In Tobrunty, 1870, Io was nominated by tho Repub- lican Btato Committoo for Judge of tha Su- prama Court, but was defeated, - with the res maindor of the Republican Btato tickot. Judgo Osborno stands in tho front rank of the logal profession in this Btato, and is acknowl- odged on all hands to bo one of the ablest and most accomplished jurists in tho West; o man of unimponeablo_charactor, and whoso private life has boen such o8 to commend him for the high position to which ho hns beon appointod. Tho Court is now nofi}msad of four Democrats #nd one Kopublican,—Judgo Osborme boing tho olnly Ropublican on tho Suproma Bonch at this timo, TIE NSW MEVENUE TAW, roferrod to in my last, makes a radical chango in our ontiro systom of appraismont of property and jtho Jcollection of tho rovenue. So impor- tant are these changes that its provisions aro a 1mattor of intarest to the public, Tho laws pruvh]ln§ for tho election of Asses- sors, Appraisers of Ronl Estato, Auditors, and Trengurors, as woll u8 those providing for Goune ty, District, and_Stato Boards of Equalization, sud dofining their duties and powers, hsve boen 80 ofton amended and changed that it was difii~ oult to ascertain what the 1~w really was, and tho dutios and powers of those under it. In tha now act, the abject aimed at is & more cqual distribution of tho burdons of taxation than wag secured undor tho old law. Horotoforo, capital stocks of Railrond, Telograph, and Ex- ress Companies hnvo almost ontlrufy oscapod nxation ; and it i now eatimaiod that this act, which roquires a reappraisemont of all property in tho Btate, real an ;‘mrflmml, at its cash value, during tho ‘months of April and May next, will incroaso tho nssosement-rolls over $100,000,000, Tho preaent appraisetuent of landsand lote is un- oqual, whilo that of railrond proporty is grossly 80,—hundreds of miles of now roads not being assessed ot all, Indeed, nearly 4,000 miles of rnilrond proporty in this Btato, valued at notloss than 100,000,000, has boen appraised and taxed ot loss than $10,000,000,—$3,000,000 balow what tho railronds woro appraised and taxed in 1854, when (horo woro only 1,317 miles of road within tho Stato. CORFORATIONS TO BE TAXED, National Banks havo herotofore been oxompt from taxation for local and municipal purposes, while Insuranco Companies aud othor moneyed corporations anuually carried boyond the borders of tho State millions of the peoplo's monay, les- sening to tho samo oxtont tho Btato's taxables, and without contribuling n cont to her rovo- nue, : Tho provision declaring that the shares of cap- itnl stock of any bank or”banking fustitution or- anized under the laws of tho Stato or United glflh\i, shall bo nsscssed and taxed for all pur~ poscs, {ho eama as othor vroperty in tho same focaiity Is taxod, alicifod a wpiritod disousslon in both branches of the Logislature, but was flually carried,—~the membors ‘wisely dotermining to leave tho question of it constitutionality to the Courts, instend of voting tho measure down, ns provious Logislatures had dono. Tho-0ld Branch Bank of the Stato is oxempted from all taxation by its chartor, but it has no branches now doinjz business under its chartar, othor than closiug it Lusiness, and that will soon bo accomplished, a8 its chartor oxpiros by limitation in n fow years. In short, this act denls with corporations precisely as with indi- viduals, Tho act also impokes hoavy ponalties upon the ofticors of corporations when it shnll be proven that monsy has been contributed by thom to se- curo the election or defoat of any candidate for ooy public oftice, or- to iatlueuce logislation or ofticial nction of any kind,—forfeit its chartor or other franchiscs, disfranchising its oflicors if rosidonts of tho Btato, and, if not rosidents, ren- doring thom incapablo of ‘doing any ofilcial act within tho jurisdiction of tho State. CIIANGE IN THE TIME OF APPRAISEMENT, Tho timo of appraisement i changod from tho 1st of Junuary to tho 1st of April. The argu- mont in favor of this change is, that farmors