The Tress- ury Department seems to be ecting with a le- niency quite estraordinary toward some of those who bought gold and sold bonds to the Government. Congress worked hard to_help the Eastern man- unfacturers buy their -Asiatic wools as cheap as British manafacturers buy theirs, but the Sec- setary of the Treasury has decreed, thet unless the wool buyer in New York has paid the duty on wool in warehouse before Oct. 1, he shall be subject to the old 1aw, and pey the old additional 10 per cent duty. Some few ool importers, in secret, peid uwp be- fore Oct. 1 - for their wool in warehouse, while to others, ignorant of this fresh and novel construction, the 10 per cent is now added on. The Journal of Commerce eaye, amnder such an interpretation, the favored ones having s hint of it beforehand, would pay up, end then take the after benefit; but those who were not thus instructed would be left to forfeit 8l their rights. The Ezpress says on the same subject : We suspect-that parties who volun- terily peid the daty on woolin warehouse befors Oct. 1, knew what they were sbout, and had reasons for knowing. Perhaps they have been contributors to the Pennsylvania elections.” STOCES. The bull movement on the Stock Exchange continued to-day. At the opening the genaral feeling was buoysnt, the upward movement continuing with but little interruption until late in the afternoon. The advance for the day was 8¢ to 4 per cent. The present condition of af- fairs on the Btock Exchange is theresult of the plethors of money on call produced by the special Treasury sale and purcheses.
