NEW YORK, Aug. 5.—The- po- onfilct which fs stirring this greater city at the moment is not so much concerned with the po- litical ambitions and fate of any one ‘fan. but has resolved itself into the question.as.to whether o> not Tam- many ¢an rule New York without a “big bi '. There is admitted chaos in the city Democratic ranks and there Js-no one at the Tammany wigWam in Fourteenth street who can. say yes or no and have the dictum carry the necessary weight. Hence there is pulling and hauling first one way and then another, until in-the-languago of a one-time famous statment, no one appears to “know where he is at.” Tammany is without a bos: It has a quintet of boro leaders, but when it Comes to bossing a big political Jop, five leaders are as un- ruly ag-twenty. ‘Tammany hag func. tloned:in the past with one strong man at the wheel. That hand is not there today. Richard. Croker’ was the. strong hand of-his.day. Then came Charlie Murphy. the silent. boss. Murphy ‘wasn't soystrong to begin with and many thought that with Croker’s death Tammany'’s days were num- bered., But Murphy and his silent methods. soon dissipated all such ideas and time quickly came when a nod from his: wise head meant political life or death in the big city. Murphy didn't always have his way, either, but he knew when and how to. compramise and he made “compromise look to the faith- ike"& great Tammany victory. Murphy has gone and no one has arisen to fill his shoes. Governor: Al Smith could have done so. He could~have been the big white ~chief at the wigwam; his But the governor sidestepped the job. He wanted to remain on at Albany for a spell and then perhaps to go to; Washington as senator. Al Smith never in his own mind or heart. has cherished the idea that he conld: be nominated for the presi- dency or elected to that office. A great many people said that even if “Al’'*did decline the nomina- tion as leader of Tammany Hall he would be the real power behind the throne. The opponents of ‘Tam- many are trying to place the blame fox>the -present. situation in respect ofthe mayoralty at the governor's dgor. But to'be a political boss is one thing and to be an aspirant for office 1s quite something else again. ‘The-governor has found that the two do-not. go hand in hand, so to speak, and. he has tried to keep hig skirts ag clear as possible of the imbroglio which is threatening Tammany’s right to rule. Judge George W, Olvany is nomi- Nally the ruler of Tammany Hall. He {s the success but not the logical successor~- of Boss Murphy. ‘The judge is a splendid type of citizen and certainly has added poise and dignity—one might almost say class —to the wigwam; but he is a judge by disposition and temperament; he ia not the hard-fisted fighter that ‘Tammany needs. He does not crack the whip nor does he act as if he owned a whip. The judge believes in conferences; there is a report that he even believes in primaries. Pri- maries are all right in an organiza- tion like Tammany, provided the word is passed down the line in ad- vance ag to how the ballots are to be marked. But an “open” primary is something to make both Croker and Murpby do flip-flops in their mouldy graves, So Tammany, for tho first time in more than thirty years, !s going into a*mayoralty election without a big boss and the floundering that is everywhere apparent tells how sure ly the big chiefs of the past are missed. Tammany got by the state and presidential elections last year in pretty good shape. Tammany doesn’t’much care who is president. Al Smith led his own forces to vic- tory In the state. But today Tam- ~wnany faces a campaign which means more to it than all the state and national affairs. Can ‘lammany continue to reign supreme in the chy? Tammany has not wanted Hylan for two years or more but Was not been able to get rid of him. ‘THeke has been:no boss to give the twayor the “gate”.