Lave not, a8 a rule, disposed of ‘their crops by Jsnuary, and consoquontly aro in dobt ot thal dato to their grocors, emiths, snd morchunts (ot unfrequontly hav- ing paymonts to make upon lands), aud wero compellod to list thoir proporty at ita fall value, without tho privilego of doducting tho debte' incurred in producing it. Asscssmonts can bo mado much cheapor during the month of Aprilor May than during tho shoxter days in Jnntary, Fobruary, and March, Tho furcher oxponso of the April torm of tho Board of Equal- izntion, involving an oxtya session of tho Board of Commissionors thorefor, will be avoided, and tho axsossinonts closod Just in tima for the rog- ular June torm, when both tho real aud personal proporty can bo equalized by tho samo DBonrd, ot of tho Btatos have changed tho tima of agrossing uutil spring, and somo of them havo doferred il as Jato as May, OFFICES DISPENSED WITH, The officos of Townuhip Ausessor and County A})prnluur aro disponscd with, and their coni- Dined dutlos ara dovolved upon ono County As- sosor, who will nsuess both veal and porsonal property, but who may, with the consont of tho County Auditor, sppolil, asulutants, Lo laitor cleuso was ingorted in tho belief that tho re- quiromont of the Auditor's consont would #o- cure more compotent assistants, as ho must pro- paro his duplicato from tholr reports, and in, thiorefore, most intorosted in having thom woll and promptly done, BTATISTICH, This nct also provides for valuablo statisticnl information. Tho rapid growth aud prosporit of the Btato Invito many [llf)‘llll‘lflfl for ulatteticnl intorntation, for tho compiling and Publlmllnn of which thore has bren uo provision. The rnrldly-gmwing agrioultural and umuuhqlurint; jutorosts of tho State, the groat minoral woalth st now Leginniug lo- Lo’ doveloped, demand lat all propor information on theso subjocts bo placed bofore the publio. The arrangement of the schedule ig such that the statlutluut’hl!ormn— tiou iu takon in a woparato column, upon tho samo blank with the mssessmonts for purpose of taxation, and will, therefore, oceasion little or 110 0x]oNEe, EQUALIZATION. The April County Board for cqualizing Ltho susossments on porsounl property alono 18 dis yensed with, und all the eounty cqualizing i dono ut tho regular June mosting of the County Comnyiusionors, by s Board constituted of tho Commissionors, Auditor, and Aswossor, Tho District Boards aro also dispensed with, and o Btate Board of Bqualization is constituted of the Governor, Lieutenant Governor, Secrotary and “rensuror of Htato, to whom [y ssigned also the duty of muking tho inul nssensments of tho cupital stock of corporations, and the Rail- voad, Tolograph, and Expross Ovmpanies, 'The Diatrict Bonrds have been failures, and (ho State Bonrd bos been but little hutlol‘ixlmt 1L in confidently bolioved that the Now Bomd will nvold tho crrora and illognlition that have marked, or rathor disgraced, tho nction of the past Boards, INAURANGE. & Tho question lirg boon oxamined by the most oxporioncod undorwriters in tho Sfato, and spoclal ack has boon prepared that, i i be- Thovod,. will. oot e mvaval i mike thoso Compnaien dofng businoss in this Btate benr o fait share of tho publie burden, and on- conrago hiomo eapital to scok investmontn of this character, 'This act will bo considerad carly in tho coming mession, and it iy belioved that 1t will pnee, aud the duties of onforcing it will devolva upon tho Auditor of Biato. It 18 catimated that the amount paid by our poople for insuranco annually amounts to 80,601,003, whicl, if taxed as in Ponnsylvania, wonld pro- duce n rovenuo of about §200,000, ~ INvIANA. —_————— ON HER TRAVELS. A Springficld, Mnss.,, Girl Dony Mnle Attire and Gocs WesteeShe is De- tected and Brought to Griof in Chi= cngo. Tho Mlchigan Southorn train, which arrived In Chiengo on Thureday evening at 7 o'clock, brought Lo Chicago a young porson of oquivocal gondor, whoso arrival was for herself singu~ larly insuspicious. It appoars that sho was travolling through to Chicago in