By SUE McNAMARA (Copyright, 1 Casper Tribune) PORTLAND, Oregon, Aug. 14,— Closely following charges in thé east that federal narcotic authorities are inyolved- in a dope ring, accusations made here that prohibition off!- cers are not doing thelr duty, but are closing their eyes to a flood of whiskey pouring in on the Pacific coast from nearly all parts of the world. The Anti-Saloon League or Oregon and the Multnomah County W. C. T. U. have passed resolutions pro- | testing against the appointment to the directorate of the new prohibi: tion district here of J. A. Linnville, federal prohibition commissioner for Oregon, and Frank B. Mitchell, legal adviser, on the grounds that they are not good prohibition enforce ment officers, With liquor now being smuggled into this territory all the way from Shanghai and with little law en- f ment in isolated seaport towns alMg the wild northwest coast, en- forcement officers are having their hands full. . Mysterious signal lights flashed from out at sea and answered from remote and rocky shores, cause much speculation. Thickly wooded shores and rocky caverns near some of the coast hamlets offer lurking places for phantom rum vessels, as some- times there is not even a town mar- shal to keep an eye on what goes on. The recent capture of a gas boat | loaded with Scotch on the west coast of Vancouver Island by Canadian police” presents an entirely new problem, not only to the | United States, but to Canada as well.
