw and convict, who forfeited *his claims tpon, and - liberty in, rociety § {umi, ‘because we consider it a plece of criminal in- justice on the part of the State—whoso duty it is to foster end encourags industry'sud lsbor—to tolerato the labor of its outlaws to be brought in competition with the labor of its honest nd law-abiding mechanics and ertizans; we protest agiinstitin tae nameof morallty, becsuse, 85 the system is now conducted, it offers o premiam for crime on ths part of the vicious in Boclety, os well 25 the soulless contractor, who is indifferent alike to the well-being of tho laborer and the interest of the consumer, 50 long 85 ho can fill his ‘pockets by the operation, Aud wo now ask at the hands of o just and impar- tisl peblfc, & cocl and dispacsionate cosideration of our protest, and in_return we assure them that what- ever selfon 'we may be compeiled to teke in the future - toprotect ourselves and families, we will be governed by prudence and moderation, and a desirs to do jus- tice to ourselves and the communily at large. Mr. B. J. Muarphs, of the Workingman's Advo- cate, wss éclled upon to meke some remarks, and urged the meeting to bring the matter be- fore the Leglslatuse, with a view to the abolish- ment of the convict labor complained of. Ono member &poke in-sirong terms against convict labor, and endeavored to show that the competition of the work of thioves with that of honest mechanics was very detrimental to the Intter, and ehould be met Wwith & strong opposi- tion. = Aresolution providing for the appointment of = Committee of Three to confer with tho other trade organizations of tho city, as to tho pro- priety of holding 3 mass meoting of all the trades fo protest against couvict lebor, was lfl.\;pted, ond the President named the Com- mittes. y The meating resolved to take an obligation to refrein from assisting in putting up the cornices and other motal work made in the State Prison, and & Committeo was appointed to draw up & docament to that effect. 5 T&ne Bociety adjonrned to ineet again in one weel, P T THE CITY IN BRIEF. Tho writ was in the name of George Holt, owner of the ** House of David." Tho investigation of the Boston suthorities into tho causes of the fire, led to the discovery that tho hose of that cily wes of two dinmeters, and the fire-plugs similarly a'rnm‘ged The steamers coming from tho eurrounding towns used hose of a still different calibre, and each different from the othér. This led to oxtremo difficnlty in making connections with fire-plugs and other hose. The question arises now whether the utter usclessness of our stcamers was not produced by just such a differcnce. It is understood that the layor will give directiona for a report on this subjoct without delay. Tho investigation into the causesof our fire was such sa utter farce that not even this discovery was made, and we have to wait for a year and & half before the matter can be decided. Thisisan ex- tra proof of the usefulness of the Board of Po- lice and Fire Commissioners. o RAILROAD NEWS. The Great Question of Depot Fa- cilities. . 3. F. Joy’s Project---Will There Ever Be a Lake Front Depot 1---The West Side Muddle, The question of depot facilitics is one_ that greatly concerns the public. The nearly com- pleted, magnificent Lake Shore and Rock Tslend Dopot is the only present one worthy of our city and railways. © Considerable talk hes been in- dulged in regarding the projected union depot, on the corner of Madison and Canal streets, for the Pennsylvania, Milwaukee & St. Paul, and Chicago & St. Lonis Companies, but no defi- nite plans have been agreed upon, and the depot is 2 matter of the undotermined future. The Il- linois Central, Chicago, Burlington & Quincy, and Nichigan Central Companics ars endeavor- ing to induce the Northwestern and other roads to unite with them in tho crection of a mammoth depot on' the lske shore. Mr. Joy expresses his decided preferenco to have every road entering the cit; whether o rival or connection—alongsido his roads, at their terminus. rather than have them scattered independently in distant sections al the city, His policy is & judicious onc, and no one of our railrond managers has worked moro industriously to secure for us a grand union de- pot. Thus far his efforts have boon unavail- ing, portly owing to the disputed claim to tho famous lako front. 1Itis quite certain that if two or three such roads a8 _the Northwestern, the Baltimore & Ohio, and Canada Southern vwere to join the companios already located upon the lako shore, tho ground embraced in tho act —from Randolph to Monroe streets, inclusive— wonld not be sufficient for other then passenger purposes. It is by no means probable, however, thot the outside roads will care fo partic- ipate in the interminable dispute for the posscssion of the lake front. e North- western has yet no pronounced plan for a depot. Liko geveral other Companies, the manageraaro of the opinion that a good supply of steel rails and an increaso of first-class equipment will be more serviceable than an imposing depot. The Canada Southern will enter the city next ' Scp- tember, and, if need be,can do so overile track of the Northwestern or Rock Island Roads —the three being controlled by the same par- ties. The costly experiences of the companics {hat have recently bought their right of way into the city will impel others to seek an entrance over existing lines, The right of way from tho city limits to its new freight depot, on Hal- sted street, cost the Milwaukes & St. Paul Company over $800.000. The Decatur ‘& Btato Lino Road—the new ehortest projected lino to St. Louis—is o direct Rock Island interest, and 11 uso that Compeny's track into the city. The Chicago & Pacific Road will be in opera- tion to Elgin carly the coming gpring, and will be vigorously pushed forward durmf tho ensu- ing summer to & connection with the Iowa Divie- ion of the Illinois Central at Farley—twenty- three miles -west of Dubuque. The Company has not secured passenger depot facilities in this city, but ias acquired ground for freight houses on Goose Island. 2 The injunction restraining tho Pan-Handle and Milwaukee & St. Paul Railway. Companies from Tunning into the Fort Wayne Dega over the Canal aud West Wator sirect tracks, until they shall have satisfied the Chicago & North- western Company, will probably be dismissed as eoon s the proposed settlemont is effected. Contrary to reports in circulation, the parties coeking to offect & connection at tie corner of Fulton and Canal streeta did not male any over- ture whatever to the Northwestern Com- pany for the wuse of its profi:rty until the Court_obliged them to do so. o track is owned jointly by the Northwestern and Fort Wayne Companies, whose officers are now' en- fnged in figuring a basis of agreement. The St, bgul and Pan-Handle Companics express their willingness t pay o fair rentul for trackage; and, 25 10 objoctions can be interposed to their pro osition, the_metter will very soon_ be ;micnh% adjusted. When this result is reached, the riv: through psstenger line hetween Chicago snd Milwaulkeo will be insugurated. Sinca the grauting of the injunction, the at- tempt to meke connection was ronewed ; but, npon the aggrieved party's threntening to have the men srrested; and promptly pmcesdixg:to execute the threat, work was suspended. This procedure grose from & mistaken impression geined by the engineer in chargo that the matter In dispute had been settled. Assurances were given that no further demonstration would be made without the consent of all parties. ; CLAIRVOYANTS.
