'At 6 o'clock in the morning I presented myself, at the pgreat hallof the Public Library, but found that it was not yet opened. At balf-past 6 the doors were opened and abont twenty mu- eicians entered znd took their seats in the or- chestra. It is, however, of no consequence 0 describe them. I was furnished a seat neer & table, of which thero were three on the stage, oo for tho offiisl reconders of the drawing, and %wo for the reporters of newspapers, . . _ Heying never attended a lottery drawing be« fore, Iwas under the impression that tho reason it commenced o catly in the morning was on account of tho tage, 75,000 in number, having to” be counted in the_ presenco of an impartizl coma mittee of tho eudience, or any pergons thab * could vouch for their being corréct; but here I ‘was soon deceived, aud shown how innocent I was in this matter, for at 7 o'clock, when thero wore not yet more than a_dozen porsons on the stage normore than thirty or forty in the hall, - besides the band of musicians beforo referred to, and while the gas jets were yot tequired to show * light m the building, therd entered on to the stage, by the side door, three rough-leoking men, cach bearing a trunk of the commonest daserip- tion on hi§ shoulder, and, after leying down - theirloads on the stoge near to the foot-lights . ihey retired. Shorily after two men came an .~ opened these trunks, and one of the officials in- formed me that they were tho Committee who counted the tags. The door in the gide of tho Iargest of the two wheels was now opened, and he tags, which were of thin hard leather;.and about @ size smaller then the brass tags usually iven as checks for taggage, were taken off of .+ Yong wires, Some of the Wircs, it was said, con- * tained a thousand tags, and others conteined zny number from fifty toa thomsand. Each wire, however, was emptied of i1s tags, and +* when the threa trunks were empty, some .ono remerked that thers wers 75,000 tags then in the wkecl, but it would be fairly impossible for Any one present_to say whether thers were -ten, twenty, thirty, fifty, ninety, or one hundred thonsand, or even more, iags in the wheel When I asked one of the officials, * Who count~ ed the tags £” he answered, * Hon. Now, these thres gentlemen named are nodoubt very honest men, and may have count- edthe tags, althongh wo hove not the slightest evidence that they did do so, but let us suppose tlat theydid. How long were tho tagsin the three common frunks, and where did they come from early last Saturdsy morning ? The reason Idwell eo long on this tag ques- tion is because on it the whole question of hion- esty or dishonesty of this lottery depends. A geatleman from Cincinnati who sat alongeide Toe, to whom I spoke of this teg business, sxid : “ Give me the counting of the tags for thai wleel, and Tl arrange it beyond doubt that every prize drawn goes into the hands of the getters-up of the lottery.” Who could tell that the numbered tags pub into the great wheel represented the numbers of thetickers sold? It is quite possible that only 2 fow of the tickets sold were represented by the tegs. Onehedtio have great faith to believe £hiat eny considerable number of the tickats for which people paid their money was represented. ‘We know that it was imposaible to fix these tags to suit the parties deeplyinterested in the profits «af the lottery. That this thing conld be doneisbeyond doubt. Was it done in this instance? Impossible to ssy. One may believe it was, ‘but, like the Judge on the bench, whois often morally cer- tain of the guilt of & prisoner, and has to let him g0 scot free because his guilt cannot be prove we also have to be content with well-grounde suspicions. ‘Was the drawing fair? Indeed it was! The drawing of the prizes out of the whecl was ono of the fairest, fransactions ever witnessed. There were five official registers present, all of them gentlemen well known to the peoplo of Touisville. Ex-Governor Bramlette was also present; A. J. Ballard, Esq,, presided at the large heel, and Oliver H. Stratton a the small. An- drow Grabam, Esq., and Colonel Churchill helped to eeo that the numbers drawn from the ~whoels were properly registered. As far ns the drowing was concerned, nothing could be plain- er or fairer. Cincinnati and Ohio hiad tens of thousands of ‘doliars in this lottery, Where is there to be found the individuls who obtsined prizes? Whers_can yon not find the fools that threw sway the dollars they may some day waut? Louisville. _The managers of this enterprise corld well afford {0 givo to their patrons fifty or even ono hundred thousanddollare, and yet make themselves very rich indeed.
