WASHINGTON, Dec. 21. —(#)—Over the protest of his own counsel, Colonel Mitchell testified before the Shenandoah naval court to- day on the nature of his pub- lic ‘charges against those who sent the giant naval dirigfble on her fatal voyage into the west.
