By the common egreement of the Episcopal churches, not only in this country, but in all parts of tho world, yestorday was get apart as & “day of intercession” for the increase of the ministry for mission labor, moro especially in foreign lands. The suggestion was made by the English Society for the Propagation of the Gos- pel, and met with the cordial approval of all the ‘Bishops of the Church. They can be rendered securs, and ample preparation must be. made, or, 8 cortain as_the sun rolls, Chicago (with its thousands of combustible buildings and its swarm of incendiaries, and burglars, and murderers, and thieves, and vagabonds) will ex- porience o far more disastrous conflagration than the first. The two arms of security npon which we must roly are the Firo and Police Departments. These departments should be_brought to the utmost scientific perfection, Discipline is the thing. The police force should be increased. The extra cost would be true ccomomy in the end. Tho members of the force should be bound by stringent rules, but should be well paid for ob- serving them. It should be a credit to a man to ‘be a member of the police ; but how can this bo when 80 many incompatent men got themsalves appointed, and thus bring the entire force into disrepute ? It 18 to be hoped that the piesent Superin- tendent (who, it may, be said, is on trial himself) msy be able to woed- ont the vagabonds who have disgraced it, and bring our -police force o a degree of efficiency that will render it an honor tothe city. He will then be entitled to tho h.iicst ‘honor himself. The Firs Department also should be greatly strengthened, and its means of extinguishing fires should be hrgnly increased. : ‘We not only need more engines and hose, but more men, more horses, small hand-engines, fire-es0apes, extinguishers, etc. The whole city shonld more carefully be parcelled out.
