Tlese peo~ rle found employment all througa the winter snd spring. As soon as the sen«onpexmx&ed, mechanics povred into the city from. all diree- tions, and Liave xiot only found constzat work,- bot the work promises -to continue for msny years to'come. Merchaats 2nd manufacturers have come hither to remain permauently. The_ :Isborers who came to work to clear away thio ruins Lave also become permenent residents. Though much hes been done to rebuild Cli- c3g0, the work is by n0 mesns completed. The improvement is rot conficed to the bumnt district; it extends to all paris of the city, and for many years to come |* there will be unfailing employzent for all kinds of skilled and ur ed lsborers here. In the same time, manufactures have got such s start that they promise £o rival in imporiance the o inary commerce of the city. In crary direc- tion in the snburbs there have been nlanted all ‘manner of factorice, mille, and ghops. To abor in these, the country has sent 18 her best wark- men. These people are bere, not for a sesson, nor for a job, but to star. Within the last two ‘months, thonsands of these workmen have sent for their families. All over the prairies, on the -west_and sonthwest, there have been evected- cottages.and homes for viese people. Of the expinding' - accestions to the population since the fire, 75 per cent will probably.rerisin here permanently. With the rebuilding of ‘the old barnt district, wark in Chicago will mot caase. The old ratio of incwease will nob be diminished. The estallishment of fire-limita has already Led its effect. In disiricts ‘whera Dbrick and stozs brildings were once considered impossibilities, there are now wholé blocks of such edifiecs, - There are no mare costly wooden structures. Already, the mmost rebellious oppo- ‘rents of restrictions mxm the building of wood- en honses Lase discovered thet 3t is more eco- nomical to. ereci permanent buildings. The work of covering disiriets now occupied hy wooden Lonses with stone, iron, and brick hes set in, and with vigbr, and, for many years to come. this city will furnish the best Seld for 2l kinds of mechanical lzbor. The census of Septembar, 1872, taken for tho School Corzmissioners, makes zn’ exhibif. of the present population which is probably zbout right. It shows a population, on tho 1st of Oc- tober, of 367,869,-0r 2n inarease of aboat 70,000 gince June, 1570, Tho table of population by wards shows some estraordinary changes. The Fifteepth Ward, in the northiwest part of the city, has over 40,000 inhebitsnts. Wards 6, 8, and 9 have each over 30,000, and Wards 7 ._'Ifl 12 ovor 29,000. Wards 1, 2, s 19, and 20 have made Dut little progress in regaining their lost population; while Wards 17 a-nd 18have done 0 to o great ex- tent. ;The permanent population of the uty :nzy be set down at abont $50,000% GROWTE OF THE CIZ7'5 TRADE. CORRUPTION IN TEXAS. Judge C. T. Garland, the Disirict Attarney for the Western District of Texes, who was removed by the President for attempting to obey bis judi- cial oath, made aspeech, a few days since,” ab Galveston, in which ba exposed numerous in- terferences with the process of justice by the President and his officials, In arder to seve their political friends. There were nineteen Internal Bevenus indictments, at Austin, agsinst State Senstor Fountain, then Assistant Assessor at Bl Paso. For political rezsons, the State Adminis- tration interceded with the National Administra~ tion; and the Comumissiozer of Internsl Bev- enue, olthough fully informed of the ‘ag- gra charscter o©f the -charges, has ordered the cazes continued from term to term, with the ides of ultimately removing them from the docketentirely. Again, there are pending in tho Federal Court at Tyler several Internal Revenue indictments against General Horace Boughton, es-Assessor, Lisutenant Governor Flanagan, G. B- Spaulding, and otbers, charg- ing the acceptance of bribes and the defrsuding of the United States by illicit distiliing. Inthe £all of 1571, tho President sent a written roquest, over his own signature, to the Commissioner of Internni Revesus in Washington, asking that the cases agzinst Flanagan and Boughton be continued. Tke Cormissioner so0 ordered, and last spring ondered © game cases aguin continued. Again, Governor Davis and Socretary Newcomb were incictod, last Junuary, at Austin, fqr fraud- lently counting a Congressman in the Second District, and jasning the certificate of election to him, contrary to tho advice of the Attornsy General. Flanagan and the fraudulently-certi- fied I!opx’e:mtsfive at once unlted with the Btdte Administration in demanding the removal of tha.| Court officials. The President at once removed the Attorney General, and appointed a new ane, ‘who immediately entered a nolle prosequé in the case against the Govemnor and Secretary. While Judgo Garland was United States Attorney, the Governor withhéld from him evidence sgainst violation of the Eu-Elux Iawv, and evéntually 1ad i removed for insisting upon prosecuting the violators, and a more plisble Attorney ap- pointed in his place. Judge Gariand cites numerous other instances of this clzracter ; but the above are sufficient to” show that the President and his officiala have deliberztely obstructed tho course of justice for political reasons. The Courtshave been ren- Qured powerless to punish criminals indicted for high offences because they were friendsof, and partitan workers for, the Administration. The 1ows of the State and of the United Statea have notbeen enforced, becsnse they would pro- nounce penalties mupon the earpet-bagging offiéials_appointed to ofica by the. President. Asin Texas, so in the other Southem States, the entire Federal service has becomio corTupt, because there is immunity from punishment. The President atands between. the ariminal and the law. The C:'L\ Servics itself of fliese States e become corrupt for the sameresson. Vemal- ity, extravagance, and corraption in every Grant ‘State Administration in the South have direatly rosulted from the system of carpet-bag Govern- ‘ments which the Natioual Adminietrationhes in- flicted upon that unfortunate people, aad will continue to inflict apon it, if it shall be success- fal in November, for, withott carpet-bagism in the South, the Republicen party will cease to ex- ist there. ., The corrupt uso of patronage alone keeps it in’ ‘existence. - s — Mr. Samuel G.
