The Mayor et al. of Ann Arbor, has decided that any municipality in tho Stzte’ may impose upon the businoss of saloon-keepers o license tax, without violation of the truo intent and meaning of the State Constitution. —The - tendency of pnblic opinion in New- foundland is strongly indicated by the fact that the new Parlisment which is soon to assemble is nearly unanimous for pressing the indepen- dence of the island €0 far as the Dominion is concerned. Of the thirty members composing the Parliament, all but two are opposed to the Confederation. The only remains of British anthority are 8 nominal Governor and a soli- tary Union Jack over his residence. That was precisely Mra. ‘Tucker, the plaintiff in this suit, and the intorest fdlt in her narrative, poured forth as it was almost without lot or o hin« drance, was af times almost . starfling; it was frequently thrilling. Mrs. Tucker's tes- timony was & nerrative of tho times of tho fire. Sho had been formally cherged with taking goods that she Liad no right to taka, the proper- £y of the Relief Sacioty, and stocki; og not only ‘her own homo, but other homes with it, and tho Relief Committee, after an examination, had her Lrought before s- policeman and plainly told that she must either make restitation or go to prison. Thero seems to be no doubt s to ‘o facts so far. The following is the plaintifl's version. She related at conriderablo longth the nature of her dealings with the Society, down to the time when the parties . came to her house to tako away the suspected goods. Heore Mr. Bmith asked her to name tho par- ties, if she knew who they were, and.whether tho defendants wero among them, AMrs.Tucker answered in a trembling voice that gho was too much agonized at_tho time to tell who was there ; aud sho explained the dreadful confusion of mind under which sho labored. Afr, Smith tried her again soveral times, to the samo offect, but her answer was tho same, that she ‘‘wes too much rgonized” at the time to remarlk who wero the persons that were cora- ‘mitting the outrage complained of. Judge Norton asked her to state the circum- stances connected with and immediately preced- ing tho ovont, and she replicd_that shie was, at the timo of her goods being taken, & .visitor cm- gloyed by tho Socioty, and, in pursnance of her uty, went to the offico, on the Saturday, to ‘malke her roport. While engagod thero, sho met & person whose name she could not now remem- bor, but who she bolieved to bo Mr. Pratt (7), who told her thet sho was wanted, without say- ing what for; and she went with bim beforo the Committee. Bhe could not remember who was there, 28 subsequent incidenta- bed confused her ‘memory, but she supposed from what she romombered that the party who addressed herwas Mr. Lunt. There wassome conversa- tion, and_thon she was - told that cha-gos had been preferred against hor, respecting which sho must give an explanation. They then told her what the charges wera ; they were false, uttorly false. -~ An interraption took place, 3r. S The witness continued that it was trus that sho appeared to have more than ono address, but the reason was that she expected to get & house, and after everything waa spparently ready for her going in, the house was refused her, snd ‘then she had £o look around again, and 80 on, over and over. “But she did not have goods for onehouse, and secrote them, and then have other goods for another house, and secrete them, as she had beencharged. That was a false charge. She appealed to all those who bad gono through the torrible days of tho Chicago firo Whether or not she was ressonable in saying how difficult it was to obtain even shelter at that most distressing period. ‘At one time she had all her family, girls and all, gcaitered all over the city, sho bardly knew where ; one was in onme place, sick, and she scarcely knew which way to turn. They knew, every one of them, how families became divided, and how they had resson to be thankfalif they could obtain-bare lodging separately. If the Committee would have given her a hearing. what she wonld have told them was that sho had not been able to get a house for & long time; 1 that when she at Iast found lodging for her family, the rent was £40 s month, for four or five rooms, which she conld ill-afford to pay at that time ; thet sho was bound to have her family around her, if sheconld, and therefore took that lodging; that she tried to get some furniture for it, and being asked whether she was sure of getting it, replied that she was s gure 3 prom- iscs and enything short of s leaso could make her; that finslly she was unable to get that house; and that if she was charged with having gooda sent and secreted there, it wes false. To the Editor of The Chicago Tribune: 8m': The writer of this' communication has had, during tho past four years, excollent op- portunjties of observing the practical working of the'public charitics of Cook County; espe- clally thoso by which the sick poor are bene- fited. ~ I . : Two fnstitutions—tho County Hospital, on Arnold street, with a capacity for 250 patients, for, the recoption of acuto cases of dis- enso and sccidonts; end the Cook County Poorhouse,locatod at Jofferson, whore all af- Hioted with chronic disoases, the recovery from which is hopeless, and allsyphilitics, aro sent— are the only hospitals which aro provided by the suthorities of Cook County, 1t is known to all couversant with theso mat~ tera that theso institutions are totally inadoquato for tho accommodation of the respectablo prar, Especislly is this the case of the County Hos- pital, where the wortby poor, for want of room, owing to the constant press of applicants, are often dismissed in & weak- and debilitated c on- dition; where, furthermore, owing to over- crowding,—despite the skilful astention of the oxcellent medical and surgical staff, the mortality is_excessivo; whero paticats afllicted with surgical disceses, and. those chnor mothers who have suffored the agonies of child- birth, aro conatantly threatencd with malignant dieepses, owing to over-crowding and went of room, which prevents segregation, The County Hospital on Bixteenth street pos- eesscs abundantly every fault which good hos- pitals ehould not have, and is denied every advantage which enlightened sanitarians claim for {mapimn endowed with modern improve- ments: First—There is want of accommodation ; con- sequently, overcrowding, and lisbility to pesti- lontial diseases and denth. Second—Want of light and ventilation, which rolards recovery.