malo nttire, Tho conductor of tho train kiad duriug tho jour- noy oyod the young ereature with marked eus- picion, which hor norvousncas failod to dispel, A woman pome 35 yosrs of ago had trav- ollod with lor from Rochestor, and Ieft tho trmin in hor company at tho dopot in Chicago. Tho two procoeded to tho Gault House, o small hotol in this city, and took rooms. Monntime tho conductor of tho train learnod that a robbory had boen committed on the cars, & man having "beon dispossessed of $26. Associating this circumstance with tho alypnrunfly 1also rrn(uncea of tho youthful trav- ollor, he npplied to Buperintenont ‘Washburn for tho girl's nrrest. Two policomen wore dotailed to work tho cago up, and succeeded in tracing the girl to the sccond-rate hotel st which she waa staying, nnd arrosting Lor. Sho and bhor companion from Rochestor wero taken to tho Polico Hoadquartors ond interrogated ns to their doings. Thoy wore both suspicious~ Iy roticout 18 " to their oing and coming. Whea tho Suporintondent suggostod his suspicions of tho youngor woman's sox, sho denicd stontly that slio was nnylhing othor thon slio appoared, This sweoveration was o ener- gotically roponted that Mr., Washburn intimated that stops would bo taken to establish her true sex. Thin sottlod the question, Tho girl owned to her sox, and gave her nome, Sho furthor etated that sho lived in_ Springlield, Mass., and Dbnd donned malo attira for tho purpose of tray- olling to Clllcngo without molestation, Tho Chicf dotained Loth women until somothing could bo loarnod about thom, the chargo against tho youngor ono being a violation of the city ordinancos. A roportor yesterday endesyorod to intorview Tior ot hoadquarters, but failed to oxtract any in- formation out of her. 8ho doclined to give hor namo in o meunor whoeo emphasis Bomowliat qualified hor statement that sho had becn well oducatod—n statoment, by (ho oy, wlich ap- poared to boof groat importance; Bha is rathor potite in figure, and abrupt in manner, with short hair and a not vory unplensant face. Thero i no romance about her, nor would sho bo eapo- cially intoresting in tho garments gonerally worn l‘fi' lor sex. A gentloman remarked that her sguiso was vory good, which sho appoared to rogard 08 o complimont., Nothing but her volco would lhavo attractod motico, tho peoulinr fullness of figure gouorally noticenble in such casos being entirely absont. Bho could disguiso Lior voico, shie said, but it ia probablo that tho altoration would not have im- proved it or prevented dotoction. *Tho hands were tho hands of Esau, but thoe voice was the voico of Jacob." The young woman states that sheis woll nc- quainted with many oditors in Springfiold, but from hor manner to the reprosontatives of tho pross sho can searcoly appreciato Lier good for- tuno. Buporintondent Washburn thinks she ia & “smart factory oporative,” who is guiltloss of tho robbery, but anxious to_ securo mnotoriety, and reckloss aso the means by which this grand object is to Lo sitaingd. Bho resides with her patents in Springfield, henco hior anxioty to con- coal hor naxio. ——— PERSONAL, J. A, Darly, Esq,, England, was ot the Tro- mont yestordny. Hon. John Dishop is said to have died on tho 15th Junos 1849, and his wifo Busannah, daughter of Anton nnd Margaret Trapp, on tho 18th of tho snmo month, leaving funde in tho hands of said Auton for their children, out of which Anton bought Lot 2, Block 13, in Illinois and Michi- gan Land Subdiyision of tho enst fraction of tho southonst quarter of Boction 21, L'ownship 39, for §730, aud built n Louso thoreon, to which ho and his wifo aud tho little hoirs romoved. Auton had o son named John, who got into somo sort of troublo with a woman, whoreat tho old folks, by somo sort of second sight unoxplained, found it nocosaary to mnko tho lot safe by transforring it to o friond, ono Jolin C. Mickol, to hold it for them till the trouble between John and tho woman should blow over. Auton died intestale, on tho 16th January, 185, the whole of his do- scondants boing his wifo Margaret, his son Joln, and tho infant heira of the decensed Bislinp, Margarot and Cbristina, Margarot diod on tho 27th Fobruary, 1869, blind, bed-ridden, and lu- firm, her hoirs at Iaw boing eaid Joln and said two grandchildren, whoso shares of the real eatato would bo, ono-half to John, and one-quar- tor cach to tho grandehildren, On tho 26th April, 1859, tho County Court roceived a. paper, prosonted by some one at presont unkinown, pur- porting to bo tho will of tha doceased Margarat, and admittod it to probato, suid will bogquonth- ing 8060 ench to her grandchildren, the lot of Jand in quostion to Mary Trapp, wifo of hor son John, with all hor personal goods aud chatals, with the solo proviso that said Mary should maintain, clothe, and educnta tho grandehildron until thoy roached tho nge of 18 years. Cnspar Graves was appointed oxecutor by tho terms of tha will, and tho document purported to havo been oxecuted in tho presonce of John 0. Michel and another. In curious contrast to the terms of the will, aro the rolntions said to have boou subsisting at tho time botweon the partics, Margarot disliked, and was projudiced ngainst, Mary, snd opposed her marringo with hor son ; John is described as & drunkard; to havo treated his mother with cruelty, and boaton her with his flats, and throat- oned to talo Lor lifo, so that she stood in mortal drond of him, Tho hoirs of the Bishops hold that John, Mary his wifo, Caspar Graves, father of Mary, and one Charles H. Barnum, conspired togotlior to procuro this will from tho dying Margarot by fraud and compulsion ; and effirm that the will was written by Barnum and placed bofora tho oxpiring woman to sign; tbat sho nover acknowledged it in any way in presence of the protended witnessos, who signed at tho ro- quest of Darnum; and, finally, {hat Barnum himself subgeribed the name of tho almost unconecious tostator. Such boing tha {acts, a8 thoy appear to the heirs of the Bishops, thoy have brought suit for tha recovery of tho proporty, resting their claim 1o leas on tho alloged fraud in tho obtain- ing of tho will, than on the fuct that the prop- orty wag moroly hold in trust for thom, and that wora it left to said Mary, it could only bo in trust. But tho worst Is to como, Tho will Doing probatod, and tho Trapps ontered into posacssion, they first starved the childron, thon #out them out to beg, and flnully drovo them into tho streats, refusing even sholtor. On tha 121l of April, 1864, Mary offored Margaret, ono of the young womon, 350,62 in full of all hor claims ‘on tlio &mmonn] proporty of tho deceased, and she signed what sho underatood to bo n ro- coipt, but which now npsfionrfl to bo a dead trans- forring all Ler right in tho real ostato to said Mary, Jobn Trapp died prior to this transnc tion, and Lis widow mnrriod ono Woinzlor, and they havegitoadily refused to liston {o any ovortures towards tho rostoration of {ho propor- tfi. Wherefore, the Leirs obtained o decreo in tho Circit Court establishing their claim to tho Inud, and disnllowing tho wiil, aud this they now pray the Court to restore, DIVORCE BUSINESS, Jogephino and Wiltiam Butcher wore 80 inef- foctually joined togethor that Judgo ama yaulurdl:lyput them nsunder with Lis littlo de- treo of divorce, Judge Gary did likewise for Mary Aon aud Boyerloy Grifiiths, unothor couplo thathad becomo disguated with the holy bonds, Susan Porrino yesterday filed a bill of divorce against Charles, her husband. THE SORROWS OF A WEALTIIY CADITALIST. Hora s a caso in which o mon appears in tha character of a wealthy capitalist und honorabla porson, who is unabla to raiso 8,000, who no- zotintol o loan of 313,000 for another, s a go- obwoon for the parties, and by corluin ropro- wontationa recoivos duplicato nioto of $10,000, which ho converts to his own uses, nnd now pro- tonds to havo sold, although ho nover paid n farthing for it, and had no more claim to it than had Nebuchaduozzor; ot least, such is tho reprosontation mado, and ono story is alwnys good until tho other 8 heard, Jams G.
